WILMINGTON DISTRICT---US ARMY CORPS OF ENGINEERS (USACE)

GENERAL SPECIFICIATIONS FOR

PARK ATTENDANT SERVICES

FOR RECREATION SEASON 2018

Enclosed are General Specifications and Specific Position Work Statements (PWS) for each location. Individual parks may differ slightly in hours worked and duties required, so these requirements are spelled out individually for each park in the Specific PWS. The Specific PWS is “in addition to” and NOT “in lieu of” General Specifications. The Park Attendant Contract positions are for:

• John H. Kerr Dam & Reservoir, Boydton, VA - 12 Contracts available for bid;

INCLUDES 2 OPTION YEARS (2019 & 2020)

• Philpott Lake, Bassett, VA - 8 Contracts available for bid; INCLUDES 2 OPTION

YEARS (2019 & 2020)

WILMINGTON DISTRICT---US ARMY CORPS OF ENGINEERS

GENERAL SPECIFICATIONS FOR PARK ATTENDANT SERVICES 2018

(2 OPTION YEARS 2019 & 2020)

I. GENERAL REQUIREMENTS & INFO:

A. The Park Attendant Contractor must be a two (2) person team, at least 21 years of age, both of whom are physically and mentally capable of performing the contractual responsibilities specified here and in the enclosed Specific PWS, for the duration of the contract, including option years (when applicable). The contractor herein may also be referred to as Park Attendant(s).

B. At locations utilizing the National Recreation Reservation Service (NRRS)™ and/or Outdoor Recreation Management Suite (ORMS), potential contractors must possess basic computer skills (ability to operate preinstalled programs on a government-furnished computer, through the use of a keyboard and mouse; also to include printers and credit card peripheral devices). ORMS is an internet-based computer program used for registering campers, tracking fees, and processing NRRS™ reservations.

C. Contractors required to utilize NRRS/ORMS will be trained by USACE staff in the applicable programs and associated equipment; training days are paid contractor days. At the conclusion of training, contractors will be required to demonstrate their ability to proficiently operate required computer programs and credit card equipment, as applicable; failure to do so could result in termination for default.

D. Park Attendant Contractor services to be accomplished under this contract shall be in accordance with the provisions of the General Specifications and Specific PWS. Services include, but are not limited to, furnishing labor, equipment, fuel, transportation, tools and supplies (except as otherwise noted herein as “government-furnished” or as specified in each lake’s Specific PWS) necessary to provide the specified services for the duration of the contract period.

E. None of the services required by this contract shall be subcontracted, without the prior written permission of the Contracting Officer.

F. Contractors are prohibited from unilaterally terminating, abandoning or prematurely ending any government contract still in effect in order to accept another government contract.

G. Contractor will be awarded only ONE Park Attendant contract.

*Note: Award will be made to the responsible bidder whose proposal is found to be most advantageous to the Government, cost and other factors considered. Although cost will be evaluated, the Government reserves the right to award to other than the low bid.

II. DEFINITIONS:

A. Contracting Officer: The term “Contracting Officer” means the person having authority to enter into, administer or terminate contracts and make related determinations and findings. The Contracting Officer is responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract and safeguarding the interests of the United States. The contracting Officer will be in the Wilmington District Office.

B. COR: The term “Contracting Officer’s Representative (COR)” shall be a person or persons at the field locations designated by the Contracting Officer, by letter authority. The COR represents and reports to the Contracting Officer. The COR has no authority to authorize or direct any change(s) to the contracts.

C. Prescribed Procedures: This scope of work refers throughout to following “prescribed procedures”. These are simple, specific instructions and routines that may vary from Lake to Lake and Park to Park that will be covered in the Training sessions. They are not tasks that would require a line-item bid, for instance, but simply operating procedures. An example is “contractor shall record visitors in the park in accordance with prescribed procedures”. One park may require license plates and names written down in a book; one may require only names listed on the back of a camper card; sometimes during emergencies, such as we had in 9-11-2001, the attendant may need to record every vehicle in the park. In some parks, prescribed procedure may be during certain times of the week, or they may be simple things that change seasonally.

