About this file

This is a Questions and Answers document from an Industry Day event for the construction of a new Critical Care Center at the VA Greater Los Angeles Healthcare System. The key discussions centered around one-on-one meeting logistics, funding status, and project timeline considerations.

Key details include: The VA project funding is included in FY25 President's Budget but awaiting congressional approval under continuing resolution. The government expects full funding before advertisement. The Sources Sought notice remains open until June for both general contractors and trade partners to submit responses. Industry expressed concern that 90 days is insufficient for proposal preparation. Cost estimates were conducted in summer 2023, with potential impacts from Los Angeles Olympics and competing projects being considered. The government is developing Small Business Participation goals through additional market research. One-on-one meetings are being planned to discuss contractor responses to the Sources Sought notice and gather input on acquisition strategy best practices.

Question: What does the process look like for the one-on-one meeting and how long would you allow for those one-on-one to happen? provide for those When are the dates for the 1-on-1s with USACE SPL Contracting?

Answer: We will provide updates by end of week. The intent of the ono-on-one is to discuss your responses provided to the Sources Sought notice and to discuss best practices that we can incorporate into the acquisition strategy. Please ensure you express your desire for a 1-on-1 with USACE SPL Contracting POC.

Question: Is there going to be a pre-qual for the GCs (General Contractors)? I think for the magnitude of this proposal it would be best practice to pre-qual major Subs or have them list in your proposal.

Answer: The acquisition strategy is flexible and is still being developed. Input from industry will inform this development of the strategy and allow us to incorporate best practices that will be in the best interest of the government. Please don’t forget to submit additional comments via SAM.gov.

Question: Will USACE welcome responses to the Sources Sought from Trade Partners and if so until when are you allowing trade partners to submit response?

Answer: Yes. Sources Sought remains open until June and we welcome your response.

Question: Will the funding coming from congress to the VA / USACE be in bulk or incrementally funded over multiple fiscal years?

Answer: The funding for the full project is in the VA's FY25 President's Budget. We are currently operating under CR, so congress has yet to approve the budget. Once congress approves the budget, we expect it to be fully funded before we advertise, and we do have a current cost estimate that feeds into the requested compass for the funding itself.

Question: When was your estimate done and does that that into consideration the current situation relative to Los Angeles? Will the Olympics or other projects in the Los Angeles are compete for resources for this project?

Answer: Estimate was conducted this past summer. This is a different type of construction, so we do not expect the current situation to have much impact. We do realize that there is competing like type projects that may come into play but that has been taken into consideration. As we complete our construction documents, we will go through another cycle of cost estimation and update if needed.

General Comments Comment from Industry: 90-days is not enough for adequate proposal preparation Comment from Panel: Small Business Participation goal is being developed. Market research will be conducted to assess viability and help develop practical goals.
