SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT U0007
RESPONSES TO RFI QUESTIONS
1. Dwg ET502, Keynote 1, tells us to provide conduit/cable tray between the wall and the existing rack in Bldg 257. How long is that distance?
Response 1: In Building 257, the distance from the exterior wall to the Non-Secure Equipment Room rack is 40 feet +/-. Refer to Sheet CU102 for location of existing building 257 and location of penetrations to the exterior wall.
2. Drawing Detail 3/AE520 Typical Vegetated Roof System Detail, Specification Section 07 54 23
Thermoplastic Polyolefin (TPO) Roofing: The drawing detail illustrates the make-up of the roofing materials and the associated vegetative roof components but does not illustrate items specified in section 07 54 23. Section 07 54 23-2.3 Vapor Retarder calls for a 40-mil self-adhereing sheet as manufacturered by Carlise Syntech Incorporated. Please clarify if this vapor barrier is to be included within Detail 3/AE520.
Response 2: The vapor barrier is to be provided as part of the TPO roof system, including Detail
3/AE520. It is shown in the vegetated roof system detail but not labeled. Do not delete the vapor barrier as part of bid option #3.
3. To what rack/room do the general paging speakers get wired back to? There is no detail or description for this.
Response 3: For the speakers shown on Sheets ET101, ET102, ET103 and ET104, provide cabling and raceways to Comm Room 173. Telephone paging adaptor(s) shall be located in Comm Room 173.
Speakers and Adaptors are specified in Specification Section 275123.
4. The symbol AV in a circle is for audio visual connections. With the exception of those in a conference room or on ET503, where do they go back to?
Response 4: Refer to Sheet ET501, TECHNOLOGY DETAILS for typical AV terminations.
5. Can you go back to the Government and question EXACTLY what is to be in Bid Option Number
1? I suspect there is an error or confusion on someone’s part. The design drawings show it as an integrated system; it doesn’t make sense to separate the IDS and Access Control, as the
Access Control is dependent on the IDS (they share common components in the design); trying to separate the two is inconsistent with the drawings. (Typically, it is the other way around, where the IDS is a must-do and the Access Control & CCTV are optional additions.)
Response 5: Bid Option 1 is for the Systems Furniture and Demountable Partitions. IDS and Access
Control is part of the base bid. The AFE wing is part of the base bid.
6. The current Advantor quote has all the systems as part of the base bid. The spec calls for
Intrusion Detection to be part of Option #1. Advantor is not going to update their quotation until this is resolved.
Response 6: Intrusion Detection is part of the base bid. Wherever shown, delete “(BID OPTION #1)” from the title of Specification Section 281600.
7. The latest response calls for 48-inches deep by 72-inches wide shelf units. Specification [105626] paragraph 2.3, E, 1 calls for 16-foot long carriages / shelving ranges. If the units are going to all be 72-inches wide, the overall length should be a multiple of 72-inches (i.e. 12-feet or 18-feet).
Response 7: Provide 18 foot long carriages. See changes to Specification Section 105626 and Sheets
SB101, SB103 and AE108 listed further below.
8. [Specification Section 105626] Paragraph 2.3, G calls for panels at both ends of the shelving. The purpose of the panels on the front is to shield the chain and sprockets, which connect the 3-spoke, handle to the drive shaft. Other than that, they are only decorative. Should they be used at the end of the shelving facing the wall?
Response 8: Yes, provide panels at both ends.
9. The latest response has [Specification Section 105626] Paragraph 2.5, B, 1 change the stationary units from 48-inches deep to 24-inches deep, which differs from the drawing, and from the specification of all shelves being 48-inches by 72-inches. Should the stationaries be comprised of shelves that are 24-inches deep by 72-inches wide?
Response 9: Yes, provide stationary units comprised of shelves that are 24 inches deep by 72 inches wide. See changes to Specification Section 105626 and Sheet AE108 listed further below.
10. There is an Operable Partition at ARS 134 as shown on AE103, but there does not appear to be a specification. Could one be provided?
Response 10: Provide Modernfold, Inc. Soundmaster 8M manually operated, top supported, accordion door (minimum STC 39) or approved equivalent. Provide factory applied, Class “A” rated material, fabric skin/face; color and pattern to be selected by Contracting Officer from the manufacturer’s full range of standard and custom colors and patterns. Provide die cast zinc hardware with satin chrome finish. Provide #7 steel track suspension system; track and trolley sizes matched to the size of the partition. Install per manufacturer’s written instructions.