III. WORK SCHEDULES & PARK HOURS:

A. Contractors shall work according to the schedule and hours specified on the Specific PWS for the park which they are awarded. On scheduled performance days, both members of the performing contractor team will be present within the park at all times, and the gatehouse will be continuously staffed by at least one member of the team, during hours outlined on the Specific PWS. *Note: some contracts require both contractors in the booth at the same time. Be sure to check the Specific PWS.

B. During On-Call hours of duty (as defined in the Specific PWS) the Contractor shall remain on site, at his/her residence (assigned host site) unless otherwise noted. Contractor shall provide assistance to visitors in cases of emergencies, to include medical or law enforcement, by calling 9-1-1. Contractor shall assist by unlocking/locking gates to allow access for emergency vehicles and personnel. (Parks may or may not have locked gates.) Contractor may be required to answer incoming telephone calls after hours, please refer to Specific PWS.

C. After-Hours Operation: Without exception, contract Attendant shall immediately open park gates for those claiming a need to leave for emergency reasons and/or for those users who demand to be let out of the park. Contractor shall not confront or argue with visitor. Contractor shall open gates to allow emergency vehicles access to the park and customers. Attendants shall obtain vehicle description and license plate numbers of those persons let out of gates after hours, and shall give to Ranger on Duty as requested.

*Note: More specific instructions for After-Hour Operation may be addressed in the Specific PWS, as some parks may not have locked gates or may have electronic gates.

IV. REQUIRED ATTENDANCE AT PRE-WORK CONFERENCE / TRAINING:

A. Contract Park Attendants shall be required to attend a Pre-work Conference / Training Session prior to the beginning of work. The training will focus on Outdoor Recreation Management Suite (ORMS) computer use, issuing User Permits, campground rules, credit card transactions, radio communications, record keeping, customer care issues, and safety.

B. Training will be conducted by Corps personnel on site. Please refer to the Specific PWS for dates, times, and locations ( varies by Lake).

C. Two (2) person Park Attendant Contract team shall attend the Pre-Work Conference / Training in its entirety.

V. GENERAL DUTIES:

A. Contractor shall perform duties described herein and duties specified in Specific PWS. Duties include, but are not limited to: answering telephone calls, provide information (water safety brochures, maps, etc.) to visiting public, monitor access to the park, open and close gates, operate the ORMS computers or cash registers (as specified in Specific PWS), make reservations for park facilities, collect fees, maintain contact with Park Rangers, provide emergency assistance, and submit reports in accordance with prescribed procedures.

B. Contract Park Attendants are not rule and regulation enforcement personnel and shall not argue with, threaten, or badger uncooperative visitors. Attendants shall not attempt to follow, chase down, detain, apprehend, or search any visitor or personal property. Attendant shall notify and inform Ranger on Duty as soon as problems are encountered.

C. Contractor shall welcome/greet each visitor at the gate. Contractor shall collect appropriate fees for camping, visitor or day use; issue appropriate hang tags and receipts in according with prescribed procedures. Contractor shall inform visitors of park rules (visitor hours, pets, number campers on site, etc.) by dispensing copies of appropriate materials (to be provided by Corps staff). *Note: See section VI—“Fee Collection, Accounting, and Processing” and Specific PWS for specific fee collection instructions.

D. Contractor shall at all times present a courteous and helpful attitude. Contractors shall not make critical or disparaging remarks about the Corps, Corps policies, Park Rangers, visitors or other Contractors to the public or anyone else. Contractors shall refrain from any conduct which will reflect unfavorably on the Corps of Engineers. Attendants shall not discriminate in regards to race, sex, national origin, disability, religion, age, sexual orientation, or any other factor.

Attendant shall cooperate with other contractors, Corps of Engineer employees and volunteers, agents of the Corps, law enforcement and emergency personnel. Contractor shall address problems and issues with any of these to the COR for early resolution.

E. Contractor shall act as point of contact for the visiting public for reporting emergencies and/or violations of law. Attendants shall assist public with information by answering telephones and questions at the gate house. Attendants shall report to Ranger on Duty all accidents, violations of law, disturbances, and situations that could affect the health and/or safety of the visiting public. Serious or life threatening incidents and/or emergencies shall be reported first to 9-1-1 and then to the Ranger on Duty. All communications with local authorities shall be reported to Ranger on Duty as they occur.

