About this file
This document summarizes an amendment to a solicitation for design and construction services. The U.S. Army Corps of Engineers is seeking proposals to design and construct a high-voltage substation at Detroit Arsenal in Michigan. The amendment extends the response deadline from May 14th to May 21st and replaces the price breakout schedule in its entirety. The new schedule includes pricing requirements for primary facilities, supporting facilities, fire alarm systems, and four options related to additional switches, sheltered switchgear, distribution loop conductors, and telecommunications ductbank. Offerors must provide pricing for all line items. The opportunity is a two-phase design-build procurement that will evaluate technical qualifications, past performance, price, and small business participation to select the winning firm.

NOTES FOR PRICE BREAKOUT SCHEDULE
1. The company name should be indicated on the face of the Price Breakout Schedule to preclude being misplaced.
2. Offerors must insert a price on all numbered items (including options) of the Price Breakout Schedule. Failure to do so may result in the offer being unacceptable.
3. Description of Proposal Items - The general outline of the principal features of each item as listed below does not in any way limit the responsibility of the offeror for making a thorough investigation of the drawings and the specifications to determine the scope of work including each item of the Price Breakout Schedule.
DESCRIPTION OF BASE PROPOSAL ITEMS
a) Item No. 0001 – “Primary Facilities – Construct a high-voltage Substation. Work includes the substation, transformers, primary and secondary-voltage switchgear with associated distribution loop, underground cable vault and cabling and all associated duct banks with cabling. Work also includes a lower-voltage substation, transformers, switchgear, duct banks and cabling. Equipment will be sized and compatible with existing electrical infrastructure.
b) Item No. 0002 – “Supporting facilities” – Work includes reconfiguring existing underground utilities, site development and improvements, paving, parking, walkways, fencing, storm drainage, information systems, and communications. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
c) Item 0003 - “Simplex Grinnell Fire Alarm System”. Fixed price payable by the awarded contractor for the base standardized fire protection/monitoring system.
DESCRIPTION OF OPTION PROPOSAL ITEMS
a) Item No. 0004 – “Option 1 – Add Sectionalizing Switch” includes addition to the distribution to the 13.2kV loop for a future load or building. Providing a unit price for the additional sectionalizing switch as an option gives an upfront cost to an additional switch, versus non-competitive pricing during final design and construction. This option may be exercised up to 365 calendar days after NTP.
b) Item No. 0005 – “Option 2 - Change to Sheltered Aisle Switchgear.” The base proposal includes non-sheltered aisle switchgear. This option would be for a Sheltered Aisle Switchgear that allows for maintenance and operation of the switchgear that is out of weather elements. This option must be awarded at time of award.
c) Item No. 0006 – “Option 3 – Increase 13.2 kV Distribution Loop Conductors” is to provide the remaining
13.2kV feeders for all the circuits in the distribution loop. This option is at the discretion of DTA DPW to include additional 13.2 kV distribution loop; however, per DTA DPW, it is believed the base proposal provides a complete and usable facility. This option may be exercised up to 180 calendar days after NTP.
d) Item No. 0007 – “Option 4 – Install Telecommunications Ductbank for Future Microgrid System” is to provide additional duct bank routing in the same trench as the underground ductbank for the new substation and power distribution circuits. The additional ductbank routing will have a pull wire only, no dark fiber. The dark fiber will be installed during a future project for a microgrid system. This option may be exercised up to 30 calendar days after NTP.
