Bidders are notified that appropriate temporary steel casing thickness shall be as selected by the contractor, except it shall not be less than 0.50 inches in thickness.

Section 31 63 26 Casing Steel, Subpart 2.1.3 -is changed:

From: “ASTM A36/A36M. Provide casings with an outside diameters not less than indicated shaft sizes and a minimum of 1/4 inch thick.”

Bidders are notified on Sheet ID C-402 of the contract drawings that the "80 L.F. of 24 inch HOPE Pipe" note is a relic from an abandoned prior routing. It shall be disregarded.

Sheet ID C-402 PHASE 1 EROSION & SEDIMENT CONTROL PLAN is removed from the contract drawing.

7. RE BIDDER INQUIRY 10352492:

Bidders are notified that a separate trailer for the DOR is not required it may co-located in the contractor’s trailer. A separate office space shall be no less than 60 square feet. It is to be separately lockable but it does not need to be in a separate trailer. The office is to have climate control (heat/air conditioning), 120 volt electric power and phone/high-speed internet communication. Water and sanitary facilities are to be provided in the immediate vicinity. The water and sanitary facilities may be shared with other contractor and/or government workers.

Office Trailer note on Sheet ID C-100 of the contract drawings states, is changed:

From: "Provide one lockable office space, fitted with a desk, a 2-drawer file cabinet and 2 chairs, within trailer for exclusive use by DOR field personnel."

Bidders are notified that special inspections of seismic resisting systems and components per UFC 3-301 -01 will not be required on this project.

At Specification Section 31 63 26 SPECIAL INSPECTION AND TESTING FOR SEISMIC-RESISTING SYSTEMS, Subpart 3.7, strike without replacement “Perform special inspections and testing for seismic-resisting systems and components in accordance with UFC 3-301-01.”

10. RE BIDDER INQUIRY 10352507:

Bidders are notified that The asphalt cement binder should be provided as PG 64-10.

At Specification Section 32 12 16.16 ASPHALT CEMENT BINDER, Subpart 2.3, change:

“Performance Grade (PG)” to “Performance Grade (PG) PG 64-10.”

11. RE BIDDER INQUIRY 10355639:

Bidders are notified that the requirement for a PCI-Certified Erector, and/or a PCI-Certified Field Auditor will not apply to this project.

At Specification Section 03 45 33 PRECAST STRUCTURAL CONCRETE, strike in entirety without replacement Subparts 1.4.1.2 Erector Certification and 1.4.1.3 3 Erector Qualifications.

12. RE BIDDER INQUIRY 10355671:

Bidders are notified that steel elements of the Secant Pile Wall wale beam, which will be fully encased in concrete, do not need to be finished. The anchor elements and any wale beam steel elements which will be exposed do need to be primed and coated.

13. RE BIDDER INQUIRY 10368070:

Bidders are notified that the limit shown for Region 2, on Sheet ID C-106 extends along the concrete retaining wall forming the enclosure for the transformer and associated transmission structure. It is expected that the contractor will remove the soil (and weathered rock) overburden right up to the concrete. This will require the removal of the existing fence.

Current plans include installation of a rockfall catchment fence at this location but do not require the replacement of the chainlink fencing.

14. RE BIDDER INQUIRY 10368685:

Bidders are notified that tied cages may be accepted in lieu of welded cages provided sufficient ties and brace wires are utilized to produce a stiff structure which will hold its proper shape during lifting, installation and concrete placement.

The requirement for a PCI-Certified Erector, and/or a PCI-Certified Field Auditor will not apply to this project.

At Specification Section, 31 63 26 DRILLED SHAFTS, Subpart 2.1.1.2 REINFORCING STEEL, make the following change:

STRIKE: “2.1.1.2 Reinforcing Steel Provide reinforcing steel conforming to ASTM A615/A615M, welded into cages in accordance with AWS D1.4/D1.4M and inserted securely in the secondary shafts, in position and alignment, as shown, prior to concrete placement. The cages shall be constructed of vertical reinforcement steel shall be composed of No.