F. Contractor shall not direct Park Rangers in how to resolve issues. Rangers will handle each case on its own merit, in accordance with Corps Visitor Assistance Regulations and Park Ranger training. Attendants shall not attempt to direct, manipulate, undermine, oppose, impede, or “second-guess” decisions made by Rangers or Deputies. Decision of the Park Ranger is final.

G. Contractors shall maintain a daily log of incidents, accidents, complaints, problems, and changes in operation as may be directed by Park Ranger. Contractor shall record visitors to the park in accordance with prescribed procedures. Attendants shall report complaints and incidents to Ranger on Duty.

H. Contractor shall maintain radio contact with Corps Rangers during duty hours. Attendants may be the only point of contact for the Park Ranger in an emergency; therefore, radio shall be kept turned “ON” and the volume set to an audible level at all times. Radio calls from Rangers take precedence over other duties.

I. Contractor shall deliver emergency and non-emergency messages to campers according to prescribed procedure.

J. Attendant shall patrol their contracted park and report noted problems and/or violations to the Ranger on Duty. Please refer to each Lake’s Specific PWS for patrol requirements, as they differ from Lake to Lake.

K. Contractor shall record “lost and found” in the log, and turn over found items to Ranger on Duty according to prescribed procedure.

L. Contractor shall unlock gates including but not limited to: group camp gates, special event gates, and picnic shelter gates when requested by Ranger on Duty. Attendants shall post “Reserved Today” signs on shelters according to prescribed procedure. Refer to Specific PWS for parks that have shelters.

M. In cases of malfunctioning facilities, Contractor shall lock building and post “CLOSED” signs as directed by Ranger on Duty. This is to assist park and maintenance staff and to protect the public in instances where Ranger on Duty is detained or unavailable.

VI. FEE COLLECTION, ACCOUNTING, AND PROCESSING:

A. Contractor shall maintain records necessary for the administration of the user fee program:

computerized registration and reservation program (ORMS), credit card scanners and printers, User Fee Permits (ENG form 4457), Camper Registration Cards (CESAW 667), Cash Register receipts, Cash Collection Vouchers (DD 1131), Remittance Registers (ENG 3313), Daily Arrival Reports, Annual Passes, rosters, campsite status boards, passes, etc.

B. Contractor shall collect a variety of user fees as specified on the Specific PWS for camping, visitors, day use, shelters, etc. Fees will be collected and secured according to prescribed procedure. Please refer to the Specific PWS.

C. Contractor shall operate the parks for fee collection, camping, and/or day use according to prescribed procedures that may include one or both of the following (refer to Specific PWS for each Lake):

1) Operate Outdoor Recreation Management Suite (ORMS) according to prescribed procedure. This shall include, but is not limited to computers, printers, credit card scanners, and utilizing the NRRS Help Desk by telephone when problems with computers and/or the NRRS system arise, or as requested by Ranger on Duty.

2) Operate the park utilizing a cash register and User Fee Permit system, credit card machines, according to prescribed procedure.

D. User fees and records are subject to audit by Corps personnel at any time. Money and credit card charges on hand must agree with permits sold. Any discrepancies shall be reconciled by the park attendant.

E. Contractor shall convert cash collected to cashier’s check or money order, according to prescribed procedure. Contractor shall be accountable for all fees collected by cash, check, and credit card. Attendants shall process, reconcile, report, hand-deliver and/or mail all fees collected according to prescribed procedure. Costs to convert cash to check or money order, costs for postage, certified mailings, banking fees, envelopes and labels for mailing, reproduction expenses, preparation time, etc. shall be the responsibility of the contractor.

Separate payment will not be made for these expenses. Contractor should include these costs in the bid price.

F. Contractor shall take precautions to ensure personal safety and security of fees according to prescribed procedure. Contractor is responsible for lost or misplaced funds.

G. Contractor, where applicable shall sell and account for Annual Passes according to prescribed procedure. Please refer to Specific PWS.

