About this file
This is Standard Form 30 (SF 30), Amendment 0003 to federal solicitation W912WJ26QA061, issued by the U.S. Army Corps of Engineers, New England District (W2SD ENDIST) on March 13, 2026. The amendment provides responses to industry questions regarding a janitorial services solicitation and does not extend the closing date, which remains March 18, 2026 at 2:00 PM Eastern. The contracting officer is Jennifer Samela (jennifer.m.samela@usace.army.mil, 978-318-8324) at the KO Contracting Division in Concord, Massachusetts.
The amendment addresses Questions 12-13 from industry inquiries. Key clarifications include: the contractor is responsible for providing all supplies and materials, including consumables, with costs incorporated into unit pricing rather than billed separately; the Government cannot specify consumable quantities but provides personnel assignments by location; and floor waxing or sealing may be required monthly in restrooms per the Performance Work Statement. The six facility locations span Massachusetts with varying square footage (700-4,055 sq. ft.) and assigned personnel ranging from 2-16 custodians: Amherst, Greenfield, Pittsfield, Sturbridge, South Hadley, and West Springfield. Previous questions (1-11) addressed current contractor information, square footage, service frequency, proposal requirements, custodian staffing determination, cleaning hours, site visits, high dusting requirements, and Prevailing Wage Act (SCA) determinations, all referenced in existing solicitation documents.
