MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 GENERAL INFORMATION
In each instance, the contract price for a contract line item number (CLIN) will constitute full compensation as herein specified, as shown, or as otherwise approved. The contract price and payment will also constitute full compensation for all work incidental to completion of the CLIN, unless such work is otherwise specifically mentioned for separate payment under another CLIN. In the event any work is required by the specification sections or by the drawings and not specifically mentioned in the measurement and payment paragraphs separate or direct payment will not be made. All costs are therefore incidental to, and included in, the contract prices and payment for all CLINs listed in the price schedule.
Optional CLINs - Exercise of options. The Government may require the delivery of and/or work for the numbered line item(s) identified in the Price Schedule as an "Optional" item. The quantities for these items may be increased or decreased or the item(s) may not be used at all, at the discretion of the Government. The unit price of an optional item will remain unchanged whether the quantities are increased or decreased. The Government may exercise an option by written notice to the Contractor commencing from the date of contract award through the date the contract is closed, unless otherwise specified herein. If an option is exercised, the contract completion date will not be extended; however, with mutual agreement, the schedule of work may be modified.
1.2 MEASUREMENT
1.2.1 General
CLINs measured as a lump sum will be measured for payment as a complete job in the locations indicated. This measurement includes all incidental work and materials such as fasteners, electrical materials, and O&M manuals that are necessary to make a complete job. Unless the CLIN paragraph makes a specific exception of any item, incidental items will not be measured under any other CLIN, even though there is another listing for the work or material.

The design shall be such that the only requirements for station power are for:
a. 125 Vdc for field flashing, as specified in paragraph 1.4.2,
b. 120 Vac (non-preferred) for lighting, convenience outlets, and heaters,
c. 125 Vdc control power for operation of control relays and operation of all remote inputs to the AVR including voltage raise/lower, automatic/manual control switching, power circuit breaker control, remote indication, annunciation, and protection.
2.3 EXCITATION SYSTEM PERFORMANCE CHARACTERISTICS
2.3.1 General
The AVR shall be capable of supplying, without exceeding its nameplate continuous load rating, ample field excitation to the rotating exciter for the generator to deliver 115 percent rated kVA at rated power factor, rated frequency, and 105% voltage. In addition, it shall be capable of supplying ample field excitation to the rotating exciter in order for the generator to deliver a potential future uprate of 12,000 kVA at rated power factor, rated frequency, and 105 percent voltage. The AVR shall be capable of supplying ceiling voltage for a minimum of 10 seconds without overheating the AVR components. This short-time overload capability shall be verified by factory tests.

The excitation system shall be capable of the following performance:
No-Load Ceiling Voltage +/-180 Vdc
Source Voltage 100 percent rated
The AVR shall be capable of achieving the no-load ceiling voltage at the specified source voltage.
2.3.3 Control System Features
2.3.3.1 General
The AVR shall be designed and have sufficient capacity for complete automatic operation for startup, normal operation, and shutdown of the
SECTION 48 19 26 Page 11 generating units. Upon loss of external dc control power, the AVR shall continue normal operation from back-up control power supply fed from the generator leads with annunciation of the failure of the primary power supply. Indicating lights, or conduction monitor, shall be provided to indicate and locate thyristor or diode failure.
2.3.3.2 Automatic and Manual Modes
The AVR shall have the ability to be operated in either the manual or automatic modes as selected remotely using a manual/automatic mode switch.
The manual mode is used when the automatic mode has failed and during testing. In either mode, control of the generator terminal voltage is accomplished by varying the amount of current in the field windings.
2.3.3.3 Operation Sequence
The sequence for normal operation in automatic mode shall be as follows:
a. When a generator unit start is initiated and the machine reaches 95 percent rated speed, the AVR shall initiate field flashing, which shall raise the machine terminal voltage to a preset value below rated terminal volts. The automatic voltage regulator shall then raise the terminal voltage to the normal preset voltage.
b. After the automatic voltage regulator has caused the generator terminal voltage to reach that level prescribed by the automatic voltage regulator setpoint for speed-no-load (SNL), the regulator shall be capable of remote adjustment, either manually or through action of the automatic synchronizer, to achieve the desired voltage setpoint necessary to put the unit on line.
c. Operation of the automatic voltage regulator shall be as described in paragraph 2.4.7. Provisions shall be incorporated for the automatic reduction of excitation to a level safe for continuous operation after a predetermined time at ceiling or at abnormally high levels. If the automatic regulator fails to reduce the excitation to this lower level within the allotted time, complete shutdown shall occur.
d. During regular generator shutdown, the regulator shall automatically reduce the manual and automatic voltage regulator setpoints to the generator rated voltage, no-load level.
2.3.4 Diagnostics
Diagnostics and self-tests shall be automatically performed on power-up of the voltage regulator to verify that the total hardware and software is fully operational. After power-up, the digital computer shall continuously verify that it is performing all of its tasks without error. Both on-line and off-line diagnostics shall be provided as follows:
