SPECIFIC POSITION WORK STATEMENT (SPWS) – John H Kerr Lake
BUFFALO CAMPGROUND & DAY USE ATTENDANTS (BUFF-1 & BUFF-2)
2018 (Option Years 2019 & 2020)
1. Number Contracts & Schedule: Two (2) park attendant contract for Buffalo Park (Campground and Day Use). Attendants shall work a 4-DAY-ON / 4-DAY-OFF rotational schedule throughout the contract period.
See the attached CALENDARS for actual paid training and working days. Training days will be paid at the contractor's bid price / day rate.
* BUFF-1: 24 April – 25 September, 2018 (Total number of working days = 80)
• Option Year 2019: 23 April – 25 September, 2019 (Working days = 79)
• Option Year 2020: 27 April – 25 September, 2020 (Working days = 79)
* BUFF-2: 24 April – 30 September, 2018 (Total number of working days = 81)
• Option Year 2019: 23 April – 30 September, 2019 (Working days = 80)
• Option Year 2020: 27 April - 30 September, 2020 (Working days = 80)
2. Park Information: Buffalo Park is located 10 miles west of Clarksville in historic Mecklenburg County, Virginia. This small campground has 11 electric & water sites, and 10 primitive sites, including two paved universal sites and one double site.
The Day Use area has a reserve-able picnic shelter, swim beach, and boat ramp. The park is located 34 miles from the Visitor Assistance Center. Rangers and Deputies routinely patrol the area. Patrol within the park is one (1) mile. Banking is available in Clarksville, VA. There is no restroom inside the Gatehouse, which is located less than 100 feet from Attendant sites and campground restroom. Campground has an electronic gate which automatically opens and closes at park operating hours. Gate automatically opens on the exit side to allow campers to leave at any time. Entry side has key pad, which uses a changing code.
3. Hours of Work: Gatehouse hours are:
• 8 AM to 10 PM, Sundays – Thursdays
• 8 AM – 11 PM, Fridays and Saturdays (rangers will post hours at gate house)
• One person of the 2-person team may alternate hours of duty; the gatehouse shall be manned during all work hours. For possible "after-hours emergencies", Contractor shall also remain on duty at their host site nightly, until 8 AM of the morning after the last day of their shift.
4. Area Specific Requirements:
The following are variances from the General Specifications; specific sections are referenced with the differences. Contractor is bound by both:
A. Section III. B: Contractor is not required to open gates after hours (campground has electronic gate).
B. Section III. B: Contractor is not required to answer after-hours phone calls. Gate house is equipped with an answering machine.
C. Section III. C: Does not apply.
D. Section V. I.: Does not apply.
E. Section V. J.: Contractor shall check park at least once per day and report problems to ranger on duty.
F. Section VI.G: Contractor shall sell and account for ALL passes.
G. Section VIII. C: Contractor shall provide their own nametags. Example:

J. Section IX.3: In addition to stated items, Government will supply colored markers, staplers, staples, pens, pencils, tape and dispenser, paper, note pads, etc. needed to perform required tasks.
K. Contractor also shall:
• Issue gate codes to campers in accordance with prescribed procedures.
• Take reservations and payment for Picnic Shelter.
• Check out life jackets for the “Life Jacket Loaner Program”. Collect and store the life jackets according to procedures. Assist Rangers by picking up life jackets off campground beach at end of day before dark; return to gate house or “Loaner Tree” at beach.
• Report Visitors and Water Safety contacts according to prescribed procedure given at Training.
• Check Answering Machine daily; return calls or notify Ranger on Duty if needed.
• Raise and/or lower the American Flag when directed.

6. Training: Training will be conducted at the Visitor Assistance Center, 1930 Mays Chapel Road, Boydton, VA 23917, 9 AM – 4 PM. Refer to calendar for dates.
7. Golf Carts: Must meet specifications as referenced in General Specifications for Park Attendant Services, Section VIII-B. The COR and the Contracting Officer have final approval.
LONGWOOD CAMPGROUND & DAY USE ATTENDANTS (LW-1 & LW-2)
1. Number Contracts & Schedule: Two (2) park attendant contracts for Longwood Park (Campground and Day Use). Attendants shall work a 4-DAY-ON / 4-DAY-OFF rotational schedule throughout the contract period.
See the attached CALENDARS for actual paid training and working days. Training days will be paid at the contractor's bid price / day rate.

2. Park Information: Longwood Park is located 4 miles south of Clarksville in historic Mecklenburg County, Virginia, on Highway 15. Campground has 65 campsites (33 water & electric, 32 primitive) including two paved universal access sites and one double site. This park operates on the NRRS / ORMS system.
The day use area has a swim beach and a reserve-able picnic shelter. (This park does not have a boat ramp-visitors utilize the Corps ramp across the cove; duties for this contract do not include boat ramp.) The park is located 34 miles from the Visitor Assistance Center. Rangers and Deputies routinely patrol the area.

Attendants shall work a 4-DAY-ON / 4-DAY-OFF rotational schedule throughout the contract period.

2. Park Information: Rudd’s Creek Campground is located 2 miles west of Boydton, VA on State Route 58 in historic Mecklenburg County, VA. The 98-site campground has 74 water/electric sites and 24 primitive sites, a campground boat ramp, a small amphitheater (for campers only), and a picnic shelter and beach (for campers only). It is located 15 miles from the Visitor Assistance Center. Rangers and Deputies patrol the areas daily.
There is a restroom (not public) inside the Gatehouse. Campground has an electronic gate which automatically opens and closes at park operating hours. Gate automatically opens on the exit side to allow campers to leave at any time. Entry side has key pad, which uses a changing code. Approximate round trip mileage for park routine patrol is 2 miles. This park operates on the ORMS/NRRS system.

The campground has 134 water/electric sites and 109 primitive sites, 2 group camp areas, 3 boat ramps (one for campers only), an amphitheater, a special event staging area, a bicycle/jogging paved path, 6 renovated shower houses, and a day use area. This park is located at the entrance to the Visitor Assistance Center (the Corps’ management center); a nature center is within 1 mile. Rangers and Deputies patrol the areas daily. Campground has an electronic gate which automatically opens and closes at park operating hours. Gate automatically opens on the exit side to allow campers to leave at any time. Entry side has key pad, which uses a changing code. Approximate round trip mileage for park routine patrol is 10 miles. This park operates on the ORMS/NRRS system.
The Day Use Area has a reserve-able picnic shelter, a universally accessible fishing pier, a designated swim beach and a playground.

• Gatehouse Hours: 1 April – 30 April, 8 a.m. – 10 p.m., Sun – Thursdays 8 a.m. – 11 p.m., Fridays and Saturdays (one person of the 2-person team must be in the gate house)
• Gatehouse Hours: 1 May – 15 September, 8 a.m. – 3:30 p.m. OR 3:30 p.m. – 11 p.m. (both persons of the 2-person team must be in gate house). The 4-day rotation alternates shifts with the other park attendant contractors; 2 days morning shift, 2 days night shift, 4 days off, etc. Schedule will be posted at training.
• Gatehouse Hours: 16 September – 31 October: 8 a.m. – 10 p.m., Sun – Thurs.
8 a.m. – 11 p.m., Fri - Saturdays
