2.1.1 Debris Characterization for Offsite Reuse or Disposal
The Contractor will perform sampling and analysis of debris to be removed. The debris to be sampled and analyzed will be taken from shoaled areas that are approximately 1-foot to 7-feet above the adjacent toe roads and may be up to 10-feet in some areas. Depths of samples should be at a minimum of 7-feet below the ground surface with a maximum of 10-feet below the ground surface. Trenches can be terminated when the water table encountered is above the minimum depths. The Contractor will submit a proposed number of test trenches and their locations for each ESR Reach. Ultimately, the Contractor will provide a final report with conclusions and recommendations as to what reuse/disposal options are available for the debris in accordance with the below requirements.
2.1.1.1 Sampling and Analysis Plan (SAP): The Contractor will prepare a Sampling and Analysis
Plan (SAP) to describe the methods to be used for collection and analysis of debris for chemicals and geotechnical parameters. The SAP will include a Health and Safety Plan, Quality Control Plan for chemical analysis, procedures for collecting and packaging sediment samples, procedures for preparing the trench logs, a figure showing the proposed sample locations based on the sampling grid, a table listing proposed chemical analysis and geotechnical parameters analysis, and a description of how field samples will be composited for chemical laboratory analysis.
2.1.1.2 Sample Collection and Analysis: The Contractor must procure a sampling and analytical laboratory contractor to complete this task. The Contractor must propose the number of samples and locations, with an average of 2 samples per location, from depths ranging from 7-feet to 10-feet below ground surface. The sampling locations will be based on a sampling grid pattern (85’ x 85’) overlaid on an aerial view. Actual sampling locations will be selected in the field based on logistical conditions and access available during field work. The Contractor must use appropriate equipment to trench down to the total depth of debris removal, to the maximum depth of excavation sidewall stability, or a maximum depth of 10-feet below ground surface, whichever is less. The trenching equipment to be used for sampling will have a minimum reach of 10-feet below ground surface and be equipped with GPS, or any other equipment, that can be used to layout of the location of the test trenches as identified in the SAP. Ground surface conditions at each sampling location must be described in field notes and photographed. Trenching and excavations must follow the safety protocols as outlined in the USACE EM 385-1-1 Safety Manual.
Materials removed from the excavation will be temporarily stockpiled adjacent to the excavation.
During this process, samples will be collected from the appropriate equipment at depths identified in the SAP. A photoionization detector (PID) will be used to field-screen sediments for volatile organic compounds (VOCs) at each sampling depth. Sample locations and/or sample depths at a location also may be modified if field conditions such as staining, odor, or elevated PID readings indicate the potential presence of contaminants (targeted sediment samples). It is assumed that the trenches will remain open during sampling. However, if a trench does not remain open due to groundwater or other factors, the sampling program will be adjusted to collect a sample from the deepest portion of the excavation, not affected by slough, and additional shallower samples will then be collected between the deepest sample and the ground surface. A trench log will be prepared for each sampling location to document soil observed in the trench, debris/staining (if any), sampling depths, depth to water, PID measurements, and other observations. After completion of the sampling the trench will be backfilled with the excavated materials. Samples collected from the trenches will be composited by the laboratory for chemical analysis in accordance with the SAP. The Contractor must abide by all Environmental Protection Agency (EPA) means and methods, along with any other national, state, and local standards to analyze and characterize the samples for offsite reuse or disposal.
Samples will also be collected for select geotechnical parameters to confirm field logging of soil types.
Analysis will include analyses for soil particle size (including hydrometer testing to characterize fine-grained sediments), expansion index, and specific gravity of soil. Samples will be collected from various soil types observed during logging of the trenches (e.g., generally fine-grained sediments, generally coarse grained sediments, and coarse and fine-grained mixtures). A trench log will be prepared for each sampling location to document soil observed in the trench, debris/staining (if any), sampling depths, depth to water, PID measurements, and other observations. After completion of the sampling, the trench will be backfilled with the excavated materials.
Samples collected from the trenches will be composited by an analytical laboratory for chemical analysis in accordance with the SAP and compositing instructions. Each composite sample will consist of two individual samples from similar depths (based on ground surface and groundwater) from two trenches in close proximity to each other, where feasible. Samples collected based on field observations of staining, elevated PID measurements, or other factors suggesting the presence of PCC will not be composited. Composite all samples in groups of two for laboratory analysis. Two of the composited samples will be selected for duplicate analysis. Additional analysis for individual samples must be included in the sampling program to resolve unusual results. For example, if a composited sample indicates elevated concentrations of metals, analysis of the two individual samples that make up the composite sample for metals will identify (1) which of the two samples was elevated in metals, or
(2) if both samples are elevated in metals or (3) that the composited sediment analysis was anomalous.
If the sample analysis allocated to targeted samples to identify PCC based on staining, PID measurements, or other field observations are not needed (i.e., no field indicators of PCC are observed), these analyses will be used to provide data to potentially resolve anomalous results in composited samples as described above.
The number of samples to be analyzed by the chemical laboratory will be outlined in the SAP. These include:
• Composited samples,
• Duplicates of composited samples,
• Targeted samples,
• One or more soil constituents from individual samples (Not part of the targeted samples)
Samples collected for chemical analysis will be analyzed for the following:
• Total recoverable petroleum hydrocarbons (TRPH) using EPA Method 418.1;
• Organochlorine pesticides using EPA Method 8081A;
• Polychlorinated biphenyls (PCBs) using EPA Method 8082;
• Volatile organic compounds (VOCs) using EPA Method 8260B and preserved using
EPA Method 5035;
• Polynuclear aromatic hydrocarbons (PAHs) using EPA Method 8310; and Title 22 metals using EPA Method 6010B/7471A.
