QUESTIONS AND ANSWERS PERTAINING TO SOLICITATION
W912SV-14-R-0001
Dated 25 June 2014
Q1: Solicitation 1 was issued on 4/2/14 including plans, specifications and Exhibits A-H. On 4/3/14
Amendment 1 was issued indicating some clarifications to the solicitation. Subsequently Amendment 2 was issued on 4/4/14 but the document that is offered is entitled RTI Amendment 1 and appears to be the same document that was posted on 4/3/14. Additionally, there is a Solicitation 2 which is dated 4/2/14 which offers, what appears to be, the same Solicitation and Exhibits that were posed on 4/2/14 named RTI Solicitation.
Can you please confirm that Solicitation 1 dated 4/2/14 and Amendment 1 dated 4/3/14 are the correct documents that are current for this project and that Amendment 2 and Solicitation 2 both dated 4/4/14 are just copies of the originally posted documents?
A1: Solicitation 1 dated 4/2/14 and Amendment 1 dated 4/3/14 are the same documents as Solicitation 2 dated
4/4/14 and Amendment 2 dated 4/4/14. The 4/4/14 copies were posted because the original documents were inadvertently posted as restricted. Please note that the plans and specifications are to remain restricted, please refer to the solicitation for information on obtaining them.
Q2. I am trying to access the export controlled packages with my assigned MPIN but it is not working.
A2: According to the U.S./Canada Joint Certification Program (JCP) office, once a company is certified with the
JCP office (typically 7 to 12 business days), the company should contact FedBizzOpps (FBO) to have them add their
JCP number to their FBO account. Companies must ensure that they are registered and login as a Vendor in FBO.
When the Vendor click’s to open an export controlled package/document they should be asked for their MPIN.
After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP registration and MPIN are valid and up-to-date. If problems persist, the Vendor may call the FBO helpdesk at 866-606-8220, select option 2 for FBO issues and ask for troubleshooting assistance. You can check if your MPIN is valid and/or up-to-date at http://www.logisticsinformationservice.dla.mil/jcp/Search.aspx by either entering your Certification Number, Partial Company Name and State, Cage Code or Partial Organization
Name.
Q3. Can the project superintendent also perform the duties of the SSHO?
A3: No the superintendent cannot perform the duties of the SSHO for this project
Q4. The Solicitation for the above referenced project contains an Exhibit “H”, however there is no mention of this exhibit within the Solicitation/Instructions to Bidders. Should this exhibit be submitted as part of
Volume 1 or Volume 2 of the proposal?
A4: Please see Amendment 3 dated 4/22/14. Additionally, see Section 00120, Paragraph 3.3 of the solicitation.
Exhibit “H” should be submitted in Volume 1 along with the Price Proposal.
Q5. Will this bid need a supplier (concrete, gravel, stone, loam, mulch, etc.) or will it be for a site contractor or a general contractor?
A5. As it is specified in the solicitation, this will be a single award, fixed price construction contract (i.e.-1 (one)
General Contractor).
http://www.logisticsinformationservice.dla.mil/jcp/Search.aspx
Q6. Will you consider extending the bid due date by three (3) weeks because the JCP has indicated that they are currently experiencing a three (3) week delay in addition to the normal waiting period in issuing MPIN?
A6. The Government will not currently consider extending the bid due date because of JCP delays. The original synopsis, posted to FBO on March 5, 2014, indicated specifically, “(Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY).”
Q7. Bid Option 0002 states, ”Provide and install wood wall panels in rooms 101, and portion of rooms 122, 123, & 125, in the Educational Building as indicated by details on the drawings labeled Bid Option 2”. The only drawing for this bid option is A406b-E. This drawing includes Lobby 101 only.
A7. There is no wood paneling required in Corridor 122. There are small portions of wood paneling that “wrap” the corners of Lobby 101 and extend slightly into the adjacent Corridors 123 and 125. Please refer to elevation

Q25. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, in the Performance
Requirements there is no mention of Blast Resistance requirements as is noted in Spec Sections 084113, 084413 & 085113. Thus I wanted to inquire if the skylights must meet any blast requirements per UFC 4-010-
02. If so it would be appreciated if the explosive weight and standoff distances can be provided.
A25. Per UFC 4-010-01, since the new facility has been designed to meet the required AT/FP standoff distances to a controlled perimeter, the translucent fiberglass panels do not need to meet the requirements of Section B-3.1, Standard 10 Windows and Skylights. Therefore they do not need to be designed to meet blast requirements.