11 steel rebar and the ties composed of No. 5 steel rebar.”

REPLACE WITH: “2.1.1.2 Reinforcing Steel Provide reinforcing steel conforming to ASTM A615/A615M, welded into cages in accordance with AWS D1.4/D1.4M and inserted securely in the secondary shafts, in position and alignment, as shown, prior to concrete placement. Tied cages may be accepted in lieu of welded cages provided sufficient ties and brace wires are utilized to produce a stiff structure which will hold its proper shape during lifting, installation and concrete placement. The cages shall be constructed of vertical reinforcement steel shall be composed of No.

11 steel rebar and the ties composed of No. 5 steel rebar.”

15. RE BIDDER INQUIRY 10369425:

Bidders are notified that the thickness of concrete at the existing groin ditch location shown on sheet C-104 (replacement flume) along the rock/dam contact shall be dimensioned to match the existing flume, both in width, thickness and depth. In locations where no flume currently exists the new flume shall be 3 feet wide, a minimum of 6-inches in thickness and a minimum of 6-inches deep.

NOTE: This information and additional details as required will be incorporated into Drawing C-104 issued for award.

16. RE BIDDER INQUIRY 10369858:

Bidders are instructed as follows regarding the detailed drawings, sizing and dimensions for manholes and surface inlet structures.

See sheet C-203 for the sizes/standards for the inlet and headwall structures: D1-2, D1-3, D1-4, and Concrete headwall. Manholes J1 is a 60" VDOT 103.11 B-1 base unit. Manholes J2 and J3 are 48" VDOT 103.11 B-1 base units, and drop inlet D1-6 is a VDOT Dl-12C . Manhole Barrels, Top Slabs and Castings shall match the specific base and be as indicated in VDOT 103.09, 103.10 and 103.11.

Notes on C-203 have been updated to reflect manhole information.

17. RE BIDDER INQUIRY 10372351:

Bidders are notified that the protective cap will conform to Detail 1 on Drawing C-505.

The image on C-503 is conceptual only. The contractor is responsible for designing the anchor details, including how the protective cap will be affixed to the concrete and how water tightness of the anchor head space will be maintained.

20. RE BIDDER INQUIRY 10373409:

Specification Section 31 63 26 DRILLED SHAFTS, Subpart 1.3.3.1 Post Installation Integrity Test is changed as follows:

CHANGE FROM: 1.3.3.1 Post-Installation Integrity Test The Contract includes performing CSL and TIP testing on the first 2 secondary shafts installed and 1 additional shaft to be determined at the discretion of the Contracting Officer.

Specification Section 31 63 26 DRILLED SHAFTS, Subpart 1.6.6 Government Inspection is changed as follows:

CHANGED FROM: 1.6.6 Government Inspection The Contracting Officer will inspect each drilled pier excavation. Do not place concrete until the excavation has been approved by the Contracting Officer. Furnish the Contracting Officer all necessary equipment required for proper inspection of drilled pier excavations.

Provide necessary materials and equipment to perform cross-hole sonic logging and thermal integrity profiling in accordance with ASTM D6760 and ASTM D7949 (wire option).

The specific piles will be identified by the Government before or during drilling. 23. RE BIDDER INQUIRY 10374721:

Specification Section 31 68 13 WALL SUPPORT ROCK ANCHORS, Subpart 3.4.3 3.4.3 Supplementary Extended Creep Test is changed as follows:

CHANGED FROM: 3.4.3 Supplementary Extended Creep Test Where specified, anchors must have an extended creep test performed. Creep test must consist of cyclically and incrementally loading and unloading the anchor, and will be conducted in accordance with PTI DC35.1, Paragraph 8.3.4. Each maximum load must be held in accordance with PTI TAB.1, Table 8.3.4. A plot of each family of creep curves must be submitted along with the recorded readings taken at time of the test.

