PERFORMANCE WORK STATEMENT

CLEANING SERVICES

PHILPOTT LAKE, BASSETT, VA

1. General

1.1 Scope of Work: It is the intent of the following technical provisions to procure cleaning services for the

Government facilities at the Philpott Lake Project. These facilities include one (1) Visitor Center, eight

(8) public recreation areas, and the Philpott Powerhouse. Services in public recreation areas will include cleaning in and around public sanitary facilities, emptying waste receptacles in parks, and policing for loose trash and waste. Services in the Visitor Center and Philpott Powerhouse will include waste removal, policing for waste around the facility, and general cleaning of floors, walls, fixtures, equipment, restrooms, offices, common areas, etc.

1.2 Project Information: Philpott Lake is a nearly 3,000-acre reservoir located near Bassett, Virginia on the

Smith River in Henry, Patrick, and Franklin Counties and includes an additional 6,400 acres of park, operations, and natural resource management lands owned by the US Army Corps of Engineers. The project provides flood damage reduction, hydropower, recreation, and natural resource management.

Philpott Lake receives approximately 350,000 visitors annually to its public recreation areas.

1.3 Service Areas: The service areas at Philpott Lake for this contract include the following locations and facilities:

A. Visitor Center – 1058 Philpott Dam Road, Basset, VA 24055

B. Philpott Powerhouse – 810 Dam Spillway Rd., Bassett, VA 24055

C. Philpott Park – 1058 Philpott Dam Rd. Bassett, VA 24055. Day use park. Facilities include – picnic area, picnic shelter, overlook, boat ramp, 1 restroom, 1 vault toilet.

D. Bowens Creek Park – 605 Bowens Creek Rd., Bassett, VA 24055. Day use park. Facilities include

– picnic area, 4 mini picnic shelters, playground, swim beach, boat ramp, 1 restroom, 1 vault toilet.

E. Goose Point Park – 4780 Goose Point Rd., Bassett, VA 24055. Campground and day use park.

Facilities include – 62 campsites, picnic shelter, playground, swim beach, boat ramp, 2 washhouses, 1 restroom.

F. Ryans Branch Park – 786 Fairy Stone Park Rd., Ferrum, VA 24088. Day use park. Facilities include – picnic area, boat ramp, 1 vault toilet.

G. Horseshoe Point Park – 3950 Horseshoe Point Rd., Henry, VA 24102. Campground and day use park. Facilities include – 49 campsites, picnic area, picnic shelter, playground, 2 swim beaches, boat ramp, 2 washhouses, 1 portable toilet.

H. Twin Ridge Park – 1052 Twin Ridge Marina Rd., Henry, VA 24102. Day use park. Facilities include – Picnic area, picnic shelter, boat ramp, 2 vault toilets.

I. Salthouse Branch Park – 620 Salthouse Branch Rd., Henry, VA 24102. Campground and day use park. Facilities include 89 campsites, picnic area, picnic shelter, playground, 2 swim beaches, 2 boat ramps, 3 washhouses, 1 restroom, 1 vault toilet.

J. Franklin County Tailrace Park – 2500 Riverbrook Rd., Henry, VA 24102. Day use park. Fishing and trail access, 1 restroom

1.4 Period of Performance:

Base Year: 06 November 2024 through 05 November 2025

Option Year 1: 06 November 2025 through 05 November 2026

Option Year 2: 06 November 2026 through 05 November 2027

Option Year 3: 06 November 2027 through 05 November 2028

Option Year 4: 06 November 2028 through 05 November 2029

1.5 Definitions: As used throughout this description/specification, the following terms will have the meaning set forth below:

A. Clean: Free of dirt, impurities, or extraneous matter. The act of removing all dirt, impurities, or extraneous matter, without damage, injury, or impairment to that which is being cleaned.

B. Contractor: The “Contractor” is the individual who has gained the responsibility from the

Government for performing the duties governed by the specification of this contract. The term

Contractor may refer to the prime Contractor, subcontractors, and all Contractor employees and personnel. The prime Contractor shall be responsible for ensuring all subcontractors comply with the provisions of this contract.

C. Contractor Representative: Individual(s) selected to represent the interests of the Contractor with regards to all matters and activities involving this contract. The individual shall be able to speak and understand English fluently.

