Performance Work Statement

Permafrost Tunnel Refrigeration Maintenance and Repair

1 Introduction:

The Contractor shall perform recurring and routine refrigeration maintenance and repair work on an existing refrigeration system. The Contractor shall also perform an upgrade to the system in the base year that fully automates system startup and shut down. The existing refrigeration system is installed in the permafrost tunnel portion of the Cold Regions Research and Engineering Laboratory (CRREL) Permafrost Tunnel Research Facility (PTRF) located at 2100 Steese Hwy, Fairbanks, AK. The permafrost tunnel refrigeration system is necessary to maintain a maximum temperature of 26F inside the tunnel complex year-round.

1.1 Site Conditions:

Site conditions are described and illustrated in Attachment 2 - Site Conditions.

1.2 Scope:

The scope of this work is to upgrade the refrigeration system, provide recurring maintenance services to the air cooling and filtration systems of the Permafrost Tunnel complex and on demand trouble calls. Required services over a 12-month period:

- De-winterization and system startup (once annually, as needed)

- Periodic preventative maintenance inspections (weekly during operation/monthly in winter)

- Respond to trouble calls (as requested)

- Shut down, condition, and winterize system (once annually, as needed)

Task 1. As soon as practicable in the base year of System Automation Upgrade.

performance, the Contractor shall upgrade the refrigeration system to operate autonomously such that seasonal startup (de-winterization) and shutdown (winterization) procedures are not required. The system shall monitor ambient and tunnel temperatures and shut off if external ambient temperatures at the compressor are below 26F and automatically turn back on when temperatures are above 26F.

Task 2. . The Contractor shall provide both labor Recurring and Preventative Maintenance and materials to conduct seasonal start up (if necessary), weekly preventative maintenance, and conduct seasonal shut down activities (if necessary).

a. System Startup and Shutdown: If system was shut down at the start of the winter season, conduct start-up procedures and start system NLT 1 May of each year. The system shall only be winterized if the automation system is not functioning properly. If the Contractor notes any deficiencies during maintenance that require repairs, it shall notify the Government Technical Point of Contact (TPOC) or Contracting Officer's Representative (COR) immediately.

If the system is not functioning properly and requires a winterization shut down, follow an orderly process to shut down and condition the equipment for winter season inactivity NLT than 15 November. Clean work sites to remove any debris and fluids that may have spilled during service.

b. Preventative Maintenance: The Contractor shall perform year-round preventative maintenance on the refrigeration system.

- From approximately 15 April to 15 November each year (summer season), the Contractor shall perform preventative maintenance on a basis.weekly

- From approximately 15 November to 15 April (winter season) each year, the Contractor shall perform preventative maintenance on a basis. In the event monthly of an automated system failure that requires manual system shutdown and winterization, then winter season maintenance check will not be required. Otherwise, the automation system will keep the refrigeration system active year-round and will require monthly checks.

The following are checked as part of preventative maintenance but only performed as needed to keep system operational and maintained properly: Perform oil test to ensure system is not contaminated (approximately weekly). If contaminated replace oil and drier (approximately 2-3 times annually). Check the refrigerant fluid levels weekly. Adjust the levels as needed (approximately 2-3 times annually). Blow out evaporators and condensers with compressed air monthly or as needed to ensure proper air flow and refrigeration operation (approximately 12- 14 times annually). Contractor shall measure system operating pressures and temperatures to ensure proper and optimal operation (weekly). Contractor shall provide a copy of the pressure and temperature data collected to the COR when collected.

The Contractor shall inspect the system, and if the inspection identifies the need for repairs, the Contractor shall provide the TPOC or COR with a detailed estimate for the repair. All estimates provided under this contract shall be itemized to show a breakdown of labor hours and supplies required to complete the repair. No repair services shall be performed without written authorization from the COR resulting from a contractor repair estimate.

Task 3. Trouble Calls. The Contractor shall respond to up to twelve (12) trouble calls to diagnose system issues as requested by the TPOC or COR.

The Government shall monitor the tunnel temperatures. The Government shall ensure that the tunnel interiors are maintained at temperatures not exceeding -3C/+26 F. If a problem is perceived, the TPOC or COR shall contact Contractor to request they report to the tunnel facility to troubleshoot and provide a written detailed estimate for repair. The service includes troubleshooting any equipment malfunction.

The Contractor shall report to the PTRF within twenty-four (24) hours of a requested trouble call to assess the problem. If repairs are needed, the Contractor shall provide the written detailed estimate to the TPOC or COR within six (6) hours of determining the issues and work needed.

