PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The work of this project includes replacement of the lower span lock motor/gear drive assembly on the North and South piers, replacement of the North and South pier wear plates to their original thickness and the replacement of the upper and lower southeast guide rollers. The remaining guide rollers shall be assessed and adjusted as required to be within the defined operational tolerances. Completion of each portion of the work shall require immediate testing to confirm acceptable operation before the bridge will be allowed to be placed back into normal service. The steel spires on both towers will be rehabilitated. This includes installing steel plates, bars, and angles, and installing bolted repairs throughout the spires.
The Contractor shall note that scheduling and coordination of this project is critical, as work is not allowed on the bridge, except for work that takes place in the bridge spires, from 01 May through 15 October, inclusive of any year. Work in the bridge spires may be performed at any time of year as long as no obstructions to bridge traffic and operation are necessary. Refer to Subpart 1.8 WORK SEQUENCE AND SCHEDULING and Subpart 1.9 CONSTRUCTION OPERATIONAL RESTRICTIONS for coordination requirements associated with the Railroad Bridge and the Cape Cod Canal.
During this time period when work is not allowed on the bridges, the Contractor shall perform preliminary work, as defined in Subpart 1.1.2 "Preliminary Work".
The work of this project poses significant falling hazards. The Contractor shall implement fall protection measures as specified in this document.
The Contractor is strongly encouraged to visit the project site to ascertain current conditions. Failure to complete a site visit and failure to identify obvious site conditions does not constitute a valid claim for a differing site condition once the work is executed.
1.1.1 Work in Railroad Right-of-Way
It is anticipated that the work will not require the use of rail lines and the Contractor storage and setup will be placed well clear of the railroad track. However, the Contractors on-site employees shall be required to attend a two hour Rail Worker Safety training session at the Cape Cod Canal Field Office as part of the mobilization.
If the Contractors operation constrains rail operations beyond the approved downtime coordinated with and approved by the Contracting Officer, the Contractor is responsible for providing insurance, flaggers, SECTION 01 11 00 Page 3
SUMMARY OF WORK
worker safety training, and identifying all other requirements established by the railroad when working within the railroad right-of-way.
1.1.2 Preliminary Work
A. Verification of all existing conditions with field measurements, shop drawing approval process, ordering of materials, and associated preparation.
B. Procurement of all materials. Several major items will have a significant delivery lead time that will affect the time for the start of field construction. The Contractor shall identify these items and their impacts clearly on their project schedule. The Contractor shall also submit a list of items impacted by significant delivery lead items to the Contracting Officer prior to the start of construction.
C. Once all materials have been received at the bridge site, dismantling and replacement operations can begin. The Contractor shall submit a request in writing to the Contracting Officer if temporary dismantling to field verify is required prior to materials being at the site. Included in that request shall be the Contractor's plan to dismantle and reassemble parts to ensure operation of bridge is not impacted for longer than the time agreed upon by the following: Contracting Officer and the Cape Cod Canal Marine Traffic Controller.
D. Once all materials have been received at the bridge site, dismantling and replacement operations can begin. A mobilization of the storage area and administrative equipment shall begin before the scheduled arrival of all material.
1.1.3 Previous Work by Others
A. Abrasive blast cleaning and painting all the metalwork of the bridge to bare metal and performing miscellaneous structural, mechanical, and electrical rehabilitation work, that did not require a closure of the bridge of more than eight hours at a time. The work also included interior and exterior rehabilitation of the north and south tower machinery and sheave rooms. Windows and doors were replaced in the operator and electrical rooms.
B. The railroad miter joints at each end of the lift span and on both adjacent ends of the tower spans were replaced in a recent emergency repair contract. The limits of this track system repairs are indicated on the plans.
C. The tower spires were rehabilitated with replacement of numerous diagonal members.
D. The Operator/Control House roofing, doors and windows were replaced with new materials.
E. Replacement of the existing elevator and elevator related architectural, structural steel, electrical and mechanical components.

SECTION 01 11 00 Page 11 that the work be brought up to schedule and maintained.