D. Contracting Officer (KO): The individual executing this contract on behalf of the Government who has the authority to enter, administer, and/or terminate contracts for the Government, and make related determinations and findings. The term includes authorized representatives of the

Contracting Officer acting within the limits of their authority.

E. Contracting Officer Representative (COR): An individual designated in writing as the authorized representative of the Contracting Officer responsible for inspecting the Contractor’s work, notifying the Contractor of deficiencies observed, and directing appropriate action to correct deficiencies.

F. Disinfect: To clean free from infection by destroying disease germs or other harmful microorganisms, by using chemical agents.

G. Inspector: An individual designated by the COR to perform Quality Assurance for the

Government.

H. Policing: The picking up of waste, trash, debris, drift, ashes, garbage, and disposing of the same in accordance with contract specifications.

I. Quality Assurance: The action used by the Government to ensure the Contractor’s quality control is functioning and effective and that the Contractor is providing services which are in accordance with the contract.

J. Quality Control: The action taken by the Contractor to document, inspect, and control performance services to ensure that they meet the specifications and requirements of this contract.

K. Receptacles: Cans, drums, bins, or similar containers used to contain trash, debris, drift, ashes, garbage, waste, etc. for disposal.

L. Recreation Season: This term refers to the period of 1 April thru 31 October when most recreation facilities are open to the public and when most of the cleaning services are required.

M. Restroom: Portable toilet, vault toilet, structure, or facility, that may include sinks, toilets, and/or urinals, to provide for the comfort and personal hygiene of persons using the facilities. A restroom, when referring to a vault or portable toilets, includes a single unit, and when referring to waterborne facilities includes both the men’s and women’s facilities.

N. Washhouse: A waterborne restroom with shower facilities.

O. Waste: A variety of unsalvageable materials that may also be identified as trash, garbage, rubbish, etc., including but not limited to metal, glass, rags, cans, bottles, paper, wrappings, containers, cartons, food and cooking waste materials, animal waste, unclaimed items of little or no value, etc.

1.6 Safety:

A. General: All equipment used and work performed shall be in accordance all applicable OSHA standards and the safety requirements set forth in the U.S. Army Corps of Engineers Manual EM

385-1-1, entitled Safety and Health Requirements Manual (March 2024 edition) which is available for download at:

1. All contractor operations shall comply with this manual and all other applicable federal and state laws. Corps inspectors have the authority to stop work due to safety violations.

2. No person shall be required or instructed to work in surroundings or under conditions that are unsafe to his or her health.

3. Any equipment or materials found not to comply with the requirements of EM 385-1-1 shall be removed from Government property immediately.

4. Contractors with non-English speaking workers shall have a person fluent in the language(s) spoken as well as English to interpret and translate as needed.

B. Activity Hazard Analysis (AHA): Prior to commencement of work, the Contractor shall submit for acceptance, an Activity Hazard Analysis (AHA) for all work associated with the contract. Work shall not commence without an accepted AHA. The AHA will serve as the Accident Prevention

Plan for this work.

C. Safety and Health Officer (SHO): The Contractor shall have a designated Safety and Health

Officer (SHO). The SHO shall have three years of experience in managing safety for cleaning services.

D. Accident Notification and Reporting: Employees are responsible for reporting all work-related injuries or illnesses, and property damage as soon as possible to their employer or immediate supervisor. Employers and immediate supervisors shall report all work-related injuries or illnesses, and property damage to the Contracting Officer within 4 hours. All work-related accidents will be investigated to determine cause. An accident that results in a fatal injury, permanent partial or permanent total disability shall be immediately reported to the Contracting

Officer. Forms used for accident reporting and documentation shall be provided to the Contractor by the Government.

E. Exposure Hours: The Contractor shall submit by the fifth of each month a report of the hours worked the previous month. The Government will provide a template for the form used in submitting monthly exposure hours. See attachment 3.

F. Emergency Preparedness: Employees working alone shall be provided an effective means of emergency communications. This may be by cellular phone, two-way radio, or other acceptable means. The selected means of communications must be readily available and must be in working condition.