Task 4. System Repairs. Contractor shall conduct system repairs resulting from preventative maintenance checks or trouble calls only after authorization by the COR. The Contractor must provide a written detailed estimate for the upgrade/repair to the COR for approval prior to conducting any upgrades and/or repairs. All estimates provided under this contract shall be itemized to show a breakdown of labor hours and supplies required to complete the repair. No repair services shall be performed without written authorization from the COR resulting from a contractor repair estimate.

2 General Requirements

The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.

Contractor shall possess and maintain an Alaska Mechanical Administrator license for the duration of this contract.

Contractor shall have an established location in the Fairbanks, AK service area, which is defined as within a 150-mile radius.

Due to existing site conditions and overarching project requirements, contract performance must begin no later than 17 April 2026.

The Contractor shall coordinate work with COR as needed to minimize any disruption to facility operation.

The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the COR informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise.

The primary POC is required to be present at the post-award conference to be held within two

(2) weeks after contract award.

2.1 Non-Personal Services

The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations

Once notified by the Government of an executed contract, the Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration:

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.3.2 Contract Administration

The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work.

2.3.3 Personnel Administration

The Contractor shall provide all management and support as required. The Contractor shall make any necessary travel arrangements for its employees.

2.4 Quality Assurance

The Government will periodically evaluate the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and PWS Section 3.1, Performance Requirements Summary.

2.5 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.

2.6 Location and Hours of Work

The work location is US Army Corps of Engineers, Cold Region Research and Engineering Laboratory Permafrost Tunnel Research Facility, located at 2100 Steese Highway, Fairbanks, AK 99712 near Fox, Alaska If is open for business from 0700 to 1700 Monday through Friday.

the Contractor requests access earlier than 0700, it must be coordinated the day before with the COR. If the Contractor requests access after 1700, it must be coordinated by 1500 that day with the COR.

2.7 Travel / Temporary Duty (TDY)

Travel will not be required in performance of this contract.

2.8 Information Management

Controlled Unclassified Information (CUI). Regarding DFARS clauses 252.204-7012 and 252.204-7020, CRREL does not plan to deliver or receive CUI data under this contract effort.

3 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the contract. The Contractor shall conduct the following specified work:

3.1 Performance Requirements Summary (PRS)

The following surveillance list ensures that the Government and contractor have a clear understanding of how contract performance will be monitored and evaluated. It outlines task performance standards, methods of surveillance, acceptable performance standards, and relevant incentives/remedies.

3.1.a Performance Objective: The Contractor shall attend the post award conference within two (2) weeks of contract award.

3.2 Performance Ratings

The COR will use the following ratings to evaluate the quality of the contractor's performance.

- Excellent/Outstanding: Performance meets contractual requirements and exceeds many to the government's benefits. The contractual performance of the element or sub-element being assessed was accomplished with no problems and contractor actions were highly effective.

- Very Good: Performance meets contractual requirements and exceeds some to the government benefits. The contractual performance was accomplished with few minor problems for which corrective actions taken by the contractor were effective.

- Good: Performance meets contractual requirements. The contractual performance contains some minor problems for which corrective actions taken by the contractor were satisfactory.

- Marginal: Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear marginally effective or were not fully implemented.

- Unsatisfactory: Performance does not meet most contractual requirements, and recovery is not likely in a timely manner. The contractual performance contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

4 Other Provisions

Covering requirements for personnel conducting the work.

4.1 Post Award Conference

A. Overview: Contractor shall attend an onsite post award conference that will be arranged by the Government TPOC or COR before any work on site commences.

B. Purpose: The purpose of the conference is to discuss scheduling, to review safety, security, describe the work plan, inform Contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Contractor.

4.2 Scheduling

A. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed. No changes can be made by the Contractor without prior approval of the COR.

B. Work Hours: Unless otherwise authorized in writing by the COR, the project site will be available for activities during normal work hours of USACE, from 7:00 AM to 5:00 PM local time, weekdays, excluding Federal holidays.

C. Period of Performance: Anticipated to start on 15 April 2026 and conclude 4 April 2027 (12 months) for the base year with an additional four (4) one-year option periods from 15 April 2027 to 14 April 2031. Exact dates to be determined at contract award.

4.3 Antiterrorism/Operations Security (AT/OPSEC)

1. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor ("Contractor") and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements.

Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of War (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.

g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations.

Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as "RAMs"), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

2. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as "NCIC-III") and Terrorist Screening Database (commonly referred to as "TSDB").

Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

3. Suspicious Activity Reporting training (e.g., iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

4. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

4.4 Smoking

Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking except in a designated smoking area. Designated smoking areas will be discussedon site at the post award conference.

4.5 Government Furnished Property and Equipment (GFE/GFP)

There is no Government furnished property or equipment associated with this requirement.

4.6 Contractual Disclaimer

Contractor is hereby notified that NO CRREL employee has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the Contracting Officer (KO) cited in your contract. Contractor's employees shall take no action on any change unless and until the POC receives such a contract modification.

4.7 Inspection and Work Completion

a. : This contract is subject to routine Government inspections throughout Overview the performance of Contractor work and a final Government inspection upon completion of each task.

b. : Routine Government inspections will, among other things, help Inspections ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at Contractor's own expense.

c. : Upon Contractor completion of the Work, the Government will Work Completion make a final inspection to confirm the following:

- All defects have been corrected as directed.

- All work has been completed.

- All work areas are left clean.

5 Government COR and TPOC

5.1 Contracting Officer's Representative (COR).

The identification of duties and limitations of the COR are specified in the COR appointment letter, which will be provided to the contractor at or shortly after the time of award. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer, acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer. The contractor shall always include the COR on correspondences, telecons, and communications with all government employees regarding this contract.

5.2 Technical Point of Contact (TPOC).

TPOCs offer technical backgrounds as subject matter experts (SMEs) in areas relevant to the contract. TPOCs provide value added technical feedback to the vendor and contractor performance feedback to the COR. TPOCs may coordinate with the contractor to consult, assist with access to necessary government data, hardware, or supplies, review progress reports, review deliverables, and act as the government sponsor where engagement with other government entities is required (e.g., site access, product transition). Other TPOCs may engage as work evolves and will be formally introduced to the contractor by the COR.

INSTRUCTIONS TO OFFERORS

1. Quote Submission

Quotes are due no later than 12:00 PM CDT on Tuesday, March 31, 2026.

Quotes shall be submitted via email to:

It is the Offeror's responsibility to ensure that its quote is complete, accurate, and submitted by the specified deadline. The Government will not make corrections to quotes. Quotes that are late, incomplete, or missing required information may not be considered for award.

A signed copy of this Request for Quote (RFQ) shall be included with the submission.

The quote must clearly demonstrate that the proposed services meet the requirements set forth in the Performance Work Statement (PWS). Quotes shall be clear and unambiguous.

2. Required Quote Content

The Offeror's quote shall include the following:

(1) Company Information

Primary Point of Contact (POC) and alternate POC Phone numbers and email addresses Confirmation that the POC has authority to make decisions on behalf of the company

(2) Entity Identification

Commercial and Government Entity (CAGE) Code and/or Unique Entity Identifier (UEI)

(3) Technical Approach

A description of the Offeror's approach to accomplishing all work outlined in the Performance Work Statement (PWS).

(4) Relevant Experience

The Offeror (or proposed subcontractor) shall demonstrate at least three (3) years of experience performing commercial refrigeration repair and maintenance services of similar scope as described in the PWS.

The Offeror shall provide a minimum of five (5) projects completed within the past three (3) years. For each project, include:

(5) Pricing

The Offeror shall complete the Pricing Matrix (see Attachment 1 - Pricing Matrix) in accordance with the CLIN structure provided.

The quote shall provide a firm-fixed-price, stated as a sum certain, for the completion of all requirements described in this RFQ.

(6) Required Start Date

The Offeror shall indicate its ability to meet the required start date of 15 April 2026.

(7) Licensure

The Offeror shall demonstrate possession of a current Alaska Mechanical Administrator license. Proof of licensure shall suffice.

(8) Geographic Location

The Offeror shall provide documentation demonstrating that it is based within the Fairbanks, Alaska service area, defined as within a 150-mile radius.

3. Site Visit Requests during the solicitation period to review the area of service.An escorted site visit is required

All site visit requests shall be submitted via email no later than 24 March 2026 at 4:00 PM CST to:

The subject line of the email shall read:

"Permafrost Tunnel Site Visit Request."

The request shall include:

Failure to provide complete information may result in denial of site access.

4. System for Award Management (SAM) Registration and Representations & Certifications

To be eligible for award of a Department of Defense contract, Offerors must:

Maintain an active registration in the System for Award Management (SAM);

Have no active exclusions in SAM; and Have completed all required FAR and DFARS representations and certifications.

Representations and certifications should be completed prior to the RFQ closing date to avoid delays in award.

Offerors shall ensure that all required representations and certifications are either:

Current and available in SAM (FAR and DFARS online representations and certifications), and/or Submitted with the quote.