Q26. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, in the Performance
Requirements there is no mention of Windborne Debris Impact Resistance Performance as is noted in Spec
Sections 084113, 084413 & 085113. The project location is within a Windborne Debris region due to the 120
MPH wind speed. The skylights are above 30’-0” where our standard product would meet the required small missile impact requirements according to ASTM E1996. I would like clarification however if this building requires “Enhanced Protection as an (Essential Facility)” and we would then have to meet the Missile Impact
‘D’ requirements of ASTM E1996. I am unsure if this Regional Training Institute would be considered an essential facility with critical national defense functions.
A26. The impact resistance requirements have been added to revised Specification Section 084523 provided as part of this response (Addendum 1). Please refer to section 2.03 Part G.5. This facility does not require “Enhanced
Protection as an (Essential Facility)”.
Q27. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.01, A notes that the basis of design is based on Kalwall 4” panel system. This is in conflict with 2.03, B where a panel thickness of
2¾” is specified.
A27. Please refer to revised Specification Section 084523 provided as part of this response (Addendum 1), that identifies BOD panel thickness as 2-3/4” thick.
Q28. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.01, A, 4 notes a
Interior Face Sheet Flame Spread Index of not more than 25, which is a Class A interior finish. Please advise if a Class B interior finish is acceptable since the building is sprinklered.
A28. Yes, Class B interior finish is acceptable. Please refer to revised Specification Section 084523 provided as part of this response (Addendum 1).
Q29. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.01, G, 1 has a face sheet thickness of 0.060, whereas standard exterior face sheet thickness is 0.070. The 0.060 thickness would be used if we need to provide a Hi-Impact exterior face sheet in order to meet Missile ‘D’ requirements of
Windborne Debris Region per note 2 above.
A29. Thickness of exterior face sheet has been modified to 0.070. Please refer to revised Specification Section
084523 provided as part of this response (Addendum 1).
Q30. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.01, G, 2 has a face sheet color of Crystal. The face sheet color will be White if we need to provide a Hi-Impact exterior face sheet in order to meet Missile ‘D’ requirements of Windborne Debris Region per note 2 above.
A30. Since we are not required to provide a Hi-Impact exterior face sheet, the sheet color shall remain Crystal.
Q31. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.01, H, 1 has a face sheet thickness of 0.060, whereas standard interior face sheet thickness is 0.045.
A31. Thickness of interior face sheet has been modified to 0.045. Please refer to revised Specification Section
084523 provided as part of this response (Addendum 1).
Q32. In Specification Section 084523 – Fiberglass Sandwich Panel Assemblies, Part 2, 2.05, C has specified a
Clear Anodic Finish for the aluminum, whereas our corrosion resistant finish meets the requirements of
AAMA 2604 and could be provided with savings to the project. Please advise if this will be an acceptable finish.
A32. This finish change is acceptable. Please refer to revised Specification Section 084523 provided as part of this response (Addendum 1).
Q33. Drawing C100 specifies a number of utility lines to be abandoned or removed, what is the depth of these lines?
A33. The depths of the utility lines vary from 36”-72”.
The location and depth of the structures and underground utilities depicted on the site plans have been obtained from existing records and field surveys. There is no guarantee either expressed or implied that the locations, size and type of material of existing underground utilities indicated are representative of those to be encountered during construction. With that caveat the site plans assume the following depths for the following utilities:
1. Water lines are below frost line (50” inches below existing grade).
2. Electrical and comm utilities are assumed to be 2’-6” below existing grades.
3. Sanitary Force Main is assumed to be between 4’ to 8’ below existing grades.
4. Steam lines are assumed to be 2’-6” below existing grades.
Q34. What is the size of the steel steam lines to be abandoned or removed?
A34. The steam line ranges from 1 ½” to 5”
Existing records drawings suggest the existing Hot Water Distribution System (Steam Lines) is comprised of four steel conduits ranging from 3” to 1 1/2” encapsulated in either a tile conduit, prefabricated conduit or molded concrete conduit. The size of the size and type of encapsulating conduit is unknown.
