About this file

This amendment modifies a solicitation for the replacement of Gates 2 and 3 at the Ball Mountain Dam. The U.S. Army Corps of Engineers Engineering District New England seeks to replace the existing gates with new stainless steel hydraulic vertical lift gates. The amendment provides responses to contractor questions, amends specifications, and relaxes some engineering requirements. Key changes include clarifying stop log height and material requirements, confirming that stop logs are not needed for hydro gates, and allowing the use of a licensed professional engineer from any state to design stop logs and sign off on plans rather than requiring an engineer licensed specifically in Vermont.

SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0002 RFI'S

1. The new stop logs required for servicing gate number 2, what is the overall height required? Is fiberglass acceptable?

Response: Stop logs must be placed from El. 805.5 to El. 845.5 (40ft total). As stated on S-301, stop logs shall be composite plastic timbers.

2. Are there any stop logs at the site for the hydro turbines?

Response: Stop logs are not required for the hydro gates. When shut, the hydro gates function as stoplogs for gates 1 and 3.

3. Does the government expect all of the hydraulic components to be removed from the site for inspection and serving? (Piston-Stem Assy./Bonnet/ Cylinder and Cylinder Head)

Response: Removal of hydraulic equipment is not prohibited, but also is not required by the contract. Contractor may utilize the means and methods which they see fit.

4. The 3” cast iron pipe repair, which is imbedded in concrete (5ft), how deep does the government anticipate the repair?

Response: As stated in Specifications section 35 15 00, Part 3.1, “For bidding purposes, the Contractor shall assume 4 inches of embedded pipe is deteriorated and in need of replacement.”

5. We have another question concerning the mobile crane required to install the stop logs on Gate No.

What is the radial distance for a mobile crane to reach Gate No. 2 slot from firm ground?

Response: The Gate 2 stop log slot cannot be accessed directly by mobile crane due to overhead obstructions. A portable gantry crane or other lifting method will be required.

6. Spec Section 01 11 00 1.6.4 Design Criteria.

The first sentence says to utilize the existing stem. Is this the intent or is it to be replaced?

Response: This section contained an error. Please see amended language which removes the stem from the list of existing equipment to be utilized.

7. Can the government say how the work for gate 1 is currently being completed without the use of a new bulkhead system? Or, can the government share current site photos and drawings of the bulkhead that the current contractor is using for the bulkhead or system that was used for gate 1 for that work. Also can the government specify why that system is not adequate for gates 2 or 3.

Response: Stop logs are not required for gates 1 and 3 due to the hydro gates. When shut, the hydro gates function as stoplogs for gates 1 and 3.

8. The design criteria for the work specifies for a VT engineer to design a new bulkhead and also for a VT engineer to sign off on certain plans of work.

Question, Can any PE licensed in any state be sufficient as the work is on federal land. This has been acceptable on other federal projects.

Response: The requirement has been relaxed. See amended language.

9. It appears from the site video there may be fall issues with the scope of work. The video showed plates covering from where the lowest elevation elevator point would be to get to the stairwell. At this location it appeared that if the plates are removed there is no access to the stairwell when utilizing the crane. Can the government please confirm if there is adequate safe access when the plates are removed and if the government has handrail that can be utilized when the plates are removed.

Response: The project has removable guardrails which are placed around the openings when covers are removed.

Specifications Section 01 11 00, Part 1.1, Paragraph 6

Original Language:

Gate Removal - In order to remove two gates the contractor will need to disconnect the hydraulic control system and isolate each gate in turn. There is an overhead hoist that may be utilized to lift each gate to the top of the control tower. The operator of the hoist must be a Class 2 licensed operator and the operation is considered a critical lift.

Refer to the 1957 as-builts for details on the hoist and hydraulic system. Note that valves have been added to the hydraulic system such that each gate can be isolated from the other two. The Contractor shall take care to control and contain any hydraulic fluid leakage during this operation. Contractor shall prepare a Gate Removal Work Plan for government review. The plan shall outline the steps and procedures proposed for removing the gates, including stop log procedures as described below. The stop log installation and removal portion of the work plan shall be designed by a licensed professional engineer in the State of Vermont. The stop log system shall be designed for 212 feet of hydraulic head. The Contractor shall properly dispose of existing Gate #2 and #3 after all installation work has been completed. Any remaining paint on the existing gates is lead based and shall be handled and disposed of accordingly.
