RESPONSES TO RFI QUESTIONS
1. Spec section 283176 1.4 System description A. Scope states “complete zoned fire alarm and mass notification system” and drawing FA501 shows a conventional zoned system. Is an addressable fire alarm and Mass Notification System acceptable?
Response 1: Provide a zoned system as indicated in the drawings and specifications.
A. If so, drawing FA501 note 12 states “Provide six (6) spare zones”. Will 6 spare addresses be an acceptable substitute?
Response 1, A: Provide six (6) spare zones.
B. If not, please provide a model/make of a UL listed conventional zoned FACP with mass notification?
Response 1, B: It is not necessary for the fire alarm control panel to be the same panel as the mass notification panel (they can be two separate panels). The fire alarm control panel(s) and mass notification panel(s) shall be connected together to form a complete, operational fire alarm and mass notification system.
2. Section 102220 Para 2.12 A. 3- Circuit 3hot/3 neutral/1 ground/1 isolated ground electrical system called out for systems furniture. Is 4 hot/2 neutral/2 ground acceptable?
Response 2: Yes, 4 hot/2 neutral /2 ground rated at 20 amps; (8) 12-gauge copper wires, is acceptable. The neutral and ground conductors shall not be shared between 2 circuits fed from the same whip.
3. Section 102219 Para 2.4 A. Describes FSC wood requirements. Is FSC wood required for all veneer on Demountable partitions where veneer is used?
Response 3: Yes, FSC wood and veneer is required.
4. Section 102219 Para 2.2 I. 3. Describes Extrusion of sliding door frames to be rectilinear. Should all demountable wall trim be rectilinear or is curvilinear acceptable as well?
Response 4: Extrusion of sliding door frames shall be manufacturer’s standard to match adjacent profiles. See change to Specification Section 102219 listed further below. Wall trim shall be manufacturer’s standard (rectilinear or curvilinear).
5. IF601 drawing Workstations General Notes says panel/frame shall have open base (exposed foot) with a utility beltline below the worksurface. Does this mean all panels/frames shall have exposed foot and not have closed kick plates with power at base and anywhere power is need in panels it will be located immediately below the worksurface?
Response 5: Yes, see Specification Section 102220 paragraph 2.3, D.
6. IF601 Workstation Finish & Material Schedule A Frameless Screen/Fin calls out for Frosted Glass. In the Workstations General Notes: 3. immediately below if calls out for the glass screen to be translucent. Should the screens be clear or frosted/opaque?
Response 6: Screens should be frosted glass, per schedule. On sheet IF601, Schedules & Details, Workstations General Note 3, change “TRANSLUCENT” to “AS NOTED IN WORKSTATIONS FINISH
AND MATERIAL SCHEDULE”.
7. (Question separated into subsections for clarity by A/E)
A. There seems to be some contradiction relative to flashing in SS042113. Para 3.9 B 4&5 reference ribbed sheets while the other references seem to be to smooth sheets? Which is required? Within those paragraphs, there is also a reference to an interlocking hemmed edge system and also a reference to flexible flashing short of the veneer face and adhering to the drip edge. What system is to be used?
Response 7, A: Provide stainless steel smooth sheets. Delete references to ribbed sheet and flexible flashing from specification. See changes to Specification Section 042113 listed further below.
B. At the cavity side of the corbelled bricks, they are shown flush with the standard brick courses. Wall sections on 1/AE301 and 2&3/AE302 show some type of brick in-fill while details on AE604 show a custom size brick? Does this space need to be in-filled on the cavity side of the brick? If so what is the method that is to be used?
Response 7, B: Delete the infill and custom sized brick. Provide mortar behind the corbelled brick
(a regular sized brick) to provide a drainage plane even to the courses above and below.
C. What is the specific color and texture of the permeable pavers, seating wall cap and the mortar for the seat wall as color has a cost impact?
Response 7, C: Per the specifications, provide the following:
Permeable Pavers: Per Specification Section 321443, 2.1, C, 4: “Color: As selected by
Contracting Officer from manufacturer's range of colors with a Solar Reflectance Index (SRI) of at least 29.
