SPECIFIC POSITION WORK STATEMENT FOR
Philpott Lake
Bowens Creek Park 2018 (& Option Year 2019 and 2020)
I. NUMBER OF CONTRACT POSITIONS: This Job Description Sheet is for two (2) separate park attendant contracts for Bowens Creek Park. These contracts are for approximately 5 months. The attendants will work a “4-days-on-4-days-off” rotational schedule throughout the contract period.
Separate prices must be submitted for each contract for which you wish to bid.
a. Bowens Creek – A: Park Attendant for Bowens Creek Park
i. Working Dates: May 1, 2018 – September 30, 2018 (see attached calendar)
ii. Training Dates: April 26, 2018
iii. Total Number of Working Days: 78 (including training days)
b. Bowens Creek – B: Park Attendant for Bowens Creek Park
i. Working Dates: May 5, 2018 – September 29, 2018 (see attached calendar)
ii. Training Dates: April 26, 2018
iii. Total Number of Working Days: 77 (including training days)

• Option Year 1 – Bowens Creek-A: April 29 – September 30, 2019 (78 days).
(2019) Bowens Creek-B: April 29 – September 27, 2019 (77 days).

II. PARK DESCRIPTION: Bowens Creek Park is a day use area located approximately 4 miles west of Bassett, VA off Highway 57. Facilities available include a swim beach, drinking water, flush toilets, parking, courtesy dock and boat ramp.
III. HOURS OF WORK: Attendants will work an alternating schedule, four days on and four days off.
See attached calendars for specific work dates. During their scheduled workdays, attendants will open the entrance gate and contact station and perform park attendant duties 8:00 a.m. - 9:00 p.m.
and be available for emergencies 9:00 p.m. - 8:00 a.m. Attendant will be responsible for answering the telephone 24 hours a day while on duty. Attendant will make periodic inspections of the entire park area every 2 hours and report violations or suspicious activity to a ranger and/or local law enforcement authority. With the assistance of a park ranger, attendant will close the park and entrance gate at 9:00pm. Attendants shall attend a two-hour safety/informational meeting at the Visitor Center beginning at 9:00 a.m. on the 2nd Tuesday of each month during the contract period, regardless of whether you are on duty or not. At the conclusion of the contract period, checkout by 3:00 p.m. at the Visitor Center.
IV. TRAINING AND ORIENTATION: Attendants shall attend one day of training/orientation per contract year at the Visitor Center from 9:00 a.m. – 4:00 p.m. See attached calendars for specific training dates.
V. AREA SPECIFIC PROVISIONS AND REQUIREMENTS: Bowens Creek Park is a day use facility that has the potential to become overcrowded occasionally. The contractor may have to perform the following functions to prevent overcrowding of the park: assess and manage parking;
tactfully redirect visitors to other park areas whenever their accommodation at Bowens Creek is not possible. This is a popular park on Philpott Lake, therefore the functions described above may be challenging during peak visitation.
VI. FEE COLLECTION: A cash register will be utilized in the gatehouse. Contractor shall complete a “Cash Collection Voucher” according to prescribed procedure. Banking is available in Bassett, VA.
Round trip mileage for banking is approximately 10 miles. Attendants shall provide their own change and start-up money.
VII. EVALUATION OF PARK ATTENDANTS: Park attendant contractors will be evaluated by the
COR or a designee no less than three times during the contract period. The evaluations are to be conducted within the first two weeks from the day the contract begins, mid-point of the contract period and two weeks prior to the contract end date. A sample of the evaluation sheet is attached to this specific scope of duty.
VIII. CLEANING AND MAINTENANCE: Contractor shall provide all cleaning supplies necessary to maintain the gatehouse in a clean and organized fashion.
IX. UNIFORMS: Attendants shall provide and wear a uniform. The uniform shall consist of the following: khaki-colored slacks, shorts, or skirt, a forest green or white “polo style” or “golf style” shirt, and clean shoes and socks (No sandals or flip-flops). Attendants shall be responsible for sewing the Corps patches onto the left sleeve of the uniform. This uniform (including name tag) shall be worn during duty hours (8:00am-9:00pm). The Corps will provide a nametag and patches.
Only one nametag per attendant will be supplied at the beginning of the base year. Any lost or damaged nametags will be replaced by the contractor. If the contractor chooses to wear a hat, it shall be a ball cap style hat, plain with no logo or emblem, and one of the following basic colors: khaki, green, gray, black, or red.
X. OFFICE SUPPLIES: Office supplies (paper, pens, pencils, paper clips, staples, scotch tape, etc.)
needed in performance of contract administrative duties shall be furnished by the Contractor.
XI. POSTAL MAIL BOX: A shared onsite postal mailbox is provided for park attendants and volunteers in this park. The mailing address is: 605 Bowens Creek Rd., Bassett, VA 24055.
XII. COOPERATIVE ASSOCIATION SALES: N/A
XIII. BIDDING: Prospective bidders must bid on a daily basis. Bids shall include time for all scheduled safety/informational meetings, training, office supplies, cleaning supplies for gatehouse, uniforms, mileage, and money orders.