11. There does not appear to be a specification for the metal roof at Option #2. Could one be provided?
Response 11: Provide 12 inch wide ATAS International Inc. 1-1/2” Field-Lok standing seam metal panel roof (24 guage metallic coated steel) or approved equivalent. Provide Kynar 500 PVDF finish with thirty (30) year warranty against cracking, peeling, chalking and fading; color to be selected by
Contracting Officer from the manufacturer’s full range of standard and custom colors. Install per manufacturer’s written instructions.
12. I'm reaching out to you because I included an alternate bid for a built-in-place green roof system. Built-in-place systems provide better long-term performance and are considerably less expensive then modules. [Are built-in-place systems an acceptable alternative?]
Response 12: Built-in-place vegetated roof systems are acceptable in lieu of a tray or modular based system provided that the built-in-place system is compatible with non-destructive Electric Field
Vector Mapping (EFVM) roof membrane integrity-testing technology. See changes to Specification
Section 329500 listed further below.
13. [RE: seatwall section 2/L501] I [suggest] sloping the cap and waterproofing the bermed side of the concrete foundation. Would you agree that it may also help to waterproof the brick shelf and foundation on both sides to prevent wicking through the footing up through into the foundation and out through the joints in the veneer?
Response 13: Sheet L501, HARDSCAPE DETAILS, Detail 2: Slope the cast stone wall cap 1/8 inch per foot towards the paved side. Provide waterproofing at buried brick courses and at reinforced concrete foundation wall.
14. [RE: Amendment 5, Response to Item 12] We have reviewed the drawings carefully and cannot see how two of these statements, relating to HVAC, can be correct. The only interfacing with existing Base Wide systems is the BAS which is called out to be either Invesys or Andover/TAC, this system also interfaces with variable refrigerant flow using Lonworks gateway, so we are at a loss to see how either the Solar Panels or Boilers would fall under a Sole Source Specification?
Response 14: There are 53 Lochinvar Knight boilers and 18 Solar Panels Plus installed in the majority of buildings on base. For simplification of maintenance of the boilers performed by in-house personnel and commonality of replacement parts for the boilers and solar tubes the use of these same products in this project is specified.
15. Since the system is non-addressable, the drawings show smoke/heat/sounder bases in the sleeping rooms. Since there is no such device, is it the intention that these devices be a smoke/heat combination unit along with a mini-horn (wall mounted) in each room and that if any device goes into alarm (either pull station, local room detector…) that a general alarm is heard and ALL mini-horns are activated? The flexibility of operation is not like an addressable system so functionality is generally limited to the description here. Please advise.
Response 15: In the sleeping rooms, provide combination smoke/heat detectors with audible devices that match the performance of the sounder bases described in the Specification Section
283176, paragraph 2.9, A, 4. The audible devices may be separate from the smoke/heat detectors.
Combination smoke/heat detectors in the sleeping rooms shall match the performance indicated on the riser diagram on Sheet FA501, Keynotes 2 and 3. In lieu of connecting sleeping room detectors to the same zone as the corridor detectors as shown on Sheet FA501, connect sleeping room detectors to a separate, individual zone of the fire alarm control panel. Provide individual notification appliance circuit(s) for speakers shown in the sleeping rooms (separate from other notification appliances located elsewhere in the building).
16. What is the purpose of the Klaxon Speaker/Strobes if a mass notification system is included already in the building since the mass notification system has the ability to tie into an outside system (interface would need to be specified)?
Response 16: The separate Klaxon speaker/strobes are a requirement of the NHANG.
17. If the Klaxon Speaker/Strobes are required, what kind of device is required specifically? Klaxon is just a general brand name.
Response 17: The Klaxon speaker/strobes requirements are indicated in Specification Section
283176, paragraph 2.17, D.
18. Since these are speaker/strobes, the strobes draw current (requiring some kind of supply) and the speakers require some kind of audio feed (amplifier and input signal) but nothing is specified as to what is required for head end interface equipment. Please clarify so this can properly be bid otherwise these are just signaling devices which still need an interfacing piece of equipment to some central system. These should be specified.
Response 18: The Mass Notification System Control Panel(s) shall have separate notification appliance circuits for the Klaxon speaker/strobes (separate circuits from the “fire” strobes, “alert” strobes, and other fire alarm/mass notification speakers). Notification appliance circuits shall comply with Specification Section 283176, paragraph 2.13, F, 2. The LOCs shall control the Klaxon appliances separately from other appliances, as indicated in Drawing Note 2 on Sheet FA501.