G. Safety Data Sheets (SDS: When any hazardous substance is used or stored on the Project site, Safety Data Sheets (SDS) for the substances shall be available at the Project (the cleaning supply closet at the Visitor Center is recommended as a site to keep the SDS). SDS shall be available for review by the Government upon request. All employees using, storing, or disposing of hazardous substances shall receive training in the information contained in the SDS for the substance and any general safety and health instruction required to understand the information. When the eyes or body of any person may be exposed to corrosives, strong irritants, or toxic chemicals, suitable means for quick drenching or flushing of the eyes and body shall be provided.

H. Personal Protective Equipment:

1. Minimum Requirements: Employees shall wear clothing suitable for the weather and tasks.

Minimum dress shall be short sleeve shirt, long pants (excessively long or baggy pants are prohibited), and sturdy shoes with adequate tread (sandals or open toed shoes are prohibited).

2. Eye and Face Protection: Any eye and face protection equipment shall meet the requirements of ANSI Z87.1 and bear a legible and permanent “Z87” logo to indicate compliance with the standard. Eye and face protection shall be the splash guard type.

3. Gloves: Persons involved in activities that subject the hands to cuts, abrasions, punctures, burns, and chemical irritants shall select and use gloves appropriate for the hazard. Gloves shall conform to ANSI 105.

1.7 Commencement of Work: The Contractor or a Contractor Representative shall attend a pre-work meeting at the Project office prior to commencement of work. The Contractor shall obtain all maps and instructions from the Government necessary to accomplish the work. The Contractor shall become familiar with the nature and location of the work by inspecting the site and noting the local conditions, security, safety, equipment, and facilities required for the work, and all other factors which may affect the work or costs to perform the work. Any failure by the Contractor to review all available information concerning these conditions will not relieve him from the responsibility for estimating the difficulty or cost of successfully performing the work. It shall be the responsibility of the Contractor to describe the contract requirements to subordinate employees and subcontractors.

1.8 Work Calendar: While cleaning service are required year-round, seasonal recreational trends require different levels of services throughout the year, as outlined in Attachment 2. The following terms refer to the various levels of services required in each month for billing purposes.

A. Peak Months: The months of May thru September are peak months of the recreation season and are when all recreation areas are open to the public and require regular scheduled cleanings.

B. Off-Peak Months: The months of November thru March are off-peak months and are when most recreation facilities are closed and do not require regular scheduled cleanings. The only facilities scheduled for regular cleanings during this time are the Visitor Center and Philpott Powerhouse.

C. Transition Months: The months of April and October are transition months of the recreation season. During these months some recreation facilities are open, requiring scheduled cleanings, and some are closed, not requiring scheduled cleanings.

1.9 Contractor Work Schedule: The Contractor shall provide an adequate number of fully qualified personnel and supplies to perform the work specified herein in accordance with an approved work schedule. Cleaning services in the recreation areas shall not be performed before 6:00 a.m. or after 10 p.m. Cleaning times for public facilities shall remain consistent each day (i.e., a restroom cleaned in the morning one day, should be cleaned in the morning each other day of the week). If two cleanings are scheduled in a single day at a facility (such as on holiday weekends), one cleaning shall be performed in the morning and the other performed late afternoon or in the evening, and they shall take place at least 6 hours apart.

Regular scheduled cleanings in the Visitor Center shall be performed between 6:00 a.m. and 10:00 p.m.

on days scheduled, except for loud or disruptive work, which shall take place outside the normal office hours of 8:00 a.m. to 4:30 p.m.

Powerhouse cleanings shall be performed Monday – Thursday between the 7:00 a.m. and 5:00 p.m.

Before work on this contract commences the Contractor shall submit a work schedule to the COR. The schedule shall include all days and hours that contractor employees will be working onsite, days and hours scheduled for cleaning the Visitor Center, and days and hours scheduled for cleaning the

Powerhouse. Any changes to the schedule shall be submitted to the COR for approval at least one week prior to commencement.