VII. CLEANING & MAINTENANCE:

Contractor shall maintain the gatehouse, inside and outside, in a clean and sanitary condition:

Tools and supplies for performing these tasks are the responsibility of the contractor.

Include in bid price as no separate payment will be made

1. Daily sweep floor; sweep/brush cobwebs and insect debris from inside and outside walls, windows, and doors of building; wipe off counter tops, cabinets. Mop floor as needed. Keep windows clean.

2.Clean computer equipment, if needed, according to prescribed procedure.

3. Sweep sidewalks and entryways into gatehouse daily.

4. Keep honor vault (if applicable) free of cobwebs, dirt, and insect debris by sweeping daily.

5. Maintain clean restroom facilities inside the gate houses (not public) where applicable. (Not all gate houses have restrooms.)

VIII. CONTRACTOR-FURNISHED EQUIPMENT & PROVISIONS:

Items specified in this section should be included in the bid price.

A. Temporary Living Quarters: The contractor shall furnish a factory-built, “self-contained” recreational vehicle (RV) of the travel trailer or motor home type to serve as temporary living quarters for the duration of the contract. Pickup shell-type campers, pop-up tent trailers, tents, mini-travel trailers, mobile homes, converted buses, or other RVs which do not meet requirements or the “self-contained” classification as determined by the inspection of the COR will not be accepted.

1. Unit shall be equipped with electrical hookup not to exceed 110 volts. (Maximum size will be determined by physical limitations of the site furnished.)

2. The unit shall be free any offensive words or materials, and shall be in good condition.

3. The Contractor team shall be the sole occupants of their site. Family members and friends shall not live with the contractors.

4. Occasional overnight visitors of Contract Park Attendants may stay in the contractor’s living quarters for a maximum of 14 days. Requests for exceptions should be addressed to the COR. Visitors, including family and friends, shall not enter the gatehouse at any time. Visitors having their own camping equipment shall occupy a regular campsite, and pay the regular fee.

Visitors shall not utilize attendant site hook-ups.

5. Attendant shall maintain host site in clean and sanitary condition at all times. No dog pens, corrals, poultry cages, or similar facilities for raising animals will be allowed. No excessive personal items will be permitted in the outside living area. Minimal landscaping at the host site may be approved by COR.

6. Attendants shall clean site upon departure, and remove all personal items, litter, refuse, furniture, etc. from government property unless approved by Contracting Officer.

B. Transportation: Attendants shall provide and maintain a fully operational vehicle, which can be utilized independently of their RV, for purposes of contract duties:

1. Vehicles shall be in good condition, free from offensive words or slogans. The Contracting Officer will make the final determination in questionable cases.

2. Vehicles shall be operated in accordance with State laws, shall be licensed and insured. ATVs, mini bikes, and scooters are not allowed. Golf carts shall be allowed under the following conditions:

a) All state and local laws apply, including:

1. NC General Statue §153A-245

2. VA Title 46.2 – Motor Vehicles, Chapter 8, § 46.2-916.3 & § 46.2-916.2.

3. USACE posted speed limits and other regulations regarding vehicles.

b) Only on-duty contract park attendants shall be allowed to operate golf carts within the parks and only between sunup and sundown.

c) Only factory standard golf carts will be allowed which includes battery or gasoline powered. No modified vehicles shall be allowed.

d) Golf carts must be kept clean, in good service and free from offensive words or materials. A sign identifying the golf cart user as “park attendant” will be required and furnished by the Corps

e) Specific lakes may require additional guidelines for golf cart use. For local policy, please check with points of contact shown on Page 1 of the General Specifications.

3. Valid Operator’s license and minimum liability insurance must be carried on all vehicles operated by park attendants, as required by the laws of the state in which the vehicle is registered.

4. Contractor shall provide fuel necessary to perform tasks in the General Duties and those specified in the Specific PWS. This should be included in bid price.

*Note: Mileage is estimated in the Specific PWS.

C. Uniforms*: *Cost of Uniforms should be included in the bid price. Separate payments will not be made.

1. Contractor shall provide his/her own supply of uniforms consisting of Khaki-colored slacks, shorts or skirts and dark green “polo-style” or “golf” shirts, and shoes.

