MEMORANDUM FOR RECORD
SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION
W912R1-19-B-5002, MUNITION LOAD CREW AND TRAINING FACILITY
25 JULY 2019/0930/1100/90 Minutes
1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following Government representatives attended the subject meeting:

2. The following items were discussed during the Pre-proposal Conference:
a. The Contract period is 545 days. This includes all work to include cleanup and punch list. We anticipate award of the contract in mid-September. Following receipt and approval of bonds we will hold a pre-construction conference and issue NTP.
b. Interested offerors must be registered in SAM. To register go to:
https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register.
3. A power point slide presentation on the project specifics and the selection process was provided to all attendees. (Attached).
4. Questions must be submitted in writing via email, especially technical question to to ng.dc.dcarng.mbx.pc-requirement-request@mail.mil. DO NOT CONTACT the Designing Engineers or the Government Engineers. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the FBO (www.fbo.gov) website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answeres, amendments etc. will be issued or posted at www.fbo.gov. Reminder, All questions or concerns will be submitted five working days prior to proposal due date (07 August 2019).
5. Attendees walked or drove to the project site where they walked the footprint of the project and took pictures.
6. Question: Will there be a separate gate or entrance for the project? The main gate entrance to the base will be the Pearl Harbor gate and there is a separate gate to the flightline to the project. Four people will be required to get a special badge as escorts to be used to enter the separate gate to the flightline. These four individuals can escort up to 7 people. More information will be provided to awardee at pre-construction meeting.

7. Question: Will there be water available? Water and Electric will be made available at no cost.
8. Any amendments that are issued will be posted to the webtsite. Contractors were advised to check the website frequently.
9. The pre-proposal conference and site visit concluded at 1100 hours.