1.10 Holiday Work: Work will be required as scheduled on all Federal holidays from April 1 thru October

31. No services will be required on Federal holidays from November 1 thru March 31.

Federal holidays are as follows:

New Year's Day - 1st day of January

Martin Luther King's Birthday - 3rd Monday of January

Washington’s Birthday – 3rd Monday of February

Memorial Day – Last Monday of May

Juneteenth – June 19th

Independence Day – July 4th

Labor Day - 1st Monday of September

Columbus Day – 2nd Monday of October

Veteran’s Day – 11th day of November

Thanksgiving – 4th Thursday of November

Christmas Day – December 25th

1.11 Work Schedule: The work on this contract commences the Contractor shall submit a work schedule to the COR. The schedule shall include all days and hours that contractor employees will be working onsite, days and hours scheduled for cleaning the Visitor Center, and days and hours scheduled for cleaning the

Powerhouse. Any changes to the schedule shall be submitted to the COR for approval at least one week prior to commencement.

1.12 Other Contracts: Other Contractors and Corps of Engineers employees may be near the Contractor’s designated area of work. The Contractor shall cooperate fully with all Contractors in the area and shall not impede the work of others in any way.

1.13 Employee Identification: Contractor employees must be always identifiable as such. Contractor employees are not required to wear standardized uniforms, but the Contractor may choose to provide uniforms. The Contractor shall furnish their employees with either identification badges or standardized uniform shirts that include a company patch or professionally printed company identification within 30 days after notice of award of the contract. Any employee hired 30 days after award of the Contract shall wear the required identification (badge or uniform shirt) within 14 calendar days of the date of hire.

Contractor employee dress shall not resemble any U.S. Army Corps of Engineers uniforms and shall be appropriate for the job being performed. Contractor employees and subcontractors shall always wear uniforms or identification badges while performing work under this contract. Exceptions may be granted by the COR for short term workers or special circumstances specified by the COR. Stained, faded, or soiled clothing shall not be worn. Clothing shall be appropriate for the job being performed and neat in appearance while employees are on duty.

1.14 Contractor Employee Conduct, Qualifications, and Competency: Contractor employees shall conduct themselves in a proper manner. Since most of the work will be performed in the presence of the public, the conduct of all employees is critical and will be closely monitored. Use of controlled substances or consumption of alcoholic beverages by Contractor employees while on duty is strictly prohibited.

Smoking is prohibited in all Government buildings and within 50 feet of all entrances to Government buildings.

Only properly trained and qualified employees shall be used in the performance of any work under this contract. Only drivers with a valid state driver’s license will be permitted to operate vehicles on

Government property. All employees shall be subject to any Government or other regulations that are applicable during the time spent on Government Property.

The Contractor expressly agrees to remove from the site any individual whose continued employment is deemed by the COR to be contrary to the public interest or inconsistent with the best interests of the U.S.

Army Corps of Engineers and will not use such individuals to perform duties or services under this contract.

The COR may require the Contractor to immediately remove from the work site any employee of the

Contractor who is incompetent, who endangers persons or property, or whose physical or mental condition is such that it would impair the employee’s ability to satisfactorily perform the work.

Notification to the Contractor will be made in person or by telephone promptly and will be confirmed in writing as soon as possible. No such removal, however, will reduce the Contractor’s obligation to perform all work required under this contract, and immediate replacement shall be made as required.

1.15 Damage to Property: The Contractor shall be responsible for any damage to Government or private property, facilities, structures, or landscape features occurring because of Contractor operation. The

Contractor shall be required to satisfactorily rectify notices of damage from the public and to protect the

Government from claims resulting from damage caused by his activities and make immediate notification to the COR concerning said damage or injury to any person. In instances where Contractor employees damage Government property and/or equipment, verbal notification shall be made by the next workday.

A full written report of the incident and extent of such damage shall be submitted to the COR within 2 workdays (less weekends and holidays).

1.16 Government Property, Equipment, and Supplies:

A. General: The Contractor is required to provide all supplies, equipment, and materials in the completion of this contract. Government supplies and materials may be stored in the same locations that Contactor supplies and materials are kept, but the Contractor may not use government supplies and materials unless prior permission from the COR is received. The

Contractor owned supplies and materials shall be properly separated and identified to distinguish them from any Government property stored in the same area.

B. Government Furnished Facilities: The Government will furnish storage areas for the Contractor’s use in performing work under this contract. These areas are supply/janitorial closets and pipe chases located in all the waterborne facilities. The Contractor shall maintain work areas to the same, or higher standards, as similar areas occupied by the Government, and shall assume responsibility for safekeeping of facilities provided. The Contractor shall be held responsible for the cost of any repairs caused by negligence on the part of the Contractor or Contractor employees. Modifications or changes shall not be made to any facilities without prior written approval of the COR. All Government furnished facilities shall be used only for the performance of work specified herein.

