About this file

This file is an amendment to a Request for Quote (RFQ) containing Requests for Information (RFIs) and official answers clarifying solicitation requirements for a waste removal services contract.

The solicitation, W912PQ26QA027, is issued by the New York Army National Guard for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for non-hazardous and hazardous waste disposal services. This is a brand new solicitation with a 100% small business set-aside, single award structure, and five-year performance period from 8 September 2026 through 7 September 2031, with a maximum contract value of $950,000. The pricing structure is firm fixed price on a per-container basis rather than per-pound, with no built-in escalation clause; any price increase requests require submission to the contracting office with supporting justification documentation. The amendment clarifies that estimated labor quantities are measured hourly, while equipment and materials are measured per pickup event (each). Historical task order data indicates approximately 25 pickups per calendar year, with task orders potentially encompassing single or multiple generators across different regions based on operational need and available funding. Offerors must submit signed page one of the amendment with their quote, along with NYSDEC-issued Waste Transporter Permits for prime and subcontractors, and last four years of safety records. The quote deadline is 31 August 2026 at 9:00 AM.
