1. During the pre-proposal conference new proposal worksheets were handed out for the three sites. They indicated that the Academic/Platform/Simulator instruction requirement is 11700 (Plus 3810 hours for UAE), 3500, and 4000 hours for Tucson, Springfield, and Kelly, respectively. Do these numbers include briefing and debriefing times?

Answer: Yes, brief/ debrief hours are included. See Appendix 3a, 5a and 4a (Contract Instruction Estimates) for further explanation.

2. Can you provide information on how many syllabi the contractor is expected to revise annually?

Answer: Reference the updated PWS once posted.

3. Can you provide additional information on how the contractor is expected to compute the level of effort associated with ongoing courseware maintenance and courseware structured revisions?

Answer: Reference the updated PWS once posted.

4. In Appendix 3d, can you confirm that (F41689-02-D-0021-F-16E) indicates the Master Topic List for the UAE?

Answer: That is correct.

5. In Appendix 4d, what does the column “CW” stand for? Is it the lesson duration in hours?

Answer: No, it is not lesson duration but a unit of count for courseware.

6. In the Lackland F-16 BK 30 Instruction Course Lists (Appendix 4d) there are two charts shown. One is titled “Syllabi” and the other “Academic Instruction Hours” What is the difference between these two charts? To determine BEQ, the contractor is expected to add the totals of both charts to get an overall total, or are the totals inclusive of each other? Or, what are the total BK-30 academic hours?

Answer: No use the BEQ in the worksheets to determine the workload. Those are the desired numbers. There is no difference between charts. Totals are already identified at the bottom of the Academic Instruction Hours table for each syllabus.

7. In Appendix 5d, it is impossible to tell what the total Master Training Index (MTI) hours are because numerous lesson-length hours are blank. Additionally, there are three different formats provided making it difficult to determine if they are duplicative or additive. Can you clarify if the total of 166 hours shown on page 66 is correct?

Answer: Do not worry about adding the hours. The MTI list was inserted to give you some guide as to how much courseware needs to be revised based on the BEQ. Since Springfield will not be responsible for structural revisions the BEQ at Tucson will suffice.