C. Utilities: Where available, the Government will furnish utilities(i.e. water and electricity) to perform the specified work. The Contractor shall make a dedicated effort to conserve utilities and shall comply with all Government performance of work specified in this contract.

D. Control: The Contractor shall cooperate with government personnel in safeguarding government property. The Contractor shall provide controls to ensure government property is used only for the purposes outlined in the contract. The Contractor shall be responsible for promptly reporting all acts of vandalism, larceny, or pilferage to government property, and malfunctioning government equipment to the COR. The Contractor will be provided keys to allow access to certain secure areas and will be held responsible for losses due to negligence and for the replacement of compromised locks (which can occur due to loss or duplication of keys). Government furnished keys shall be utilized only for contract purposes. Areas unlocked by the Contractor shall be secured upon exit. Upon completion or termination of the contract for any reason, the Contractor shall return all Government furnished keys. Any discrepancies, (except for fair wear and tear), damages, or deficiencies in Government furnished facilities will be chargeable against the

Contractor.

E. Reporting: The Contractor shall promptly report to the COR all instances of missing, damaged, or unserviceable government facilities or property.

1.17 Contractor Property, Equipment, and Supplies:

A. General: The Contractor shall provide the Government with a list of cleaning compounds to be used, with respective Safety Data Sheets. All Contractor supplies and equipment shall be clearly identified. The contractor shall make available for inspection by the COR any equipment proposed for use under this contract. Only approved cleaning compounds by the COR shall be used for work in this contract.

B. Storage of Contractor Supplies and Materials: Washhouses and waterborne restrooms include storage closets or pipe chases where limited cleaning supplies and materials such as toilet paper, hand soap, bleach, mops, brooms, etc., may be stored. Both the Visitor Center and Philpott

Powerhouse have dedicated janitor closest for the Contractor to store supplies and materials. Vault toilets do not include an area for supply storage. All onsite supplies and materials will be stored in a neat and orderly fashion that does not inhibit the use of the facility by Government employees and shall be segregated and marked as to not be mistaken for Government property. The contractor shall keep all storage areas clean and free of dirt, debris, trash, etc.

C. Supplies and Materials Requirements: The Contractor shall furnish all cleaning and disinfectant items necessary to perform the required work, including plastic trash receptacle liners, antibacterial liquid soap for dispensers, paper towels for dispensers, cleaning compounds, disinfectants, toilet tissue, bacterial deodorant blocks, urinal drain screens, etc. If contractor chooses not to use current liquid soap, paper towel, and toilet paper dispensers and products associated with such dispensers, replacement costs of new dispensers will be the responsibility of the contractor and must be approved by the COR. All cleaning supplies shall have a pleasant odor, shall be biodegradable and shall be used in accordance with manufacturer’s instructions. Toilet tissue shall be roll type, good quality, and white in color, minimum 500 sheets per roll. Plastic trash bags shall be capable of suspending at least 50 pounds of dry weight. Bags shall be clear to allow contents to be seen. The Contractor shall provide signage, when necessary, informing the public that a restroom or fixture is out of order or closed for cleaning. The Contractor shall provide and display wet floor signs as needed. Further supplies and materials requirements are found in sections pertaining to specific facilities.

D. Equipment Requirement: The Contractor shall furnish all equipment require to perform the work of this contract.

E. Special Provisions for Equipment:

1. Toilet Cleaning Items: Brushes, rags, and other items used to clean toilets and urinals shall be segregated from other cleaning items and shall not be used for cleaning other fixtures.

2. Vehicle and Equipment Requirements: Any vehicles used in this contract shall be presentable, serviceable, and comply with all applicable Federal and State motor vehicle regulations. All

Contractor vehicles shall be identified with the company name or logo and type of business conspicuously displayed on the door panels, with professional quality decals, magnetic signs, etc. The Government reserves the right to inspect all equipment proposed for use by the

Contractor in performance of the contract prior to commencement of work, and/or during performance of the contract. Equipment which is not acceptable to the Government shall be replaced at no additional cost to the government.

