SUBJECT: Questions/Answers TITLE: FY25 CJAG Culvert Project
SOL#: W91364-25-B-A005
Q&A:
Question #1: I am looking at this project and going through the documentation and noticed that the SAM posting says this is due on August 27th and the solicitation states it is due on August 28th. Can you please confirm that this is due on the 28th?
Answer #1: The bid opening date will be the 28th of August 2025 at 11:00 am. The SAM.gov posting will be corrected.
Question #2: Agencies will be weighing in on the approval process City, County, FEMA, Ohio EPA etc)?
Answer #2: The CJAG Department of Public Works (DPW) will review and approve the design plans and specifications. The OHARNG Environmental Office and the US Army Corps of Engineers (USACE), Pittsburgh District will be involved in the review and approval of the Pre-Construction Notification (PCN’s). USACE may share the PCN with the Ohio EPA, but this is not anticipated. The total land disturbance for this project is expected to be less than one acre. If the land disturbance increases to over one acre the Portage County Engineer’s Office and the Portage Soil and Water Conservation District will need to be involved in the process.
Question #3: Will the contractor be responsible for the design of plans alternate options or just plans for both base bid options? There are no current plans supplied for the options.
Answer #3: The contractor will only be responsible for providing designs for the culverts in the base bid. The culverts in the optional line items will not require design.
Question #4: Once awarded, what is the time frame required for having the survey and engineering completed?
Answer #4: Design plans and specifications for construction should be completed within 90 days of Notice to Proceed.
Question #5: Are there designated haul routes? During the pre-bid meeting, there were bridges crossed with 15 TON weight limits.
Answer #5: The haul routes are shown on the revised Site Plans. Please see Attachment 3
Question #6: Which pavement detail are we to use for the asphalt replacement on this project
Answer #6: The Pavement Trench Section of the Construction Details specifies 8" ODOT 301 Base and 1-1/2" ODOT 448 Surface for Roadway Asphalt. Pavement is to be replaced according to this specification at all locations except Option 3 (Road 5C Culverts) and Option 5 (Randall Road Twin Culvert). Limestone is an acceptable surface for Options 3 and 5.
Question #7: Can a second site visit be scheduled to take a survey to obtain elevations, lengths and hydraulics of the existing culverts?
Answer #7: Unguided up site visits will be permitted. These visits must be conducted no later than August 22nd 2025 at 3:00 pm EST. Visits may be conducted between the hours of 8:00 am to 3:00 pm. Contact 1SG Brian Persing at 614-336-6795/brian.w.persing.mil@army.mil or Corey Kuhn at 614-336-6574/corey.j.kuhn2.ctr@army.mil for access to the base. An access roster will need to be completed prior to the visit.
Question #8: The culverts that are scheduled to be replaced, are those culverts to be replaced in kind or are those culverts supposed to be replaced with something different?
Answer #8: The size, length, and slope of replacement culverts should match existing culverts and end treatments are specified in the SOW. Acceptable pipe materials are outlined in the question below.
Question #9: Can a list of culvert materials for each culvert replacement location be provided?
Answer #9: Base bid culverts are to be specified by the designer. Culvert replacements that are part of the options can be reinforced concrete pipe, corrugated metal pipe or high-density polyethylene.
Question #10: Are we to install rip rap or vegetation on all locations once the new culvert is installed?
Answer #10: Vegetation unless stated otherwise.
Question #11: In option 4 item B what elevation is the culvert to be ran at?
Answer #11: Elevation should match existing.
Question #12: Can the average flow of water be given to understand the measures that will be needed to take to divert the water during culvert installation?
Answer #12: This information is not available.
Question #13: Can a list of wetland consultants be provided?
Answer #13: We do not maintain an approved list of providers.
Question #14: Can one person serve as the Superintendent, Quality Control Manager and Site Safety and Health Officer?
Answer #14: This is acceptable if the individual meets the minimum requirements outlined in the SOW.
Question #15: Does a job trailer need to be provided for this project?
Answer #15: No.
Question #16: Where will the construction laydown area be located and will this need to be moved throughout the duration of the project?
Answer #16: After receiving the Notice of Award, the awardee will coordinate with CJAG DPW to submit their proposed laydown areas for review.
Question #17: What entity’s specifications will the design need to comply with? Use criteria outlined in the Ohio Department of Transportation’s Location and Design Manual. Also, which electronic CAD format is currently used? AutoCAD 2013. Will the engineering firm need to purchase any software that is required for compatibility?
Answer #17: Please reference the attached Specifications for Facility Management Electronic Deliverables.
Question #18: Will Pre-qualifications or certifications need to be furnished for the design firm and/or geotechnical team that will be selected for D/B?
Answer #18: Yes.
Question #19: It was stated that no design is required for the options, but will any engineering be required? The area is near/around flood zones, which typically requires hydraulic/stream analysis.
Answer #19: The contractor will be responsible for the work required to develop the Pre-Construction Notification.
Question #20: It was stated that once awarded, design for construction should be completed within 90 days of the NTP. Does this assume the contractor must submit pricing based off of no drawings and strictly what was documented at the site visit as well as what was provided in the bidding documents?
Answer #20: Yes
Question #21: The Base Bid, Smalley Road Box Culvert Design. It states that the existing culvert "appears to be undersized based on channel observations". Are you able to provide any additional info on their observations and/or previous studies done on the stream and existing culvert?
Answer #21: Please see the attached CJAG Priority Structure Recommendation report and refer to the condition assessment and recommendations for the SM Culvert (CUL09).