Goose Point Park
I. NUMBER OF CONTRACT POSITIONS: This Job Description Sheet is for two (2) separate park attendant contracts for Goose Point Park. These contracts are for approximately 7 months. The attendants will work a “4-days-on-4-days-off” rotational schedule throughout the contract period. Separate prices must be submitted for each contract for which you wish to bid.
a. Goose Point – A: Park Attendants for Goose Point Park
i. Working Dates: March 22, 2018 - October 27, 2018 (see attached calendar)
ii. Training Dates: March 20, 2018 & March 21, 2018
iii. Total Number of Working Days: 114 (including training days)
b. Goose Point – B: Park Attendants for Goose Point Park
i. Working Dates: March 26, 2018 – October 31, 2018 (see attached calendar)

II. PARK DESCRIPTION: Goose Point Park is a fee campground and day use area located approximately 8 miles west of Bassett, VA off Highway 57. Facilities available include 53 campsites with water and electrical hookups, 34 waterfront campsites, 10 campsites without hookups, drinking water, flush toilets, showers, swimming beach, boat ramp, fishing pier, playground, and amphitheater. The park provides a total of 63 campsites.
III. HOURS OF WORK: Attendants will work an alternating schedule, four days on and four days off. See attached calendars for specific work dates. Beginning with the first day of each scheduled four day rotation, attendants shall perform park attendant duties 9:00 am - 10:00 pm and be available for emergencies 10:00 pm - 9:00 am. Attendant will be responsible for answering the telephone 24 hours a day while on duty. In cases of phone outage, we will provide a cell phone for communication. At the completion of the attendants shift, the cell phone must be transferred to the relief attendant. Attendant shall make periodic inspections of the entire park area every 2 hours and report violations or suspicious activity to a ranger and/or local law enforcement authority. Goose Point Park is equipped with electronic gates. In cases of electronic gate malfunctions, park attendants are responsible for opening and closing the entrance gate at 6:00 am and 10:00 pm on each day of their scheduled four day rotation.

The second day of training will be at a park Welcome Center determined by the Contracting Officer Representative from 9:00am to 4:00pm. If necessary, additional training will be conducted at the park during hours attendants are on duty.
V. AREA SPECIFIC PROVISIONS AND REQUIREMENTS: Goose Point Park is a limited day use facility based on campground occupancy. The contractor may have to perform the following functions to prevent overcrowding of the park: assess and manage parking; follow matrix to determine allowable day use; tactfully redirect visitors to other park areas whenever their accommodation at Goose Point is not possible. This is the most popular park on Philpott Lake, therefore the functions described above may be challenging during peak visitation.
VI. FEE COLLECTION: Goose Point Park operates on the NRRS computer system. Contractor shall complete a “Deposit” according to prescribed procedure and will be responsible for converting fees collected to a money order and mailing “Deposit” to NRRS. Banking and Post Office is available in Bassett, VA. Round trip mileage for banking is approximately 24 miles.
Attendants shall provide their own change and start-up money.
