SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

Award will be made using the Lowest Price Technically Acceptable Process (LPTA), in accordance with FAR 15.101-2. The LPTA process does not permit tradeoffs between price and non- price factors.

**The term “relevant” or “relevancy” refers to the present/past performance effort involving essentially the same scope and magnitude of effort and complexities this solicitation requires.

Evaluation Factor 1: Technical Evaluation Factor 2: Past Performance Evaluation Factor 3: Price

Factor 1 -Technical: The term “technical,” as used herein, refers to non-price factors other than past performance.

The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the Government’s minimum requirements. The technical elements below will be used in the evaluation:

Technical Element 1: Specifications and Schedule Related Items

a) Completed table documenting the proposed pieces of equipment and system components.

b) Provide descriptive literature such as illustrations, specifications, drawings, Brand Name, Part/Model Number, or a clear reference to the equipment and/or system being proposed. This equipment and/or system shall include, but not limited to, the following equipment: Exciters, Governors, 15kV Switchgear, 480VAC Switchgear, Switchgear Building, Duct Bank, 15kV Cables, surge protection, transformers, and tray. Also included should be the basic design, including drawings and/or specifications, of the Governor Control System referred to in specification section 48 19 00, 2.7.13 “Human Machine Interface (HMI) Equipment and Software”.

c) Provide a work plan narrative that documents major work elements to be performed, location of work elements to be performed, and describes preliminary construction methods/plans necessary to accomplish the work. Specify the proposed order in which the building and equipment will be installed and commissioned. This should be written in a manner that minimizes the generator outages.

d) Site plan which graphically represents the proposed layout and location of proposed components. The Offeror shall document clearly demonstrate the roles and responsibilities of each proposed company and list which company will furnish what equipment or services required by this solicitation. The proposal shall identify the specific individuals (i.e., site superintendent and primary installation technicians) who will be on-site during the installation and testing. The proposal must provide documentation and/or certifications demonstrating that the individuals proposed to perform the work have the necessary training and certifications to install the systems being proposed. The proposal must demonstrate that each of the above subcontractors and suppliers have a minimum of ten (10) years relevant experience.

In order to be rated Acceptable for Technical Elements 1 and 2, contractor proposal must provide all requested information. Failure to provide requested information for Technical Elements 1 and 2; or providing information that does not show technical relevance to the information being requested will result in the contractor proposal receiving an Unacceptable technical rating.

Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not meet the minimum requirements of the solicitation.

Factor 2 – Past Performance: Past performance will be used as an evaluation factor within the LPTA process in accordance with FAR 15.101-2(b). It shall be evaluated in accordance with FAR 15.305 and DFARS 215.305. The Government reserves the right to obtain Past Performance information from any other sources available to the Government. This includes, but is not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. While the Government may elect to consider data from other sources; the burden of providing detailed, current, accurate, and complete past performance information rests with the offeror. The past performance elements below will be used in the evaluation:

1. A minimum of three comparable projects submitted by Contractor and subcontractors that are similar in size, scope, and complexity as proposed contract action for the Philpott Rehab Project. Projects must have been completed in the past 10 years by both the prime contractor and any subcontractors proposed as part of the team. Include reference contact information for each project.

Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Factor 3 – Price: The LPTA process is applied to known, firm requirements, usually readily available in the commercial marketplace where a fair and reasonable price determination is based on adequate price competition.

Therefore, price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror. Price will be the determining factor for award after the determination of the technical acceptability of all offers. It is the Government’s intent to award to the offeror who presents the lowest priced, technically acceptable proposal. The price elements below will be used in the evaluation:

Completed bid schedule that includes pricing for each CLIN of the solicitation.

Contractor quotes must include the following:

1. Cover letter signed by an official authorized to bind your firm, stating that your offer has an acceptance period of 90 calendar days from the date of signed offer and acknowledging all amendments by number and date of issuance on a separate sheet to be submitted with the price quote.

2. Required Submittals in response to Evaluation Factors.

a) Provide descriptive literature such as illustrations, specifications, drawings, or a clear reference to previously furnished descriptive data of each piece of equipment or system component being offered.

b) Provide a work plan narrative that documents major work elements to be performed, location of work elements to be performed, and describes preliminary construction methods/plans necessary to accomplish the work.

c) Indicate compliance with installation requirements.

d) Indicate compliance with delivery schedule. If the delivery schedule cannot be met, Offeror must so indicate in its quote. If a deviation is proposed, Offeror must so indicate in its quote.

e) Contractor will submit Manufacturer’s Quality Assurance Data. This information will be used to verify that the Manufacturer and Contractor meet the requirements set forth in Paragraph 1.6.2 Quality Assurance of the Performance Work Statement.

f) Certifications and qualifications of contractor personnel performing work.

3. Pricing schedule completely filled out, totaled, and submitted separate from technical submittals.

4. Entire proposal shall not exceed 40 pages excluding price proposal, product specifications, and personnel certifications.