Seating Wall Cap: Per Specification Section 047200, 2.2, I: “Color and Texture: Provide units with fine-grained texture and warm gray color resembling building face brick (Brick 2) with
Indiana limestone texture.” Mortar is to match building brick veneer mortar. Note: Wall cap sample should be submitted with or after Brick 2 sample submittal.
8. Re Steel finish: the exterior canopies SF 403 and pavilion framing SF106 look to be galvanized on struc drawings and spec, but arch drawings AE522 and AE109 indicate to be painted. Please clarify
Response 8: Exterior exposed galvanized steel is to be painted. Apply per manufacturer’s written instruction. Submit Product data for each type of product. Include preparation requirements and application instructions. Examine substrates and conditions, with Applicator present, for conditions affecting performance of the Work. Verify suitability of substrates, including surface conditions.
Proceed with coating application only after unsatisfactory conditions have been corrected. Remove grease and oil residue from galvanized sheet metal by mechanical methods to produce clean, lightly etched surfaces that promote adhesion of subsequently applied paints. Paint using a latex system consisting of the following:
1. Prime Coat: Primer, galvanized metal, as recommended in writing by topcoat manufacturer for exterior use on galvanized-metal substrates with topcoat indicated.
2. Intermediate Coat: Latex, exterior, matching topcoat
3. Topcoat: Latex, exterior, low sheen (Gloss Level 3-4), MPI #15.

2. Monitor Strikes are referenced in sub-paragraph 2.32.C, but are not listed in hardware groups. Confirm none are required.
Response 9, H, d, 2: No monitor strikes are required. Delete Section 087100, paragraph 2.32, C.
3. Door Position Switches are referenced in sub-paragraph 2.32.D, but are not indicated in hardware groups or on the door schedule. Should they be provided for all of the exterior doors? Please confirm.
Response 9, H, d, 3: Provide door position switch at Door A116.
J. Masterkey System: Paragraph 2.17 identified that the existing base keying system is "Best".
There are, however, other manufactures that can provide permanent cylinder cores master-keyed into an existing "Best" system, provided that we know what "Keyway" and “Bitting System" is being used.
a. Please advise the "Keyway": A, B, C, D, E, F, etc.
b. Please advise the "Bitting System"; Standard, A4 etc.
Response 9, J, a and b: Per the specifications, provide “Best Access System” which is the existing base keying system. Contact Best for information regarding Keyway and Bitting
System.
10. Lobby 102: Please identify pattern showing where the aluminum tile goes.
Response 10: See 1/AE641 and response to question 22, B below.
11. Room 127: Please clarify the location for broadloom carpet. Is there carpet under the seats or just on the stairs, aisles, and front floor space?
Response 11: Carpet is to be provided throughout the room (except at raised platform) including under the seats. See 2/AE402.
12. The spec [Section 105626] in 2.5.B.3 calls out for 48" widths on the shelving. Since this is an industrial application, wouldn't the use of Industrial Wide Span, possibly using 2-72" wide versus 3-
48” wide to make up the 12 length per carriage, be more end-user friendly? This would eliminate the extra limitation (obstruction) of the added uprights.
Response 12: Provide 48-inches deep by 72-Inches wide shelf units with no closed backs or dividers. Each shelf is to have a capacity of 500 pounds. See changes to Specification Section
105626 listed further below.
13. The spec [Section 105626] in 2.5.B.5 calls out for a 24" depth shelf. Since the carriages are drawn as
48" depth, this would seem to mean that the 24" depth will be placed back to back on the 48" carriage. With the application being totally industrial, with bulk storage, is there a need for 24" depth shelving, versus using a full 48" depth thru shelf?
Response 13: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
14. The spec [Section 105626] in 2.5.B.6 calls out for adjustable dividers on 30% of the shelving, with five dividers per shelf. Since this is industrial storage, were adjustable dividers needed in this system?
Response 14: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
15. The spec [Section 105626] in 2.5.E called out for Closed Backs. With the need for thru shelving storage capability, where would these closed backs be needed?
Response 15: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
16. The spec [Section 105626] in 2.5 F calls out for Center Dividers. These are typically needed of the shelves are to be 24/24 back to back and controlled separation is needed between the shelves.
Should these be provided since end users seem to prefer all thru shelving capabilities?
