TUCSON F-16 WORKLOAD ESTIMATES

Instructor/Subject Matter Expert instruction will be purchased using BEQ of annual mission load. I/SME instructional hours used will be the same whether for academic classroom instruction, simulator briefing and instruction, flying of additional simulator cockpits in multi-ship simulator missions, or other programmed use of I/SME instructional time. As an example, Tucson used 7453 hours of chargeable I/SME time in support of the F-16C/CG WSSC and an additional 1584 hours in support of the F-16E UAE program. The UAE Program will be billed separately for I/SME and Courseware Support.

TUCSON F-16 ESTIMATED HOURS OF OPERATION

Training device sorties may normally be scheduled up to 14.5 hours a day, between 0600 and 2200 hours (ANG: 10 hrs/day, between 0600 and 1900) or according to the following charts. Academic training will normally be scheduled between 0700-1700 hours, or equivalent 10 hour period as designated at each site via the PO/QAR, Monday through Friday. Infrequently requested AETC, or Air Force Reserves (AFRES) training periods will occur on weekends. ANG training periods will routinely occur on weekends as Normal Duty Hours. Contractor support is not normally required but may be requested on special occasions.

All current WST/UTD devices are similar in nature, with similar training capabilities and similar visual systems (Simusphere), therefore are all referred to the same, as Training Devices.

APPENDIX 3c

TUCSON F-16 ESTIMATED ACADEMIC COURSEWARE WORKLOAD

See Master Topic Index (3d). Ongoing Courseware Maintenance (meaning Courseware Maintenance Revisions) will be conducted in accordance with this PWS. Maintenance Revision, as defined in the PWS, can occur to any active item in the entire MTI at any time. As a result, no Best Estimated Quantity (BEQ) is associated with this category of revisions.

Courseware Structural Revisions, on the other hand, will be planned and funded annually with a BEQ in accordance with the Courseware Structural Revision Rate Table below in 10% increments.

NOTE: Courseware products listed on the MTI will be revised based on the amount of courseware identified to be structurally revised in a given year. The Best Estimated Quantity (BEQ) is the entering argument. The revision rate represents the total number of lessons to be revised due to structural reasons based on direction from the PO/QAR. New Courseware (new lesson number and name with content changes) will be bought as planned additions to the percentage of the MTI. For example, if the planned Courseware Structural Revisions for the year are 48 % and the required New Courseware is another 8 %, adding up to a total of 56 %, then the Courseware BEQ for that year is 60 %. The MTI shown in Appendix 3d includes both Courseware products and Syllabi. Syllabi revision is not counted as Courseware revision.

COURSEWARE STRUCTURAL REVISIONS per year

Ten (10) percent revision rate of MTI

Twenty (20) percent revision rate of MTI

Thirty (30) percent revision rate of MTI

Forty (40) percent revision rate of MTI (BEQ)

Fifty (50) percent revision rate of MTI

Sixty (60) percent revision rate of MTI

Seventy (70) percent revision rate of MTI

Eighty (80) percent revision rate of MTI

Ninety (90) percent revision rate of MTI

Compete (100) MTI revision

1. Instrument Refresher Course (IRC). The contractor shall be responsible for teaching IRC.

2. The Tucson site shall develop and maintain all Foreign Military Sales (FMS) and site specific Courseware including different blocks of F-16 aircraft. The Tucson ANG Courseware Development Team will assume the responsibility for all FMS courseware. They will be responsible for all the MTI content in their syllabi. Tucson will also distribute FMS courseware to the other sites teaching FMS courses as required.

3. Briefing Room Interactive, Flight Operations and other web site-based systems will integrate with other Courseware Content. This system is currently present and being further developed at Tucson. Tucson contractors will aid other sites in SCORM development and integration of their systems into a common Training Systems Network.

4. Block 60 courseware shall be handled as dictated by the guidelines of the PO/QAR and the local Block 60 Program Office. The UAE Program will be billed separately for I/SME and Courseware Support

5. The Tucson site desires courseware development and information technology management / maintenance with an eye towards the long range goal of synthesizing an instructional system network (ISN) to integrate subsystems involved in fulfilling the FTU’s mission accomplishment in accordance with ISD. As the test-bed/development site, Tucson requires maintenance, improvement, and development of currently existing (sub)systems and may desire maintenance, improvement, and development of future (sub)systems.

5.1. Instructional System Network (ISN): Database-oriented, secure, web-based system which uses business logic to integrate subsystems, such as: learning management system; scheduling management system (e.g.: Patriot Excalibur (PEX), registrar database, PFT2000, etc.); various graphical user interfaces (e.g.: BRI, classroom/desktop, personal learning device); content object database (e.g.: F-16 media library, etc.), syllabus management/development tool, reporting services, and the world-wide-web (e.g.: weather, NOTAMS, publications, other ANG training sites, etc.). The goal of this network is to efficiently organize, distribute, and utilize data/content between all the system functions of the total instructional system: management, support, administration, delivery, and evaluation. In this way, the instructional system can provide the best quality training with the most current information for all aspects of the educational experience in a cost-effective way.

5.2. Learning Management System (LMS): Software that automates training event administration through a set of services that launches learning content, keeps track of learner progress, sequences learning objects, and reports student mastery. It refers to a suite of functionalities designed to deliver, track, report on and manage learning content, learner progress and learner interactions.

5.3. Scheduling Management System (SMS): A system encompassing integration of present and future unit scheduling systems, such as Patriot Excalibur (PEX), PFT2000, registrar database, Air Force Resource Management System (ARMS), etc., to satisfy the need of efficiently scheduling electronic and non-electronic learning resources within and outside the unit, including pre-requisite scheduling, accomplishment, and tracking. The Tucson site currently maintains and is improving the 162 FW Flight Operations website, which rudimentarily integrates PEX, the registrar database, ARMS, and Operations Group flying operations.

5.4. Briefing Room Interactive (BRI): (In addition to the definition presented in the PWS) A truly interactive, non-linear graphic user interface which incorporates a website, such as Tucson’s Flight Operations website, PEX data, world-wide-web data sources (e.g.: weather, NOTAMS, publications) and a content object database. Ultimately through integration with e-syllabus event parameters, BRI should produce syllabus event appropriate flight briefing content.

5.5 Personal Learning Device (PLD): A user friendly, portable electronic device conducive to a paperless learning experience (e.g.: eBook, etc.). The contractor is expected to maintain and update the PLDs, The PLD system must incorporate related digital rights management and safe-guard anti-circumvention issues in accordance with DOD directives concerning export, disclosure, releasability, etc.

5.6. Content Object Database: Sometimes referred to as an F-16 Media Library, this would make appropriate media shareable and reusable in accordance with SCORM. This includes both assets (which do not communicate with the LMS) and shareable content objects (SCO); which do communicate with the LMS). At Tucson, this would include integration of application items from the Courseware Management System, Flight Operations, and other databases. Other issues involve, but are not limited to improving the courseware development database (revised naming conventions, instructional design), defining SCO tracking requirements, and creating interactive panels.

5.7. Syllabus Management/Development Tool: Envisioned as a way of creating a truly electronic syllabus which would readily integrate the results of the instructional system development (ISD) into a content organizing database with parameters conducive to fulfilling the ultimate requirements of the instructional system network.
