Is there an incumbent for this solicitation and if so what is the contract number and award amount?
The incumbent is Chatelier Consultant Group LLC under contract W912PM24P0007. The total award amount was $287,974.00.

3 Is the site visit still on schedule after the recent hurricane? Yes.
4 Can I have more than one subcontractor?
Yes, however as a prime contractor you are responsible for the contract performance and your subcontractors.
5 Does the government have a sign uplist for the site visit?
Please RSVP to benjamin.t.rickman@usace.army.mil so we may have an idea of how many contractors will be attending the site visit.
6 Is PPE required for the site visit? Standard field attire is recommended, but no PPE is required.
7 How many workers did the last incumbent have off and on peak season? This varied throughout the contract.
How would you like your proposal submitted?
Each offeror must submit both a PRICE QUOTE and a TECHNICAL PROPOSAL via EMAIL to benjamin.t.rickman@usace.army.mil and troy.d.small@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of proposals. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
9 Is registration required for the 4 October site visit?
Not required, however please RSVP to benjamin.t.rickman@usace.army.mil so we may have an idea of how many contractors will be attending the site visit.
Are there any videos or pictures available of the property that we can reference before the site visit? There are no photos or videos available.
Are there any maps of each park and or building?
There are maps available of each park available on site at the Visitor Assistance Center, however no building plans are available at this time.
12 What are some difficulties you faced with the previous contract? There have historically been staffing chalanges at this location.

14 What improvements would you like the new contractor to have? None at this time.
The previous contract only lasted for one year. What was the reason for a change in the duration of this procurement?
Philpott Lake, transitioned from a contract covering mowing, janitorial, and maintenance to an in-house approach with a single-year contract for janitorial services. The timeline of one year was set for numerous administrative issues on the government side primarily to deal with schedule.
Can the contactors park there cleaning vehicles on corps property?
We do not provide a designated area to park. Currently contactor parks in a non-used old contractor parking lot. Next contractor will be allowed same. Corps is not responsible for contractor property.
17 Who is responsible for the toilet paper dispensers? This is the contractors responsibility.
18 Is the contractor cleaning the areas under construction in the powerhouse? Not until the Generator rehab is complete.

I tried calling the number given on sam.gov to ask, but if my subcontractor will be late to the site visit, is there any way that they will still be able to view the property either today or a later date?
You may view the site when it is open to the public, but no other site visits will be scheduled.
It is advised to call ahead to visitor assistance center to confirm site hours and any other relevant updates.
Is the scope of work for this upcoming contract the same as the scope of work for the current contract, or have there been revisions.
There have been revisions to the scope of work from the previous contract.
21 Is there an estimated value available for this effort? There is not an estimated value available for this effort.
Did the incumbent complete the entire contract? If not, how many years did the incumbent complete?
The incumbent is on schedule to complete the entire contract.
23 Can you provide the dispenser count, type & model from each facility? This information is not available at this time.
Does government have a park area specific AHA for use, or is company used/developed AHA acceptable?
A company used/developed AHA is acceptable.
Contractor to provide emergency communication capability (cell phone, two-way radio or acceptable means). Is area cell phone service sufficient enough to support emergency communication? If cell service is appropriate which carrier provides the best coverage?
Yes, cell phones do work around the lake. AT&T, US Cellular, and Verizon all have good coverage.
Is exterior building elevation ASBUILT for Visitor Center and Powerhouse available for review?

1.7 “Commencement of Work” states contractor shall obtain all maps and instructions from government necessary to accomplish the work. Can the government provide maps prior to or at site visit?
There are maps available of each park available on site at the Visitor Assistance Center.
28 Is there enough site storage for daily/weekly/monthly consumables at all sites?
There is enough site storage for all consumables located on each side of the lake at Goose Point and Salthouse.
1.17 States contractor shall provide the government with a list of cleaning compounds used with SDS. Will government provide a copy of previously provided list of cleaning compounds/SDS?

31 What types of dispensers, toilet/soap/paper towels are used? Currently the contractor uses Cintas as their provider for the dispensers.

34 Are there any special events going on during the year? Phillpott has special events that occur throughout the year.
Can the vaults be pressure washed from the inside? Or will that cause damage to the interior? For example, is there drywall, non-treated wood, insulation inside, etc. Or is it a metal structure that can be completely sprayed/pressure washed from the inside with no risk of damage?
The vaults are constructed out of concrete, however due to the dispensers inside the vaults, other components, and the small space, pressure washing the structure would not be advisable.