Response 16: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
17. The spec [Section 105626] in 2.5.H.1 calls out for a minimum of 3/4 high shelf supports. Will this meet the end users need for minimum load tolerances? I recall there were applications in the dept.
where possible loads of 400 Lbs. per shelf were expected.
Response 17: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
18. The drawing shows one of the Stationary Platforms located nearest the exit door. It also shows three small cabinets with doors backed up against this Stationary Platform. Is this where the Closed
Backs were needed, on one the platform side butting up against the three cabinets?
Response 18: Both end units can remain stationary. Closed backs are not required.
19. Mobile Storage Shelving Questions (Section 105626, 2.5):
A. Shelf total discrepancy: In Paragraph 105626, 2.5, B, subsection 6a and 6b, it states there are a total of (224) shelves. If there are (5) 24"D x 48"W shelves per section, (8) 48"W sections per carriage, and (7) double-faced ranges, I come up with (280) shelves, not including canopy tops. Is this correct?
Response 19, A: Provide maximum number of shelves per unit to comply with the specifications. See changes to Specification Section 105626 listed further below.
B. Adjustable partitions: Also, it calls for adjustable dividers at 30 percent of the shelves. If there are (280) total shelves (not including canopy tops), than dividers are required at (84) shelves.
On each of the (80) shelves, it seems to be calling for (5) dividers per shelf, for a total of (400) dividers. Is this correct?
Response 19, B: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
C. Closed backs: Each carriage is 48" deep, comprised of back-to-back shelving ranges that are
24" deep. Paragraph E seems to call for closed backs, which could be interpreted to mean the
(2) 24" deep shelving ranges should be divided by full height closed backs. In essence, this would make each 24" deep x 48" wide shelving unit a closed cabinet. Is this correct?
Response 19, C: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or dividers. Each shelf is to have a capacity of 500 pounds. See changes to Specification
Section 105626 listed further below.
D. Stationary shelving range near wall: It appears that one of the stationary shelving units is adjacent to a wall on one side of its full length. If there are closed backs, or center dividers for adjustable partitions / dividers, on this stationary shelving range, it would restrict access to the side of the unit closest to the wall. Should this unit be mobile, instead of stationary?
Response 19, D: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or dividers. Each shelf is to have a capacity of 500 pounds. See changes to Specification
Section 105626 listed further below.
E. Center dividers: For the adjustable partitions to function, slotted center dividers are needed.
So, for the 30 percent of shelves that have adjustable dividers, the center dividers are necessary. Are the center dividers required for the other 70% of the shelves?
Response 19, E: Provide 48-inches deep by 72-inches wide shelf units with no closed backs or
105626 listed further below.
20. Please provide a mechanical schedule for Unit Heaters.
Response 20: Unit heater schedule can be found on Sheet M704, SCHEDULES AND CONTROL
SEQUENCES.
21. Please reference Drawings M-108 and P-108. Please clarify the reference to Bid Option No.1 piping indicated on these drawings.
Response 21: There is no sheet M-108 as part of the drawing set. There are no references to Bid
Option No.1 on sheet P-108.
22. Re: Floor Covering
A. Where is the cork being used?
Response 22, A: Cork is to be provided on the south wall of the OG Conference Room (Room
219). See Room Finish Schedule on AE640 and detail 14/AE743.
B. Is there a pattern for the AlumaFloor and what sizes are being used?
Response 22, B: See detail 1/AE641. Design intent is to use manufacturer’s standard sizes.
For example, the northern most east-west running stripe that is shown to be 2 inches to 6 inches wide would be made from a series of AlumaFloor’s standard 24-inch by 48-inch tiles combined with their standard 6-inch by 24-inch tiles in the pattern shown. The two triangular sections to the east and west of the circular piece may be split as necessary in order to utilize manufacturer’s standard tile sizes.
23. The Furniture CAD Drawings provided in Addendum #2 are missing xref drawings and can not be reproduced with out the missing xref drawings. Can the furniture drawings provided in addendum
#2 be provided in PDF?
Response 23: The drawings will be re-posted in both corrected .dwg and .pdf format.
24. Will the Owner be performing any testing of construction materials or are these all the responsibility of the General Contractor to hire an independent testing company?
Response 24: The General Contractor is responsible for testing as required by the specifications.
The Government reserves the right to perform testing as it feels is required outside the specifications.
