1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform various FMS-5 facility upgrades, as defined in this

PWS.

1.1.1 Objectives: FMS-5 at the Syracuse Enclave on the Hancock Field Air Base requires replacement of the vehicle exhaust system so that each of the five exhaust lines are individually piped to the exterior. Provide new exterior doors, frames, and hardware to all exterior single and double doors. Provide underground conduit to the man gate from the maintenance shop. Replace concrete apron in front of the supply room so that water pitches away from the building.

1.2 Background: FMS-5 is an NY Army National Guard (NYARNG) facility in the Syracuse Enclave on the Hancock Field Air Base.

1.3 Period of Performance (PoP): The Period of Performance shall be 1 Year from award date.

The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:

3.1 Property: Not Applicable

3.2 Materials: Not Applicable

3.3 Equipment: Not Applicable

3.4 Services: Not Applicable

3.5 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.

3.6 Trash Removal: The Contractor is responsible for removal of all trash, waste, or other packaging material from the site and installation. The Contractor will NOT utilize the installation dumpsters or other trash or waste receptacles.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

4.1.1 Testing: Contractor to provide final CFM testing of vehicle exhaust system at the intake nozzle. Utilize an anemometer to measure the exhaust ventilation airflow velocity.

The required reading needs to be over 900 CFM. The recommended procedure is to take velocity readings at multiple points across the nozzle opening. Average these readings to calculate the average face velocity and then multiply by the area of the nozzle opening.

4.2 Warranties:

4.2.1 Door Closers: Ten-year minimum manufacturer’s warranty for door closers.

4.2.2 Locksets: Three-year minimum manufacturer’s warranty for locksets.

5.0 Requirements: The contractor shall:

5.1. Contractor is responsible to verify field measurements and device counts prior to quote submission.

5.2. Remove four double steel exterior doors and frames from existing locations as identified on document “Field Maintenance Shop #5 Provide Various Improvements.PDF”.

5.3. Replace four double steel exterior doors and frames to include new door closers and panic bar hardware.

5.4. Remove six single steel exterior doors and frames as identified on document “Field Maintenance Shop #5 Provide Various Improvements.PDF

5.5. Replace five single steel exterior doors and frames to include new door closers and panic bar hardware. The four bay doors have a wire inlayed transom window and a transom window above the door that is a part of the frame. Two of the doors do not have any transom windows (see attached document for floor plan and photo descriptions).

5.6. Provide at the eastern main entrance a single steel exterior door and frame that accepts magnetic lock hardware. (Magnetic lock and wiring to be completed by facility) Provide new door closers and panic hardware. Lock to be same as other doors. Frame has an overhead transom window and a side transom window.

5.7. Key all locks the same. Best Lock is brand used by the facility. Provide six keys to the government representative (COR).

5.8. Door closers: Door closers shall be a hold open style and sized appropriately for the doors they are installed on. Grade 2 or 3 for heavy use. Closer arms are to be non-handed and of forged steel. Provide all-weather fluid to eliminate seasonal adjustment of closer speed. Provide powder coated closer body, arm, and adapter plate.

5.9. Panic bar hardware: Panic bar hardware shall be ADA compliant and non-handed.

Panic hardware shall be a touch-bar style. Do not use cross-bar style. Exterior levers and interior panic hardware to be installed 3 feet 2 inches from finished floor or as by current international building and fire codes.

5.10. Steel door frames: Minimum 16 gage steel with integral exposed flange not less than 1 inch wide around the perimeter and anchorage for concrete/masonry as adjustable metal masonry anchors. Frame supports to be galvanized and compatible with steel door frames complying with ASTM A 153, Class B. Anchors, bolts, and other fasteners to galvanized and comply with ASTM A 153, Class C or D as applicable.

5.11. Steel doors: Flush type and minimum 14 gage steel with concealed type set to open a minimum of 135 degrees with finish to match existing.

5.12. For all doors, provide a means to stop rain runoff from leaking into the building over the threshold. Current issue is that water leaks into the building via the doorway threshold. This solution cannot cause a tripping hazard.

5.13. Excavate the concrete and a portion of the asphalt in front of the supply room doors.

Compact subbase and pour new apron (concrete or asphalt) so that water is pitched away from the building. The issue is that currently water is pitched towards the door and water leaks into the supply room. Confirm with the COR and Facility Superintendent that there are no utilities under the slab.

5.14. Excavate from the building to the man gate at the eastern fence line, either near the mechanical room or install conduit through the building to the Eastern face and then excavate from there to the man gate at the eastern fence line. Lay two 1-inch conduit (conduit to be of material rated for buried in the ground) in the trench.

Provide pull lines in the conduit and stub up with a cap 12 inches at the man gate at the fence line.

5.15. Remove the current Vehicle Exhaust System. Any Unistrut and threaded rods not being repurposed will be removed. Remove all wiring and replace with new wiring that supports the three phase, three horsepower blower motors.

5.16. Provide new vehicle exhaust system (basis of design is Fume-A-Vent with MIL spec materials) that has five independent lines run from current window exhaust point via a fabricated manifold with five holes cut out. Provide an exterior exhaust hood to over the five exhaust ports. Try to reduce as many elbows as possible with straight line runs and angling to hose reels in the direction the fan motor will blow. Each of the five lines will have a spring actuated hose reel, with 30 feet (field verify length needed) of hose to reach from hose reel to the floor, with a stainless-steel nozzle with clamp, and a 3HP/3PH motor attached to the hose reel. The lines will be 8 inch in diameter or the recommended diameter by the manufacturer to achieve over 900 CFM at the nozzle. Wire new control panels at chest height in each work bay.

Breaker boxes are located in the mechanical room. Re-configure the breaker boxes as needed to support a three-phase system for the blower motors at each of the five work bays.

5.17. Conduct a test at each hose nozzle to validate the CFM rating. National Guard

Bureau Industrial Hygiene survey technician utilizes an ALNOR VELOMETER AVM410 anemometer. The instrument is positioned at multiple points across the face of the local exhaust opening (intake nozzle). The velocities are then recorded and averaged to provide a calculated velocity measurement by the anemometer.

The volume of exhausted air is calculated by multiplying the average face velocity by the area of the opening. This is a method approved by the National Guard Bureau Industrial Hygiene department. Other methods are acceptable if approved by the American Conference of Governmental Industrial Hygienists (ACGIH).

5.18. Contractor will replace any defective components or material in workmanship.

5.19. Contractor will replace any damage to equipment prior to acceptance to include in-transit delivery and damage during installation.

5.20. Contractor is responsible for maintaining cleanliness of the work area each day.

This includes but not limited to any debris created from drilling, removals, demolition, or installation of equipment.

5.21. All debris from delivery, unpacking, and installation will be disposed of by the

Contractor and disposed of offsite.
