RFI AMENDMENT 0010

1. Please confirm work schedule May 4/10s, 5/8s, or 5/10s as required by Contractor.

Gov Response: See Spec Section 01 11 00, Subpart 1.8 WORK SEQUENCE AND SCHEDULING

2. Please confirm the Corps can support a 50-hour work schedule, when required.

3. Please confirm weekend work may occur outside the M-F schedule if planned in advance with the COR (10 days).

4. Please confirm work may NOT occur on the bridge between 1 May and 15 October (a discrepancy exists on pages 3 and 9 of the specifications where 15 October and 31 December are utilized as “blackout windows.”

Gov Response: See Amendment 0002.

5. Please name all agencies requiring coordination for rail and or maritime disruption, Gov Response: See Spec Section 01 11 00, Subpart 1.8.2 Coordination

6. Please confirm or correct the below statements:

a. Bridge may not stand in the “down” position for greater than 30 minutes without prior coordination with the control tower on site and deconfliction with the rail agency at least 14 days in advance.

b. If a bridge is in the down position for greater than 60 minutes, a request must be made 3 months in advance to local, State, and Coast Guard authorities for channel blockage.

c. Confirm 130 ft of bridge clearance is measured from the bottom of the bridge when in its “raised” or “up” position to the top of any equipment below it? The specs mentioned to the bottom of equipment.

Gov Response: Contractor should review Section 01 11 00 Summary of Work and confirm spec requirements.

7. Please confirm the maximum amount of time the bridge can be in down position (with 3-month advance notice)?

Gov Response: See Spec Section 01 11 00, Subpart 1.9 CONSTRUCTION OPERATIONAL RESTRICTIONS

8. Do Contractors need to plan for three disruptions per day as stated in the Specs or will trains be inactive on some days?

Gov Response: See Spec Section 01 11 00, Subpart 1.9 CONSTRUCTION OPERATIONAL

RESTRICTIONS

9. Please confirm we interpreted correctly—all work being performed on the bridge (excluding the tower spires) must cease 60 minutes prior to a train’s arrival (meaning, 45 minutes prior to bridge lowering).

Gov Response: See Spec changes included in this amendment.

10. May we work on the towers if the bridge is moving or if stationary and a train is coming or must we stop work 60 minutes prior to a train passing and only begin after the train has passed and the bridged has returned to its “up” position?

Gov Response: See Spec changes included in this amendment.

11. Please clarify what bridge right away means and when Contractor would be considered to taking or encroaching upon rail right away, e.g. (proximity of materials to tracks; certain actions or work on the bridge that impinges upon right away due to service condition of the bridge’s components, etc.)

Gov Response: Per Spec Section 01 11 00, Subpart 1.8.2, “Should the Contractor utilize any railroad track based equipment, defined as the track, ties, signals or appurtances (not the bridge), or perform work in or encroaching on the railroad right-of-way, access to non US Government owned property will be required. The Contractor shall be solely responsible for coordinating with the railroad companies to determine additional railroad requirements for such work in the right-of-way, and the Contractor shall comply with all of these requirements as a condition of this contract.”

12. When would a condition warrant special insurance, flaggers, worker safety training for imposition of labor forces or materials on rail right away?

Gov Response: Per Spec Section 01 11 00, Subpart 1.8.2, “Should the Contractor utilize any railroad track based equipment, defined as the track, ties, signals or appurtances (not the bridge), or perform work in or encroaching on the railroad right-of-way, access to non US Government owned property will be required. The Contractor shall be solely responsible for coordinating with the railroad companies to determine additional railroad requirements for such work in the right-of-way, and the Contractor shall comply with all of these requirements as a condition of this contract.”

13. Will a separate site safety and Health Officer (SSHO) be required on site per 1.6.1 of Section 01 35 26 or can the Superintendent serve in this role?

18. Does the Quality Control manager both in the field and office have to maintain a certificate of completion from the Construction Quality Management (CQM) for Contractor’s course?

Gov response: Ref Spec Sec 014500-3.4.3: Contractor Quality Control(CQC) System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Contractors course. As such, CQC Manager & Alternate (field staff) requires current CQM certification, but no such requirement for corporate/home office staff.

19. Per the solicitation, it appears the Corps of Eng. will make “deposits” on materials ordered due to lead times and fabrication costs up front—can you confirm this is a correct interpretation and that materials can be billed for? What information/documentation would you need to properly accrue the job and make the payment before material arrives on site?

Gov response: Ref Solicitation Clause 52.232-5 Payments under Fixed-Price Construction Contracts for progress payments.

20. Please confirm workers can utilize the Operator’s northern or southern elevator to access the bridge?

Gov Response: Workers may utilize the tower elevators after completing a brief overview and training on the operation of both elevators that will be given by USACE bridge personnel. Contractor shall have a plan in place in the event of an elevator failure between stops while personnel are using it and the rescue lowering system fails. Use of the elevators is not guaranteed for the entirety of the project, so the contractor shall also have a plan in place in the event the elevators become unusable during the contract and require an extended repair duration.

21. Please confirm capacity of northern and southern elevators and that workers may bring hand tools with them on elevators.

Gov Response: Elevator has a maximum occupancy of 2 personnel. The maximum weight capacity of each elevator is 600 lbs. Hand tools can be transported in the elevator with the workers if the weight capacity is not exceeded. Care should be taken to prevent damage to the interior control station equipment. Any damage determined to be caused by overloading or to the inside of the elevators, by contract workers, shall be the contractor’s responsibility to repair at their own expense.

Gov Response: Please reference clause 52.249-10 Default (Fixed-Price Construction).