Q35. Drawing C100 specifies a number of RCP lines as STM to be either abandoned or removed. Does STM on Drawing C100 mean storm drain whereby on Drawing C102 STM indicates a steam line?
A35. STM lines indicate a steam line. Storm drain lines are depicted as double hidden lines with text identifying the size and type of line.
Q36. Drawing C100 indicates a steam line to abandon in place at the location of the proposed Billets Facility.
The line runs off the page, what is the length of the line?
A36. The line continues in a southerly direction approximately 230 feet and terminates in an existing steam manhole structure.
Q37. Is there any subsurface soil data available?
A37. Yes, refer to Geotechnical Engineering Report dated November 2011, provided as part of this response
(Addendum 2).
Q38. What is the thickness of the existing paved area?

Installation of Support Anchors - Walls: Install continuous support strips horizontally, screw attached to each stud. Locate strip 6 inches down from top of insulation, and approximately 4 feet on center down length of insulated stud cavities. Where insulation is not a continuous piece, provide additional strips to support short sections of insulation that are not held in place by upper support anchors.
1. Project punched arrow tabs and impale insulation onto supports.
Q41. The schedule software, is it cost loaded? What software is required? Please advise.
A41. Preferred schedule software is Microsoft Project, however it is not mandatory. A cost loaded schedule is not required.
Q42. Is there a minimum and maximum staffing requirement from the government? What personnel are required?
A42. See Answers to Questions 44, 45 and 46.
Q43. I noticed in the “Original Synopsis” dated 5 Mar, 14 that there was a Bid Option No.5: Provide and install all A/V equipment and wiring as required in the Construction Drawings to provide a complete A/V system in Auditorium 113, Classroom 114 and Multi-Purpose Room 112. The change on 28 March 14 list 4 bid options and no mention of the AV option. Have you taken Bid Option No 5 out?
A43. Yes, Bid Option No. 5 was deleted from the solicitation.
Q44. Specification Section 013526 paragraph 1.04.A.1.a states “….Provide a Safety oversight team that includes a minimum of(1) person at each project site to function as the Site Safety and Health Officer….” For purposes of this solicitation, is the government considering each building site (education building and billeting facility) to be a separate site? In which case, a minimum (2) two SSHO’s would be required for the project?
A44. One SSHO is acceptable for the overall project provided that the project safety support staff is adequate to provide coverage on both sites.
Q45. Specification Section 01 40 00 paragraph 1.09.C.2 states “The contractor shall provide as part of the
CQC organization, as a minimum, specialized personnel in the areas of electrical, mechanical, civil, architectural and structural….” If the CQC Manager has the experience requirements to act as CQC for one or more of the specialized areas described can he/she do so or does each specialized area need to be a separate individual?
A45. A CQC Manager with experience in more than one specialized area is acceptable provided that the required personnel qualifications are submitted and approved by the Contracting Officer. Reference Specification Section
014000 for qualification requirements.
Q46. Specification Section 01 50 00 paragraph 2.2.B states “Common-Use Field Office: Of sufficient size to accommodate needs of Owner, Engineer and construction personnel office activities and to accommodate
Project meetings specified in other Division 1 sections……” Please indicate the number of government and government representative staff that will be present on-site requiring use of the common-use field office so it can be sized and equipped appropriately.
A46. Government attendance at on-site Progress Meetings will range from 3 – 8 personnel.
Q47. The solicitation dated April 2, 2014 does not request for a bid bond to be included with the Construct
RTI project proposal. Please confirm that a bid bond is not required.
A47. A bid bond is not required.
Q48. On sheet, E-002 of the Educational Building, It states that the Intrusion Detection Notes are not applicable for this project. On sheet E-103 and E-303 in room 115, it shows an Intrusion Detection System
Panel and a Ceiling Mounted Infrared Motion Detector (Intrusion Detection). Please confirm that the note on Sheet E-002 stating that it is not applicable for this project is incorrect.
A48. The note in question on Sheet E-002 is incorrect. Intrusion Detection Notes on E-002 are applicable to the project. Please refer to revised Drawing E-002 provided as part of this response (Addendum 2).
Q49. The site drawings have a number of original grade contour lines that appear to be labeled incorrectly.
Will the Government be issuing corrected existing contour plans?