2. Contractor shall sew or attach Government-furnished logo patch onto uniform shirt, if applicable. Please refer to each Lake’s Specific PWS.

3. Contractor shall wear the uniform shirt, pants (or skirt) and name tag together at all times while on duty. Contractor shall wear shoes while on duty.

D. Office and Cleaning Supplies:

1. Contractor shall provide supplies needed to perform tasks in “Section VII--Cleaning and Maintenance” above.

2. Contractor shall provide supplies necessary to perform tasks in “Section VI—Fee Collection, Accounting and Processing—Part E”, unless otherwise noted in Specific PWS.

Postage costs and manila envelopes should be included as a contractor-supplied item.

3. Contractor shall provide supplies necessary to perform tasks in “Section I—General Requirements”, and “Section V—A & C—General Duties”. Supplies may include pens, staples, staple gun, markers, paper clips, rubber bands, sticky notes, tape, glue, etc. Please refer to each Lake’s Specific PWS.

4. Contractor shall provide supplies necessary to remit monthly invoices, as per “Section XI—A—Invoices”, except for the invoice forms which shall be provided.

E. Telephones: Contractor shall provide telephone for personal use inside residence for personal calls and private internet usage. Contractor shall be responsible for all costs in activating telephone service at host site, and in maintaining telephone line. Government telephone lines shall not be used for personal telephone calls or internet connections. Refer to Specific PWS for availability of telephone service.

Internet Connection: No private computers are allowed to access the internet via NRRS computer system via wireless routing or connection. Check each Lake’s Specific PWS for availability of WiFi.

F. Bonds: Contractor shall furnish to the Contracting Officer proof of such a bond in the amount of $5,000 at a minimum. (Army regulations require contractors who collect fees to be fully bonded or insured to protect the government against theft, misappropriation or loss of funds under control of the contractors.) In lieu of a bond, the contractor has the option of submitting a cashier’s check to the COR in the amount of $5,000 at the start of the contract, which will be held and returned at the end of the contract period if no misappropriation or loss of funds occur.

G. References: Contractor shall provide, with their submitted quotes, the names and phone numbers of references of any past gate attendant experiences within the last five (5) years. Two personal or business references shall be furnished if there is no past attendant experience, to include the five-year period. Quotations for positions submitted without this information will not be considered.

IX. GOVERNMENT-FURNISHED EQUIPMENT & SUPPLIES:

Contractor shall sign for government-accountable property at the beginning of the contract period, and shall return property upon termination of the contract. The Government will provide to the Contractor Attendants:

1. A rent-free campsite equipped with water, sewer, and electrical hookups.

2. A gate house equipped with chairs, telephone, two-way radio, computer or cash register for fee collection and printers to be shared with other Contractors working alternating schedules, where applicable.

3. Hang Tags, Annual Passes, counterfeit marking pens, log books, maps, computer paper, receipt printer paper, Government hand-outs and forms necessary to perform gate house tasks unless otherwise specified in the Specific PWS.

(*NOTE: It is important to read carefully as each Lake varies in supplies provided by the government. Questions regarding supplies furnished should be directed to that Lake’s Point of Contact listed on page 1.)

4. Pre-Work Conference and Training, which will provide detailed information and instructions on performing tasks required. Length of training varies by Lake. Please refer to the Specific PWS for schedules..

5. Corps of Engineers logo patches for uniforms and name tags, unless otherwise specified in the Specific PWS.

6. An ‘on-site’ postal mail box may be supplied. Please refer to Specific PWS.

7. Blank Invoice for remittance of monthly bills.

X. MISCELLANEOUS RULES FOR CONTRACT PARK ATTENDANTS:

A. Contractor shall keep pets restricted to the interior of the living quarters or otherwise physically restrained by not longer than a six (6) foot leash. Contractor shall restrain pets to prevent contact with visitors. Pets are prohibited in or near the Gate Houses. Contractor shall be responsible for daily cleanup and proper disposal of pet waste. The Contracting Officer may require the removal of pets that are disruptive and impact park operations (barking dogs, aggressive behavior, etc.) Attendants shall keep pets’ vaccinations current and shall maintain current records. Contract attendant shall be liable for damage to government facilities and/or park visitors’ property or persons caused by pets. Attendants shall comply with Title 36, Code of Federal Regulations, Part 327.11 (Control of Animals).

