About this file

This appendix contains water quality data to support the Flood Risk Management (FRM) Maintenance Services contract solicitation issued by the Department of the Army Corps of Engineers Engineering District Los Angeles. The solicitation seeks proposals for flood risk management maintenance services, including vegetation management, debris removal, and sediment management along waterways in Los Angeles County. Proposals are due by July 15, 2023 and the contract is expected to be awarded by September 30, 2023. The contract term is five years with an estimated value of $50 million. Small businesses are encouraged to compete for this opportunity. The water quality data in the appendix provides historical measurements to inform bidders' work plans and pricing.

Water Monitoring -

Reach 4A

Los Angeles River

Langan Project No.: 721030002

Dear Ms. Kuykendall and Mr. McWilliams, In accordance with the request of BJD Resourcing LLC (BJD), and the Langan proposal authorized on September 22, 2021, Langan Engineering and Environmental Services, Inc, (Langan) performed water quality monitoring at Reach 4A of the Los Angeles River. Reach 4A of the Los Angeles River is located below the Verdugo Wash confluence between Brazil Street and Colorado Street in Los Angeles, CA. It is approximately 1,950 feet long and runs northwest to southeast, paralleling the I-5 freeway. Per the scope of services for Reach 4A of the Los

Angeles River agreed upon in the proposal to BJD Resourcing, Langan measured the water quality both upstream and downstream daily for the first five days of work and then one day per week thereafter during in-stream work. Water quality was measured on October 13-15, 18, 19, and 26. The water quality monitoring field logs are enclosed.

Very truly yours, Langan Engineering and Environmental Services, Inc.

Receipt

The sample was received on 1/13/2017 12:10 PM; the sample arrived in good condition, properly preserved and, where required, on ice.

The temperature of the cooler at receipt was 8.2º C.

Receipt Exceptions The following sample was received at the laboratory outside the required temperature criteria: HP. The sample is considered acceptable since it was collected and submitted to the laboratory on the same day and there is evidence that the chilling process has begun.

GC/MS VOA

Method(s) 8260B: The matrix spike / matrix spike duplicate (MS/MSD) precision for analytical batch 440-383075 was outside control limits.

Sample matrix interference is suspected.

Method(s) 8260B: TBA-d9 internal standard (ISTD) response for the following samples was below acceptance criteria: HP (440-173400-1). This ISTD does not correspond to any of the requested target compounds; therefore, the data have been reported.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

GC/MS Semi VOA Method(s) 8270C: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate (MS/MSD) associated with preparation batch 440-382179 and analytical batch 440-383005. The laboratory control sample (LCS) was performed in duplicate to provide precision data for this batch.

Method(s) 8270C LL: Surrogate recovery for the following sample was outside control limits: HP (440-173400-1). Evidence of matrix interference is present; therefore, re-extraction and/or re-analysis was not performed.

Method(s) 8270C LL: The continuing calibration verification (CCV) associated with batch 440-382994 recovered above the upper control limit for 4-Methylphenol, Hexachlorocyclopentadiene and Aniline. The samples associated with this CCV were non-detects for the affected analytes; therefore, the data have been reported.

Method(s) 8270C LL: The following compounds were outside control limits in the continuing calibration verification (CCV) associated with batch 440-382994: Isophorone. These compounds are not classified as Calibration Check Compounds (CCCs) in the reference method, and the laboratory defaults to in-house and/or project-specific criteria for evaluation. A standard was run at the reporting limit for this compound to demonstrate sufficient instrument sensitivity. The associated samples were non-detect for the affected analytes.

Method(s) 8270C LL: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate (MS/MSD) associated with preparation batch 440-382196 and analytical batch 440-382994. The laboratory control sample (LCS) was performed in duplicate to provide precision data for this batch.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

HPLC/IC

No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.

GC VOA

No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.

GC Semi VOA

Method(s) 8015B: Hydrocarbon result partly due to individual peak in quantitation range. HP (440-173400-1)

Case Narrative

Project/Site: Associates De-watering/LA River Project

Job ID: 440-173400-1 (Continued)

Laboratory: TestAmerica Irvine (Continued)

Method(s) 8015B: The method blank for preparation batch 440-382171 and analytical batch 440-382369 contained C10-C28 and

C13-C22 above the method detection limit. This target analyte concentration was less than the reporting limit (RL); therefore, re-extraction and/or re-analysis of samples was not performed.

Method(s) 8015B: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate (MS/MSD) associated with batch 440-382171 The laboratory control sample (LCS) was performed in duplicate to provide precision data for this batch.

Method(s) 608: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate/sample duplicate

(MS/MSD/DUP) associated with preparation batch 440-382170 and analytical batch 440-382580. The laboratory control sample (LCS) was performed in duplicate to provide precision data for this batch.

Method(s) 608: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate (MS/MSD) associated with preparation batch 440-382170 and analytical batch 440-382466. The laboratory control sample (LCS) was performed in duplicate to provide precision data for this batch.

Method(s) 8015B: The source sample for the MS/MSD associated with batch 440-382803 was diluted due to the abundance of target analytes : (LCS 440-382803/8). Because of this dilution, the surrogate spike and matrix spike concentration in the sample was reduced to a level where the recovery calculation does not provide useful information.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

Metals

Method(s) 200.7 Rev 4.4: The following sample was diluted due to the nature of the sample matrix: HP (440-173400-1). Elevated reporting limits (RLs) are provided.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

General Chemistry No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.

Organic Prep No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.

VOA Prep No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.