3. Hardwood Floor Cleaning at Visitor Center: Mop for hardwood floor will only be used to clean the hardwood floor and shall not be used for cleaning any other floor type. Only a designated hardwood floor cleaner shall be used on this mop for cleaning the hardwood floor.

F. Damage or Loss of Contractor’s Property: The Contractor is responsible for taking the action necessary to protect Contractor supplies, materials, and equipment and the personal property of

Contractor employees from loss, damage, or theft. The Government assumes no responsibility for theft, damage, etc., of the above.

2. Recreation Area Cleaning Services

2.1 General: The Contractor shall clean all specified facilities outlined in the table below. Regular cleaning services in the recreation areas will primarily be scheduled during the recreation season (Apr.-Oct.), and services in Visitor Center and Philpott Powerhouse will be scheduled year-round. All waste, trash, debris, drift, ashes, garbage, shall be removed and deposited in designated project dumpsters. All cleaning services shall be performed so that they minimally interfere with public use. A "Closed for Cleaning" sign shall be placed at the door of each washhouse or restroom being cleaned. The Contractor shall provide these signs. Items used to clean toilets and urinals shall not be used to clean other fixtures like sinks, drinking fountains, etc. All safety hazards found on the grounds or in facilities cleaned by

Contractor shall be reported immediately to the COR. The Contractor shall take steps to prevent the public’s contact with hazards (i.e., flag off area, post sign, lock door, etc.). Hazards include, but are not limited to, tripping hazards, overhead hazards, loose or damaged areas of facilities, sharp objects, etc.

The Contractor shall report all facility deficiencies i.e., leaks, vandalism, plugged drains, broken fixtures, etc., to the COR as soon as possible.

2.2 Restroom and Washhouse Cleaning Standards: Restroom, washhouse, vault toilet, and portable toilet cleaning includes the following items: clean all interior floors, walls, windows, doors, louvers, sills, interior and exterior light covers, fixtures, mirrors, shower curtains and stalls, benches, partitions (interior and exterior), basins, sinks, waste receptacles (interior and exterior), etc., during each cleaning. Remove drawings, writing, and graffiti that can be removed with a commercially available cleaner. Do not use abrasive materials to clean mirrors or other surfaces which could be damaged by scratching. Empty all waste receptacles (interior and exterior) and replace liners if they become soiled or damaged. Remove all trash, debris, drift, ashes, garbage, and waste from connected sidewalks and center passageways. This includes sweeping walks, cleaning water fountains and benches, and policing adjacent grounds within a

50-foot perimeter of the structure. Non-natural materials shall not be swept onto the grass or adjacent areas. Cleaning includes, but is not limited to, the removal of all dust from windowsills and screens, removal of dead insects, and all nests, including dirt dauber nests, wasp nests, spider webs, and bird nests. Where nests are removed, the area shall be scrubbed to remove all remains of the nest. All shower stalls, toilets, inside of vault toilet seats, urinals, sinks, and floor shall be disinfected during each cleaning. Deodorizers should be used when necessary to remove undesirable odors in drains, on fixtures, etc.

Upon leaving a restroom or washhouse, no soap film, excess water, or water spots shall be left from any cleaning operations. Mirrors, windows, and stainless steel and chrome surfaces shall be maintained in a spot and streak free condition. Pipe chases and janitor closets shall be left in an orderly fashion.

A. Requirements for Consumable Restroom Items: Ensure that each urinal is furnished one bacteriostatic deodorant block (FYTE Bloc 20, 2-1/2inch diameter, or equivalent) with a drain screen. All toilet paper holders shall be checked and filled during each cleaning. Toilet paper shall be maintained at a minimum 75% capacity in each toilet stall. If toilet paper becomes wet, dry rolls shall be placed in the dispenser. Government-provided soap dispensers shall be kept at least 75% capacity of non-diluted antibacterial liquid hand soap for sanitation. Any paper towel dispensers shall be kept at least 75% capacity.

B. Vault & Portable Toilet Requirements: For portable or vault toilets odor controls shall be maintained by adding citri-syn or other substances approved by the Government to cover the entire contents of the vault toilets on the first workday of the week when cleaning services are being scheduled.