B. Attendants shall not carry firearms in their vehicles, in the Gate Houses, or on their person at any time.

C. Attendant shall not fly any flags or banners at Gate Houses or Park Attendant living quarters unless prior approval has been obtained from the Contracting Officer. Attendants shall not post any flyers or posters at the Gate Houses without approval.

D. Contractor shall refrain from smoking in and within 50 feet of the gatehouse or any Government building. Possession and / or consumption of alcohol is prohibited during duty hours; being under the influence of any alcohol during duty hours is prohibited; being under the influence, consumption or possession of illegal drugs is prohibited at any time.

XI. PAYMENT FOR SERVICES:

A. Invoices: Payment will be processed once monthly for each day worked at the quoted contract unit price. Contractor shall submit on a monthly basis a bill for the number of days worked. Payment will be made within 30 days from the date the invoice is received. Attendants shall mail or hand deliver invoice according to prescribed procedure at the Lake. Blank invoices will be provided. Postage, office supplies and reproduction costs will not be paid separately by the Government, and should be included in the contract bid price.

B. Absenteeism: Payment will not be paid for time not worked. Short periods of absence for emergencies will be handled on a case-by-case basis by the contracting Officer and the COR. In cases of personal emergencies, one person of the two (2) person team may perform the assigned duties on a temporary basis.

C. Final Payment: Final payment will not be made until all funds are reconciled. Any shortages of funds may be deducted from the contractor’s final payment. The contractor shall be held responsible for any losses of funds or equipment due to negligence.

XII. EMERGENCY CLOSURES:

If, for any reason, the park area is closed due to emergencies, unsafe conditions, flooding, or any reason of public safety the Corps of Engineers MAY require that the Contractor suspend work temporarily. If this should occur, the monthly bill would be reduced by the number of days that services were not performed.

XIII. PARK ATTENDANT PERFORMANCE & EVALUATION:

A. Contractor Deficiencies: Park Attendants shall be notified verbally and in writing on any deficiency in task performance observed by the COR. Notification of Contractor deficiencies will be recorded in a memorandum and forwarded to the Contracting Officer. Upon receipt of Notification of Deficiency the Contractor shall take immediate steps to correct it and prevent recurrence. Uncorrected Deficiencies may be cause for termination of the contract.

B. Cause for Termination: Failure of the contractor to provide items in full and to provide complete services listed in the specifications and the Specific PWS may be cause for termination.

Breach of contract and/or voluntary termination of contract without sufficient cause may jeopardize the contractor’s standing for future contracts with the Corps of Engineers.

Inappropriate conduct or unacceptable actions of Park Attendants may be grounds for termination of the contract. Following are conditions for which the contract may be terminated:

a) Threatening or abusive behavior, discrimination, harassment or profane language directed towards Corps employees, other contractors, visitors, Corps volunteers or law enforcement officers.

b) Theft, misappropriation, or improper accountability of user fees or government services, facilities, and/or supplies.

c) Consumption of or being under the influence of alcohol during duty hours, or any use of illegal drugs.

d) Failure to correct documented contractor deficiencies.

e) Failure to follow policy and procedure as outlined in this “General Specifications for

Park Attendants” and/or Specific PWS. This includes showing “favoritism” to visitors, site holding, illegal use of Golden Age/Access passports, etc.

f) Failure to report any absences from the work schedule.

g) Recurring written and/or verbal complaints from visitors and/or resistance to implementation of policies and programs.

h) Incidents of smoking in the gatehouse.

XIV. ANTITERRORISM/OPERATIONS SECURITY REVIEW:

A. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facilityaccess and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

B. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file

XV. OPTION TO EXTEND:

The Government reserves the right to extend the work under this contract up to an aggregate total three (3) year period. The Contracting Officer will notify the contractor if the Government wishes to extend subsequent option years.