Scope Specific:

39. What additional information can you provide regarding the radio antennae and helix cabling at both towers?

Gov Response: There are active VHF communication antennas on each side of the bridge that shall be protected during field work in the spire area of the bridge. The antennas on the north tower are USACE owned and controlled. The contractor can coordinate with USACE to have these units disabled while performing contract work near them. If an existing antennae or cable needs to be moved, the contractor can temporarily move the antennae to complete work.

The antenna and cabling on the south tower is owned and controlled by the railroad. The contractor can coordinate with the railroad to have these units disabled while performing contract work near them. If an existing antennae or cable needs to be moved, the contractor can temporarily move the antennae to complete work.

40. Will the radio antennae need to remain operational while protective measures are put in place to protect their components?

Gov Response: See response to #39.

41. What other specific hazards may your engineering team share with us regarding the radio antennae?

Gov Response: Per Specification Section 01 11 00, Subpart 1.12: “This pre-construction survey shall include still photographs and/or videos in sufficient quantity to fully document the existing condition of all features of the Railroad Bridge within the work area which may be impacted by construction activities, such as steel structure, guide rollers, utilities, and other pertinent features. A written narrative shall be prepared by the Contractor which organizes and summarizes the findings of the pre-construction survey photographs and/or videos. Each item shall be identified as "to remain", "to be removed and reset", "to be removed and replaced", or "to be demolished or discarded". The condition of each item shall also be documented. The written narrative, together with the photographs and/or videos, shall constitute a "Pre-construction Survey Report", which shall be submitted to the Contracting Officer for approval. No on-site work shall be performed until this "Pre-construction Survey Report" has been approved. Damage to items remaining or to be reused caused by the Contractor's operations shall be repaired by the Contractor at no additional expense to the Government.”

43. Can you confirm as-built drawings do not require recertification (re-stamping) by the engineer of record?

Gov Response: Confirmed.

44. Please confirm as built and Record drawings are considered one and the same.

Gov Response: See Spec Section 01 11 00, Subpart 1.18 Record Drawings.

45. Please confirm you will require CAD files for all shop drawings (prelim and issued for construction plus record drawings)

Gov Response: Confirmed.

46. Has a Corps of Engineers assessment been performed for lead paint or asbestos on any bridge components?

Gov Response: In a previous repair contract, all the metalwork of the bridge was abrasive blast cleaned to bare metal and repainted with a paint system free of lead. Gov Response: Refer to specifications for any credential and experience requirements in regard to contractor performing manufacturing, installation, testing, and acceptance of an components or bridge work in general.

51. Please clarify what type of protections will be needed to protect existing conditions?

• Video control cable at north tower

• Counterweight ropes and guides at elevator shafts

• Sheave trunnion and trunnion bearings

• Radio antenna

Gov Response: Contractor shall take the utmost precautions not to damage the Railroad Bridge or take it or any equipment out of service. The contractor should be prepared to provide extra protection for any equipment that could be easily damaged in close proximity to the work areas. If Contractor damages any equipment, anywhere, they will need to repair/replace at their expense.

52. Will Contractor have site access to bridge immediately after award to make field measurements for new equipment and material orders?

Gov Response: Reference the requirement for approval of Preconstruction Submittals. Also, before beginning each activity, task or Definable Feature of Work (DFOW) involving a type of work presenting hazards not experienced in previous project operations, or where a new work crew or subcontractor is to perform the work, the Contractor(s) performing that work activity must prepare an Activity Hazard Analysis (AHA).

Material Specific:

53. Please clarify how bidders are to submit alternate materials pricing with the bid without a technical proposal to clarify why alternate materials were chosen (lead times, cost, etc.).

Gov Response: Contractors are to submit one price with their chosen materials based on the requirements of the solicitation. There shall be no clarifications or exclusions within the contractor’s bid submission or it may be deemed non-responsive.

54. If alternate materials are priced for this bid, how do we obtain approval for pricing those materials without clarifying what we are pricing?

Contractors are to submit one price with their chosen materials based on the requirements of the solicitation. There shall be no clarifications or exclusions within the contractor’s bid submission or it may be deemed non-responsive.

55. Wear plates (north and south piers)

• The wear plates are specified as ASTM A514 but it doesn’t appear that a grade is called out. May we assume that any common readily available grade will be acceptable?

Gov Response: Any grade of ASTM A514 acceptable for the proposed application will be acceptable.

56. Guide Rollers

• Nut “A” (on 185) MK. 187 is specified as A563 Standard Specification for Carbon and Alloy

Steel Nuts. We have not been able to find raw material to manufacture these under this specification. Can an alternate raw material plate or bar specification for this item be provided?

• Items 186, 190, 206 and 210 are specified as castings. Often, castings with these small quantities are not cost effective. May we substitute plate or bar meeting the physical properties of Grade 65-30?

Gov Response: All components shall be provided as specified.

57. In regards to the lower span lock shaft couplings to be replaced, the shop drawings of the existing Hub City bevel gearbox indicates a 1” diameter output shaft. Can you confirm if the ETR gear reducer has a 1” diameter input shaft?

Gov Response: Contractor shall verify all measurements and site conditions prior to starting work.

58. Section 01 11 00 states that the bridge rehab work, with the exception of the spire work, cannot be performed between 01 May and 15 October (presumedly to avoid disruption to summer marine traffic) and also that normal work hours are 7:00am through 5:30pm.

a. Does the lift span need to be operational (all rollers & span locks) at the end of each shift?

Government Response: See Specification Section 01 11 00 SUMMARY OF WORK, Subpart 1.9 Construction Operational Restrictions for more information.

b. Will the railroad use the bridge outside of the workday, requiring any temporary platforms built on the bridge to be outside of the railroad ROW clearance limits?