C. Replacement Portable Toilets: On rare occasions, events may require the closure of restroom facilities in parks. In these cases, the Government may provide portable toilets for public use, which the contractor will be required to clean in lieu of cleaning the closed facility(s). The Contractor shall clean and restock these portable toilets to the same standard as other toilet facilities. The

Government shall be responsible for transporting and pumping portable toilets.

2.3 Waste Receptacle Collection and Policing Requirements:

A. Waste Receptacles: Park area waste receptacle collections (receptacles located inside restrooms, washhouses, and operations facilities are covered under the cleaning requirements for those respective facilities) shall consist of emptying all waste receptacles, replacing liners, and policing the immediate area (within 50 feet of trash receptacles) for loose trash. Any loose material in the bottom or attached to the sides of the receptacles shall also be removed. At a minimum, receptacles shall be emptied when they become half full or produce an odor. Liners shall be replaced whenever they become soiled or damaged. It may be necessary for the Contractor to clean and disinfect waste receptacles when needed to prevent foul odors and pests. Waste receptacles are typically located at or near picnic areas/shelters, boat ramps, swim beaches, sewage dump stations, playgrounds, and other areas of public congregation. The table below lists locations of the outdoor waste receptacles in the recreation areas (cans inside restrooms are not included and are serviced under 2.2).

B. Waste Disposal: All waste collected will be deposited in Government provided dumpsters located in the campgrounds and at Philpott Park. When depositing collected waste in dumpsters, the Contractor shall also police the immediate area around the dumpster (within 50 feet) and deposit all loose trash, garbage, and waste into the dumpster. The Contractor shall advise the COR by the end of the workday if any household or other outside waste or debris is found in or around trash receptacles or dumpsters. Dumpsters are provided by the Government year-round near the maintenance compound at Philpott Park, and during the recreation season in the campgrounds at Salthouse, Goose Point, and

Horseshoe Point. Trash that is collected in parks with no dumpsters shall be hauled by the Contractor to a park with dumpsters for disposal.

C. Swim Beach Policing: In addition to policing around waste receptacles and dumpsters, the

Contractor shall police all swim beach areas.

2.5 Workday: Cleaning services in recreation areas may not commence before 6 a.m. and must be completed by 10 p.m. on all scheduled workdays. Any variation in performing work outside these duty hours must be approved in advance by the Government.

2.6 Additional Holiday Weekend Cleanings: Additional cleanings of all recreation facilities are required on the Federal holidays of Memorial Day, Independence Day, and Labor Day, as well as the Saturday and Sunday of their associated weekends. These additional cleanings include all restrooms and washhouses found above in 2.2 and all trash collection and policing found in 2.3. On these days one cleaning will take place in the morning, and the second cleaning will take place in the late afternoon or evening, at least six hours after the initial cleaning.

2.7 Pre-Season Cleaning: All recreation areas will be cleaned the week prior to opening for the recreation season. These pre-season cleanings include all restrooms and washhouses found above in 2.2 and all trash collection and policing found in 2.3.

3. Visitor Center (VC) Cleaning Services:

3.1 General: The Contractor shall provide cleaning services for the Visitor Center. This facility includes nearly six thousand (6,000) square feet of floor space with offices, meeting areas, staff and public restrooms, and exhibit areas. Cleaning requirements also include outside entrances, the back deck, and area immediately around the Visitor Center. Items requiring cleaning include flooring (primarily hardwood, with tile in the restroom, brick in the entrance vestibule, and laminate in the basement);

numerous exhibits; glass doors and windows (the high vaulted windows in the lobby and exterior office windows that require extension ladders or scaffolding to reach are not required to be cleaned under the scheduled requirements of this contract), furniture, office equipment, appliances, various fixtures and surfaces, etc. The Contractor will be required to remove waste and replace waste receptacle liners, and dust and sanitize surfaces, furniture, office equipment, etc. Unless where stated differently, cleaning requirements shall follow the same standards as for cleaning recreation area facilities found in TP-2.2.

The Contractor shall be required to replenish all toilet tissue paper, paper towels, soap, toilet covers, air freshener dispensers (including batteries), etc. Tasks that are loud, i.e., vacuuming, or that are disruptive to staff or visitors shall be accomplished outside of regular office hours (8:00 a.m. – 4:30 p.m.).

