About this file

This is Amendment 0001 to solicitation W912WJ25Q0038 issued by the US Army Corps of Engineers New England District for paint removal and recoating work at Buffumville Lake Dam in Charlton, MA. The amendment provides responses to industry questions and revises the Statement of Work.

Key changes include clarifying that "complete" removal of paint on concrete is not required - contractors should remove as much existing coating as possible without damaging the substrate. The amendment details that the gallery, floors, stairs and lower basement currently have 1-2 coats of unknown paint type, confirmed to be lead-free except for metal handrails. Metal items requiring recoating include ceiling/crane access plates, manholes, grab bars, floor grates, staircase pipe railings, and safety treads. For concrete surfaces, a non-film forming breathable silane-siloxane penetrating sealer/hardener is required to be applied in two coats. The solicitation closing date remains March 12, 2025 at 5:00 PM Eastern. This is a small business set-aside under NAICS 238320 with a magnitude between $100,000-$250,000.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUEST FOR INFORMATION

QUESTION 1: The specifications call for complete removal of existing coatings through abrasive blasting, which is achievable, but the word complete could result in more damage of the concrete substrate than required to blast off adherent coatings. Please confirm that the intent is to remove all coatings (adherent and non-adherent) from the concrete substrates.

RESPONSE 1: “Complete” removal of paint on concrete is not a requirement. Interested vendors are directed to the requirements stipulated in the Statement of Work paragraph A.2.a bullet #1, paragraph A.2.b, paragraph A.2.j and k. The intent is to remove as much of the existing coatings as possible. The Technical Point of Contact should be consulted in areas of uncertainty. Any damages to the concrete as a result of paint removal shall be repaired by the Contractor.

QUESTION 2: What is the existing coating system and thickness?

RESPONSE 2: The gallery, floors, stairs, and lower basement are currently painted with approximately one or two coats of paint. The exact paint type is unknown. Visual observation of the existing paint does not indicate it to be thick layer of coating like Tnemec or equivalent.

QUESTION 3: There is not a steel coating system referenced in the 09 97 02 spec section and the only surface preparation is SP-1. Please advise on a steel/ferrous metal coating system.

RESPONSE 3: Salient characteristics for epoxy primer/sealer for steel/metal coating is called out on Specification Section 09 97 02, paragraph 2.1 and all its sub-paragraphs.

QUESTION 4: The summary for 09 97 02 spec section has all included stair railings, stair nosing, floor drain grates and fames, floor covering plate and frames, and related items. Please provide more details and/or quantities of these ferrous steel items as there are no limits or quantities provided in the solicitation.

RESPONSE 4: The metal items are called out in the as-built references TH-1-1304 and TH-1-1306. The metal items included are only within the gallery and lower basement work areas as described in the scope of work. The metal items in the lower basement include: ceiling/crane access plate, 1 manhole, 1 grab bar above manhole, and 1 fall protection anchor. The staircase from the upper level is excluded. The metal items in the gallery include: all ceiling anchors, 4 rectangular floor grates and frames, 2 round drain grates, 4 staircase pipe railings, 1 manhole cover and frame, 1 sump pump cover, 1 sump pump valve, and 31 Wooster cast iron safety treads. All float well pipes and valves, light switches and cover plates, light fixtures, and electrical components are excluded.

QUESTION 5: There was not a specified approved concrete coatings product and only specs for a product, to allow for the most accurate pricing, please approve the attached product for concrete coatings. SW Macropoxy 5000

RESPONSE 5: The intent is for a non-film forming breathable silane-siloxane base concrete penetrating sealer/hardener. The product is a one-part aqueous solution that will be sprayed in multiple coats (2-min). The Government will not approve products during the solicitation phase.

The following have been modified:

STATEMENT OF WORK

SPILLWAY DAM GALLERY PAINT REMOVAL

BUFFUMVILLE LAKE DAM

CHARLTON, MA

STATEMENT OF WORK

REVISED

A. General Description of the Work to be Performed.

1. Location and Background of Project:

The dam at Buffumville Lake lies across the Little River in Charlton, Massachusetts.

The 220 feet long gallery is located inside the dam spillway and runs the entire length of the spillway structure with Control House at its northern end and Entrance Way (aka Entrance House) at its south. The Access Galleries, about 75 feet from each end, are 5 feet wide with barrel shape ceiling 8 feet up from the floor to its peak. The Access Galleries then transition into 9 feet wide by 15 feet high Operating Gallery at the center where three sluice gates are located to serve the conduits below them. Continuous gutters run along the west side of the Access Gallery floors. Runoff from these gutters is collected into a sump pit and mechanically discharged to the downstream side of the spillway wall.

The interior surfaces of the southern end of the Access Gallery are exposed concrete devoid of any coating while the remaining gallery have their interior surfaces (floor, walls, and ceiling) painted.

2. Description of Work: The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under this Scope of Work.

a. In general, the Base Scope of the project is to remove paint from all surfaces of concrete inside the Access and Operating Galleries.

Remove all paintings/coatings down to bare concrete at North Access and Operating Galleries floor, walls and ceilings.

Exception: Operating Gallery wall recess containing Operation panels and controls.

Pressure inject and seal one actively leaking wall crack at South Access Gallery.

Note: Concrete surfaces in South Gallery is currently not painted, thus excluded from paint removal and sealer/hardener work.

After paint removal, clean all previously painted surfaces of dirt, debris, and other deleterious substances, then apply two coats of penetrating sealer/hardener to stabilize and minimize future dusting.

Metal surfaces embedded or part of the affected surfaces may contain a reportable level of lead compound. These surfaces shall receive surface preparation as called out in Technical Specification 09 97 02 then coated with epoxy primer/sealer and overcoat with color matching previously painted colors.

Note: Floor drain grate and frame at South Access Gallery shall also be cleaned and recoated.

b. Optional scope of the project is removal of paint on all concrete surfaces (ceiling, walls and floor) located at the Lower Basement of the Control House (El 500.08).

c. Overall, condition of the painted surfaces varies from fair/good, well adhered to surface, to poor showing various degree of peeling or missing altogether.

d. Surfaces were painted pre-1994. While paint material is unknown at this time, it has been tested and found to be lead free, except on metal handrail showing a reportable level of lead. Proper disposal of lead containing debris shall be exercised. See testing results dated April 2024 in APPENDIX D.

e. Graphical representation of the work area is shown in APPENDIX A.

f. Contractor access and staging area as shown in APPENDIX B.