Samples collected for selected geotechnical parameters will be analyzed for the following:
• Gradation analysis using ASTM D6913,
• Hydrometer analysis using ASTM D422, and
• Expansion Index using ASTM D4943.
• Sediment samples will be analyzed for specific gravity: Specific gravity (passing #4 sieve) using ASTM D854 and Specific gravity (retained on #4 sieve) using ASTM C127.
2.1.1.3 Debris Characterization for Offsite Reuse and Disposal Report: The Contractor will prepare a report that includes a description of the sampling activities and deviations from the SAP, if any occurred. Sample locations will be provided on a map and analytical results will be included in tables organized by laboratory analytical method. The report will include information on potential options for reuse of the material based on the results; such options may include use as daily cover at a landfill, use as fill material at a private or public construction project, or other. The SAP, trench logs, laboratory analytical reports, and data validation findings will be provided as appendices. The report must clearly state how clean/contaminated the sediment is, and how and where it can be disposed.
After the final 100% review period, one (1) PDF copy of the sediment sampling and analysis report shall be submitted along with a copy in Microsoft Word format. Upload link will be provided to contractor for submitting to USACE.
2.1.1.4 Review and Submittal Schedule: The Contractor will perform the work and services in the time allowed as follows:
• Initial Conference Call with Tentative Project Schedule within two weeks from date of written notification of task order award.
• SAP preparation within one month after receiving the Notification to Proceed (NTP).
• Field work, sampling analysis, and soil classification completed within 5 months after
NTP.
• USACE will take two weeks to review sampling and analysis report and send back any comments to contractor. Contractor will incorporate the comments and send the final report no later than 6 months after receiving the NTP.
USACE will require the following reviews and timelines in conjunction with producing the final report.

Attachment 4:
Proposed Environmental Avoidance and Minimization Measures
Proposed Environmental Avoidance and Minimization Measures
Bio-1: All work will be scheduled to occur outside of the LBVI nesting season (between
September 15th through March 14th).
Bio-2: Prior to construction activities, a USACE-approved biological monitor will conduct pre-construction environmental training for all construction crew members. The training shall focus on required avoidance/minimization measures and conditions of regulatory agency permits and approvals. The training will also include a summary of sensitive species and habitats potentially present within and adjacent to the Proposed Project Area.
Bio-3: A USACE-approved biological monitor will be on-site during all sediment and vegetation removal activities to ensure unintended impacts to biological resources including but not limited to vegetation and wildlife, are avoided or minimized. The monitor will also ensure that vegetation removal of native and non-native species only occurs in approved zones with minimal impact to native species.
Bio-4: In areas where native trees are to be preserve or avoided, sediment removal activities would be limited to no closer than 5 feet from the tree canopy dripline of native trees to ensure survivorship of trees.
Bio-5: If heavy machinery may impact the survival of native vegetation in enhancement areas, then hand tools will be used to remove exotics. This determination will be made by the Corps’ Project Biologists or Corps-approved qualified biologist in coordination with the Corps Operations Division and the contractor.
Bio-6 An invasive species management plan will be prepared to describe methods and schedules used to treat exotic plants. The plan shall also include elements required at Section 5-3 of EP 1110-2-18. Section 5-3 requires a detailed vegetation removal plan within the VFZ which must be reviewed and approved by the USACE District Levee Safety Officer.
Bio-7 Dust control measures will be implemented during the construction phase to reduce excessive dust emissions. Methods for reducing dust emissions may include wetting work areas by water truck on a regular basis such as dirt access roads and sediment stockpiles, as well as covering truck beds carrying material and stockpiles.
Bio-8 Best Management Practices shall be implemented to reduce impacts to native habitats, including the following: (a) All equipment maintenance, staging, and dispending of fuel, oil, coolant, or any other toxic substances will occur in developed or designated non-sensitive upland areas. If a spill occurs outside of a designated area, the cleanup will be immediate and documented. (b) Fire suppression equipment including shovels, water, and extinguishers will be available onsite during the fire season (as determined by Los Angeles County Fire Department) and when activities may produce sparks. Emergency contacts must be established prior to work beginning. (c) To the extent feasible, the contractor will prevent exotic weeds from establishing within the work site during construction. Construction equipment will be cleaned of mud or other debris prior to mobilizing and before leaving the site to reduce the potential spread of invasive plants and/or seeds.
Bio-9 Protocol level surveys for the vireo will be required every year prior to work in any suitable habitat areas within the Project footprint. Known vireo territories based on recent survey and observation data (2016, 2018, 2019, 2022, and 2023) along with proposed protocol level surveys will be mapped. In areas where vireos have been known to establish territories, vegetation management within these areas will be limited to non-native vegetation. No vegetation or sediment removal that results in removal of native vegetation will occur in these areas.
Hz-1 Suppress dust through use of water trucks for staging and hauling operations through Bowtie Parcel and Taylor Yard.
Hz-2 Conduct all refueling operations in designated staging areas, outside of surface waters.
Wq-1: Water diversion structures such as k-rails, coffer dams, rubber dams, or super sacks (i.e., industrial polypropylene fabric bags filled with sand) would be temporarily placed in the channel to isolate the work areas from surrounding flows. All water diversion structures would be removed upon completion of construction within a particular reach. There would be no water diversion structures when work is not occurring.
Wq-2: Temporary earthen access ramps in Reach 5 and Reach 6 would be removed upon completion of work at the respective reaches. In case of expected storm flows, the earthen ramps would be removed.
Wq-3: All applicable terms and conditions of the Clean Water Act Section 401 Water Quality Certification that authorizes discharges associated for the proposed action would be implemented. See Attachment A.