*Note: During the recreation season (Apr. – Oct.) the Visitor Center will be open on weekends and

Federal holidays and shall be cleaned as regularly scheduled. During the off-season (Nov.-Mar.) it will be closed on weekends and Federal holidays and will not be cleaned even if regularly scheduled.

3.2 Frequent VC Cleaning Requirements in Public Areas: The frequency of these requirements in the public areas of the VC are twice per week year-round. Public areas, include the public entrances, the lobby, exhibit hall, deck area, and public restrooms.

A. Restrooms: The Contractor shall clean the VC public restrooms to include the following: remove waste and replace waste receptacle liners: clean and disinfect all sinks, toilets, urinals, surfaces, and fixtures: replenish toilet paper, paper towels, soap, toilet seat covers, and air freshener dispensers

(including batteries); and clean/mop/sweep floors as needed.

B. Windows and Glass: Check and spot clean glass windows, and doors in the entrance vestibule, lobby, and exhibit hall as needed. Spot clean all exhibit hall display cases.

C. Floors: Check all floors in public areas and spot clean/sweep/mop as needed.

D. Trash: Check waste receptacles near front and back deck entrances and empty if more than half full or contain items that may produce foul odors. Replace liners that are spoiled or damaged. Police for trash in public areas inside the VC, on the deck, and outside near the front entrance.

E. Schedule: Frequent cleanings of Public Areas will be performed following calendar and schedule below:

Staff areas included in frequent cleaning are all office areas, the staff restroom, the kitchenette, the canteen, the staff entrance, and the auditorium.

A. Restroom: Remove waste and replace waste receptacle liner; clean and disinfect the sink, toilet, and fixtures; replenish toilet paper, paper towels, soap, toilet seat covers, and air freshener dispensers

(including batteries); and mop/clean floor as needed.

B. Windows: Check and spot clean glass windows and doors in offices and staff entrance.

C. Floors: Check all floors in staff areas and spot clean/sweep/mop as needed.

D. Trash: Check all waste receptacles in common areas and in offices and empty if they are more than half full or contain items that may produce foul odor. Replace liners that are spoiled or damaged.

E. Schedule: Frequent cleanings of staff areas will be performed following the calendar and schedule

3.5 Weekly VC Cleaning Requirements: These requirements will be performed weekly year-round in the public and staff areas of the Visitor Center. These cleanings may take place any day between Monday and Friday.

A. Clean, sweep, and mop all floors, Clean/vacuum all entrance rugs.

B. Clean and disinfect the drinking fountain.

C. Dust all exposed flat surfaces such as cabinets, counter tops, furniture, equipment, shelves, ledges, tables, appliances, window blinds, etc.

D. Inspect for and remove insect nests, spider webs, and foreign objects, (inside and out) paying special attention to entrance areas and covered porches/patios.

E. Clean exhibit room using appropriate cleaners as to not damage exhibits.

F. Clean outside areas of the VC including the deck and entrance areas. Ensure concrete slabs and deck are free of debris.

G. Empty all waste receptacles least once a week if there is any sign of use. Clean and disinfect receptacles as needed to prevent pests and foul odors. Replace liners that are soiled or damaged.

H. Empty ashtrays at front and back deck entrances of all butts and other trash.

I. Ensure all glass windows, doors, and display cases are fully cleaned.

J. Spot check and clean VC interior walls as needed.

K. Police for trash outside the VC at entrances, the lawn and concrete area in front, around the perimeter of the building, and below the deck.

L. Check and empty basement waste receptacles as needed. Sweep laminate basement floor, and spot mop as needed. Sweep stairs to the basement.

M. Clean kitchenette and canteen area, including spot cleaning appliances, inside and out, if needed.

N. Clean and disinfect staff shower if it shows signs of use.

4. Philpott Powerhouse Cleaning Services:

4.1 General: The Contractor shall provide cleaning services for the Philpott Powerhouse. This location includes multiple work, office, and storage areas across multiple levels. The facility contains glass doors and windows that require regular cleaning unless stated differently, restroom cleaning requirements shall follow the same standards as for cleaning recreation area restroom facilities found in TP-2.3.