A 49. After review of the drawings it appears all of the original grade contours are correct. It should be pointed out that the contours along the Turpentine Road Cartway and the parking lot appear to connect to the contours on the landscape side of the curb. This may be being misinterpreted as a contour suddenly changing elevation by 0.5 feet.
These contours do not connect and in fact run along the curb and connect to the correct contours uphill along the curb. The existing curb creates a fault line along the face of curb due to the curb being 6” high. Therefore no correction or issuance of updated plans is required. If what is described above does not represent the contractors question please provide us with a sketch showing the discrepancy.
Q50. As per Demo SheetC100, Note #9 on Demo of existing steam lines, can you please clarify what part of the steam line has AC? Is it the insulation around the carrier pipe or the coating on the outside of the conduit pipe?
A50. Existing record drawings of the steam lines suggest 4 steel conduits between 1 ½” and 3” in diameter encapsulated in either tile conduit, prefabricated conduit or molded concrete conduit. AC is indicated within the internal space of the tile conduit and in between and outside of the steel conduits.
The following 3 questions pertain to Building B

Q59. Detail 4/S500-E, will be supplied and install by other. Please confirm.
A59. This shall be supplied and installed by the Contractor.
Q60. Wall types P3, and P4 are being called out to go full height from floor to deck on the partition types drawing. When you go to a building section such as A301B, they’re showing these same bathrooms walls only going up to 6” above ceiling. Please clarify which method is correct! (Mostly in the BILETS Building but it does also show the same situation in the EDU Building)
A60. For Billets the partition types P3 and P4 do not need to go full height to deck. Please refer to revised drawings
A102-E, A501-E, A507-E, A501-B (Addendum 3) for clarification on partition types for both buildings.
Q61. Specifications call out for a Suspended Drywall Grid System Ceiling @ Bathroom locations and
Building Sections on A301B are calling for a stud framed Ceiling.
A61. There is no requirement for a stud framed ceiling. Ceilings should be suspended drywall in the bathrooms.
Q62. In regards to the material for suspended ceilings, the finish schedule calls for a Dune tegular edge but does not call out for a specific suspension either 9/16 or 15/16 and the 9/16 is more money. The specification included in addenda calls for a ¾ thick tile but the Dune is 5/8. If we could clear up with a product number for the Dune tile that would resolve the suspension issue and clarify the tile itself.
A62. Please provide 15/16” suspension system. Use Dune Tegular 1774 by Armstrong as the basis-of-design panel.
Q63. Has the bid date been moved for the RTI at Camp Edwards?
A63. Yes, as addressed in Amendment 4, the proposal due date was extended from 19 May 2014 at 1300 hrs (1:00 p.m. EST) to 27 June 2014 at 1300 hrs (1:00 p.m. EST).
Q64. Please clarify the intent of the wiring and control of fixtures. Drawing E001-E switch symbol states a standard line control switch as shown on drawings E201-E and E202-E. The wiring as shown on drawings
E201-E and E202-E indicates switch legs and wiring as though they are standard line voltage switches.
Drawing E201-E has a typical note 4 stating low voltage switches, if this is the case why is wiring shown as line voltage switching? Drawing E202-E does not have a note indicating low voltage switching, is this drawing line voltage switching? Drawing E801-E lighting control drawing, this drawing shows low voltage switches for rooms 112, 113 and 114, is the intent only to have these rooms controlled by low voltage switching? Rooms
112, 113 and 114 also indicate dimming on drawing E201-E but lighting control drawing E801-E indicate a 5 button scene controller which will not provide dimming. Also there is no specification for a low voltage lighting control system. Please clarify the intent of controls.
A64: Yes, only Rooms 112, 113 and 114 are to be controlled by low voltage switching and the lighting control panel because of the dimming and multi-scene requirements. The exterior lighting shall be connected to the panel as well so that it can be controlled by a photosensor and/or time clock from the panel. The rest of the facility shall be line voltage switching with occupancy sensors (where required) as shown in the rooms. Yes, the switches in 112, 113 and 114 should have a multi-scene and raise/lower dimming capabilities. The requirements of the system are detailed in E-801 and in reference to the Lutron model numbers. All lighting fixtures shall be equipped with ballasts that are compatible with the lighting control systems and provided with dimming capabilities where shown.