1.9 CONSTRUCTION OPERATIONAL RESTRICTIONS
a. The lift span is normally in the up position. The span is lowered for all Railroad traffic and maintenance work.
b. The Contractor shall accommodate railroad traffic across the Bridge at all times. Railroad traffic will generally occur close to the times shown on the "Train Schedule" listing below. However, deviations from the schedule as listed are expected and can be coordinated to facilitate work. Therefore, daily coordination with the Bridge Operators is required to ensure that the Bridge is operational for the passage of trains.
Typically the Contractor should expect not more than a continuous 8 hour period during the workday in which to perform work without rail or marine traffic, or special written request of the Contracting Officer to extend this period. All work that limits the operation of the Bridge or the passage of trains shall be completed or removed a minimum of 60 minutes prior to train passage. When the 8 hour period is over, or the approved special request for additional time, the Contractor shall be expected to allow the Bridge to move up and down freely and to allow the passage of rail and marine traffic without interference. All Contractor personnel shall be off of the Bridge during the passage of rail traffic.
c. All work shall be scheduled and performed in a manner to ensure that no restriction will be placed on the normal flow of marine navigation, unless special arrangements have been made with the Contracting Officer.
Bridge moves to facilitate work must be requested from, and coordinated with Canal Marine Traffic Control. Marine Traffic will be given priority unless 24 hours advanced notice is provided. The bridge may not remain in the lowered position for more than 30 minutes unless a request has been made 24 hours in advance, or no marine traffic is in the area. These extended down periods will not exceed 1 hour. Special arrangements will be required for continuous periods of work between one (1) to eight (8) hours long with the bridge in the lowered position. The Contractor shall coordinate with the Cape Cod Canal Manager, or designee, and the issuance of a U.S. Coast Guard "Notice to Mariners" three months in advance of when the scheduled work will be required. Special arrangements will also be required for any rigging and scaffolding needed below the span that reduces the vertical clearance under the Bridge. The minimum clearance at mean high water shall be 130 feet to the bottom of all temporary equipment. All reductions in the vertical clearance under the Bridge require coordination with the Canal Manager, or designee, and the issuance of a U.S. Coast Guard "Notice to Mariners" three months in advance of the scheduled work.
d. The Contractor shall ensure that the bridge is properly balanced at all times. All use of tools or equipment that may affect the balance of the span will require the Contractor to furnish and install balance blocks on the Bridge counterweights.
e. Provide key personnel hand-held VHF radios. The radios shall be capable of communicating with the bridge operating personnel when bridge movements are being made. Appoint one person to be sure workers are in a safe position during bridge moves and to communicate, as necessary, with the bridge operators before, during, and after a bridge move. A minimum 30 minute time period is required to clear all personnel to safety before the bridge moves.
SECTION 01 11 00 Page 12
Train Schedule and Required Bridge Movements
Use of the Railroad Bridge and operation of the lift span for the passage of trains will be required during the construction period of this contract. Required time frames for anticipated bridge movements are listed below. These times, and the number of required movements, are subject to change.
Note: A "bridge movement" is defined as the lift span moving from the raised position to the lowered position and then back to the raised position again after the passage of a train. The entire movement process typically requires between 15 and 30 minutes to complete.
A. Monday through Friday, all year:
1 to 2 bridge movements between 0700 and 1100 1 bridge movement between 1630 and 1900
1.9.1 Alterations to Typical Operational Restrictions
A. Railroad: The Contractor shall make a written request to extend the period of time in which railroad activity will be disrupted at least 2 weeks prior to the requested date. The Contractor shall not move ahead with any work that will disrupt railroad traffic without written approval from the Contracting Officer.
B. Marine Traffic: The Contractor shall make a written request to extend the period of time in which Marine Traffic activity will be disrupted by vertical or horizontal clearance restrictions at least 90 days prior to the requested date per Subpart 1.9 CONSTRUCTION OPERATIONAL RESTRICTIONS, Paragraph B, Subpart 1.11.4 "Use of Lift Span", and Subpart 1.11.5 "Contractor Use of Canal Channel". The Contractor shall not move ahead with any work that will disrupt marine traffic without written approval from the Contracting Officer.