CHANGED TO: 3.4.3 Supplementary Extended Creep Test Where specified, anchors must have an extended creep test performed. Creep test must consist of cyclically and incrementally loading and unloading the anchor, and will be conducted in accordance with PTI DC35.1, Paragraph 8.3.4. Each maximum load must be held in accordance with PTI TAB.1, Table 8.3.4. A plot of each family of creep curves must be submitted along with the recorded readings taken at time of the test.

Extended creep tests will only be required if anchor bond zones occur in significantly decomposed bedrock. In this case a minimum of 2 extended creep tests will be required.

24. RE BIDDER INQUIRY 10384417:

Specification Section 31 63 26 DRILLED SHAFTS, Subpart 3.2 INSTALLATION at paragraph a. is changed as follows:

CHANGED FROM: 3.2 INSTALLATION

a. Continuously place concrete by methods that ensure against segregation and dislodging of excavation sidewalls, and completely fill the shaft. Place concrete by pumping or drop chutes in dry holes and by tremie or pumping in wet holes. Keep the discharge a minimum of 3 feet below the fresh concrete surface during placement. Drilling of shafts or driving of casings must not be within 20 feet of concrete placed within the last 3 days.

CHANGED TO: 3.2 INSTALLATION

25. RE BIDDER INQUIRY 10384419:

Where specific values are not indicated in the plan set ACI code or guidance values are to be used. The bottom of the primary steel shall be at least 3 inches and no more than 6 inches above the bottom of the drill hole. It is expected that the No. 11 primary bars will be supplied without splices. If they are spliced, the laps shall be per ACI requirements, not less than 76 inches. The No. 5 tie bars shall lap a minimum of 28 inches.

NOTE: The bottom of shaft to steel dimension will be added as notes on Drawings C-501 and C-502 in the Plan Set issued for award.

26. RE BIDDER INQUIRY 10384422:

The response to this inquiry is changed without a change to the specifications. Update the response recorded in PROJNET:

27. RE BIDDER INQUIRY 10384526:

30. RE BIDDER INQUIRY 10359890 and 10378320:

Bidders are notified that a variance may be approved by the Contracting Officer , to use Type 1 L Portland -limestone cement conforming to ASTM C-595 substituted for Type 1 Portland cement. provided 1) All of the requirements in the specifications (other than cement type) are adhered to, 2) The Contracting Officer’s designee is furnished the cement manufacturer’s report showing the results of test performed on the limestone used in the manufacture of the Type 1 L cement shipped to the project, 3) Only one brand of Type 1 L cement is used throughout the project, and 4) The Type 1 L blended cement shall be an intimate and uniform blend produced by intergrinding of the Portland cement and limestone. Complete historical strength data (on Type 1 L cement concrete) shall be provided to Contracting Officer or his/her designee for the proposed mixes.

Make the following revision to Specification Section 31 63 26 Subpart 1.3.3.2 Proof Test Hole change

CHANGED FROM: “2.3.1 Portland Cement

a. Unless otherwise specified, provide cement that conforms to ASTM C150/C150M Type I.”

CHANGE TO: “2.3.1 Portland Cement

a. Unless otherwise specified, provide cement that conforms to ASTM C150/C150M Type I. Note: A variance may be approved by the Contracting Officer, to use Type 1 L Portland - limestone cement conforming to ASTM C-595 substituted for Type 1 Portland cement"

31. RE BIDDER INQUIRY 10384425:

The details of the rock anchor are to be established by the contractor's anchor designer. The length of smooth PVC shown will be revised as required by that design of the contractor's anchor designer.

In the general detail provided the unbonded zone condition is achieved by 2-stage grouting and the smooth PVC is intended to provide additional corrosion protection within the retained length of casing. Since the Philpott anchors will have the head accessible to later lift-off testing and (if needed) re-stressing, the bond breaker should extend the full unbonded length of the tendons. Design was based on the assumption that the anchor bond zone would be within "competent" rock. As such, the minimum unbonded length should be taken as the greater of 20 feet, half the total pile depth and the total distance required to penetrate the soil and highly weathered rock plus 3 feet.
