What is miscellaneous CLIN to be used for and how will it be evaluated?
This CLIN can be used for any information the vendor for see that the government did not.
L, M
Response to Amendment 0002 Question No. 7 states “Should have stated Technical Factor”. Section L paragraph 3 specifies Factor 1 – Management Plan, Factor 2 – Key Personnel, and Factor 3 – Past Performance. Section M paragraph 2 specifies the same three Factors. What are the proposal requirements and evaluation criteria for the new Technical Factor?
The term Technical Factor is being used to include the (3) three factors; It is a name given.
PWS, L, M
How will compliance with PWS Performance Objectives, not addressed in sections L and M, such as Courseware Development, SCORM migration, and Training Systems Network approach, be evaluated?
Everything that is being evaluated is stated in the solicitation, if it is not stated in the solicitation as being evaluated then it will not be evaluated.
PWS 2.5.4.1.1
Please specify the contents for the Instructional Media Package (CDRL A010)?
-- Desktop computers and EBooks which are GFE. These are to be maintained/updated by the contractor.
H
What level of support does the ANG expect the contractor to provide for information assurance (IA)?
-- All personal will conduct a CBT annually (approx. 1.5-2.0 hrs). The certificates are tracked and maintained by the ANG. Additionally any employee that has more than user access will be responsible for having DoD 8570.01-M certifications.
H
Clause H-5 c. Additional Support - discusses BEQ plus 20%; in the event that Additional Support is exercised, is the contractor responsible for the cost of the 20% “in excess of the BEQ”? Will Schedule B have Additional Support Option CLINs included to correspond to this clause?
The 20% is taken into consideration with the PW. The price proposed by the vendor is the price to be used.
H
Section H-5 d. Proposals - states that “The contractor is not allowed to charge for a proposal for increased or decreased work on this contract unless that request exceeds the minimum amount of four (4) on any line item. Can this be omitted pursuant to FAR 31.205-18 (bid & proposal (B&P) costs)?
No, the verbiage in the solicitation stands.
Prop WS
Where is the appropriate place in the Proposal Worksheet to price PWS work scope such as Briefing Room Interactive (BRI) and Training Systems Network which are not listed in Schedule B CLINs?
If it is not covered directly in the proposal worksheet then I suggest you place it under Miscellaneous and state the description of the cost.
Tucson WS
CLIN 0002AC Training Support: Third TRAINING SUPPORT line refers to 162OG rather than the third squadron (A UAE squadron. 148 FS). Should that be moved to CLIN 0006, First TRAINING SUPPORT CLIN?
-- Yes. It was moved on an early amendment.
Tucson WS
CLIN 0002AC SYLLABUS DEVELOP. & FINAL: The Syllabus Development and Finalization only appears in the UAE (CLIN 0006 AA). Should it be a requirement in both the Legacy (0002) and UAE (0006) worksheets?
-- Yes. It is listed under 0002 AA and 0006 AA. Again this was included in an early amendment.
Tucson WS
CLIN 0002AC Training Support: Last TRAINING SUPPORT line - Computer Repair, Info Tech, etc. Should this requirement also appear under the UAE CLIN 0006AC for total coverage?
-- Yes. The CLIN was updated 22 April. The change was shaded to highlight the change.
Appendix 2
Should Lackland be designated with an "X" for Publications Management in Flight Briefing Rooms?
No this is not required at Lackland.
Appendix 2
The Matrix for Tucson has Mid-range Scheduling and Academic & Simulator Scheduling (1 per flying unit). Should the “1 per flying unit” be reversed to reflect a Mid-range scheduler for each squadron and only one Academic & Sim scheduler?
--The Mid-range Scheduling is 1 (one) for each squadron, a total of 3 (three) at Tucson. The Academic & Simulator Scheduling is 1 (one) for the Wing, a total of 1 (one) at Tucson.
Appendix 2
Only 1 CLIN remains for “scheduling to include Flight, Mid-range, Simulators, and Academic for the Dutch and US squadrons”. Since appendix 2 still references “1 per sqn” mid range scheduler and “1 per flying unit” academic and simulator scheduler, are 3 schedulers still preferred?
Only 1 CLIN remains for “scheduling to include Flight, Mid-range, Simulators, and Academic for the Dutch and US squadrons”. Since appendix 2 still references “1 per sqn” mid range scheduler and “1 per flying unit” academic and simulator scheduler, are 3 schedulers still preferred?
Springfield requires: 1 Mid Range Scheduler
2 Academics / Simulator Schedulers (1 per flying unit)
TOTAL OF 3 SCHEDULERS
Correct
Appendix 2
Advanced Computer Programming/Database Management has an X for Kelly with no matching CLIN in the proposal worksheet. Is this function required at Kelly?
No this is only required for the CWD CLIN but there is no need for a programmer other than that.
Appendix 2
“Develop and Maintain test question database” does not have an X for Kelly. Should it have an "X" if all block 30 courseware is done at Kelly?
Lackland does not have requirement for a master test database but just that tests are complete and accurate IAW with ISD process.
Appendix 3.c
Please clarify the level of integration required between BRI, flight operations, other web site-based applications and courseware content.
20--Total integration is the goal at Tucson. It is a secondary task (w/emphasis) on a day to day basis. However, all primary tasks (courseware, syllabi, scheduling, etc) are conducted in a manner that will facilitate our goal of Total Integration. See para. 5, appendix 3.c
Appendix 4.a
“Total project contractor I/SME hours for academic and simulator instruction is 3793.7 (total academic plus total sim)” Total adds up to 3895.5, not 3793.7.
Bid to the BEQ on the worksheet. The 3895.5 is correct but the BEQ is the amount we want an estimate for.
Appendix 4.c
The Workbooks and Computer Based Training modules are not listed in the MTI for Lackland. These are an integral part of the Courseware. Should they be listed?
The updated Appendix 4D has the above mentioned items. It is included with these questions.