25. Can the project Superintendent also act as any of the other required personnel listed in the specifications such as the Safety Officer or LEED coordinator or should General Contractors include the cost for separate personnel for each position mentioned?
Response25: See Section 014510, Contractor Quality Control, paragraph 3.2 for limitations regarding personnel roles (Example: per 3.2, C, 4, Project Superintendent may not also be the CQC manager). Project Superintendant may also be the Safety Officer and/or LEED coordinator if they are (per Section 018113.13, Sustainable Design Requirements - LEED for New Construction and
Major Renovations, paragraph 1.13, B) “an experienced LEED-Accredited Professional. LEED coordinator may also serve as waste management coordinator.
26. Is the Fall Protection Equipment at the roof to be included in the base bid or does it just apply to bid option #3?
Response 26: Fall protection equipment at the roof applies to bid option #3 and should not be included in the base bid.
27. The Fall Protection specifications do not specify how many users the system is to be designed for to use at one time. Please clarify
Response 27: Design the system to support two (2) workers at any one time.
28. Reference 1/AE108: At the Loading Dock there is a section 4/AE302 shown. This section is not shown on AE302. Please provide.
Response 28: The correct section is 3/AE302.
29. Reference Part II General Conditions Item 12 Utilities and Services. Line A.4 states the utility rates will be stated at the pre-solicitation meeting. Were these rates for utilities ever released? Also please verify that the General Contractor is responsible to include in their bids any and all cost of utilities (water, electricity, etc…) required for the project. The wording in this section is a bit confusing when referring to reimbursement.
Response 29: See Amendment 1, posted Mar 22, 2011, “Amendment U0001 Specifications” section, item 3, for clarifications to the reimbursement procedure. The Government will bill the contractor $.12/KWH for electricity. Water rates will be set by the City of Portsmouth. Natural Gas rates will set by the gas utility company.
30. Is any of the exposed Structural Steel such as the pieces shown at the bridge or at any of the windows to be considered Architecturally Exposed Structural Steel and require any special shop preparation or finishes?
Response 30: Exposed structural steel shall be shop primed for painting in the field. Grind exposed welds smooth. Remove erection bolts, etc. and plug weld holes.
31. Reference Drawing C001 Note 9: Has the Asbestos Containing Pipe Insulation mentioned in this note been quantified and is there a report available? It does not seem to be mentioned in the report all ready provided in the Division 2 specifications.
Response 31: See Amendment 1, posted Mar 22, 2011, “Drawings” section, item 2, b for revisions to the note.
32. Is a temporary construction fence around the project perimeter required?
Response 32: See 1/CD101 for location of required temporary Foreign Object Damage (FOD) fence.
Specification Section Part II - General Conditions, Section 23, provides further direction.
33. Most specification sections are calling for mock ups of their respective items. Are in place Mock
Ups that can become part of the completed work acceptable or does the Owner want all Mock Ups to be performed separately and placed in a particular area on the site?
Response 33: Unless otherwise specified, mockups are to be performed separately, located on-site where directed by the Contracting Officer. Where possible, mockups of separate building systems shall be combined.
34. Reference 3/SF105: It appears that this is a mezzanine area above rooms A105, 106, 107, 108 and
113. There’s no reference to this mezzanine on the Architectural drawings and there is also no access shown for this area. Please clarify.
Response 34: Structural details are correct as shown. Access to this space shall not be provided as part of this contract.
35. Please clarify the extent of the Wire Mesh Partition at Room 108. It appears that a floor to deck wire mesh partition is required along the south wall of room A109. The wall turns north towards room A108 and continues above the mezzanine deck and appears to terminate near Column Line E-
3. Is this correct?
Response 35: Provide a wire mesh partition at the south and west walls of room 109. To the south of the column at E-3, the wire mesh partition is to go from the floor slab to the deck structure above. To the north of the column at E-3, the wire mesh partition is to go from the slab above room A108 to the deck structure above. See 4/AE203 and 5/AE203.
36. Detail 6/AE502 states Bid Option 1. What in this detail is part of Bid Option 1 which is the
Demountable Partitions and System Furniture?
Response 36: Delete “- BID OPTION #1” from the title of detail 6/AE502. Detail 6/AE502 is part of base bid work.
