About this file

This document contains an EnviroStor profile report and related federal contract opportunity. The EnviroStor profile report provides details on the San Fernando Valley Groundwater Basin Superfund site located in Los Angeles County, California. Multiple areas within the basin are designated as National Priorities List sites due to contamination of the groundwater aquifer used for drinking water supply. Primary contaminants of concern include volatile organic compounds such as trichloroethylene and tetrachloroethylene. The report summarizes the history of groundwater contamination and remediation efforts by federal, state, and local agencies since 1979.

The related federal contract opportunity is a solicitation from the Department of the Army Corps of Engineers Los Angeles District for flood risk management maintenance services. The solicitation seeks to provide maintenance for unspecified flood risk management projects and does not include pricing, response deadline, or award date details. Federal agencies involved include the Corps of Engineers district office. No other salient details are provided in the opportunity description.

Site History

The San Fernando Valley Ground Water Basin (SFVGWB) is located within the Upper Los Angeles River Area and consists of the eastern portion of the San Fernando Valley and the en Verdugo Basin. The SFVGWB encompasses approximately 112,000 acres of alluvial valley fill deposits and provides enough water to serve approximately 600,000 residents. The Basin bounded on the north and the northwest by the Santa Susana Mountains, on the northeast by the San Gabriel Mountains, on the west by the Simi Hills and on the south by the Santa Mo Mountains. The San Fernando Valley Study area includes four National Priorities List (NPL) sites. They are: Area #1 - North Hollywood NPL site covers 9336 acres in the eastern part of San Fernando Valley. The site has been divided into the North Hollywood Operable Unit (OU) and the Burbank OU. Area #2 - Crystal Springs NPL Site covers 3975 acres south- east of North Hollywood NPL site and is located in the cities of Glendale and Los Angeles. Area #3 - Verdugo NPL Site covers 2673 acres in the eastern part of the San Fernando Valley and is located in and adjacent to La Crescenta in the Verdugo Mountains. In October 2004, San Fernando Valley Area #3 was delisted from the National Priorities List (NPL) therefore no furthe action is necessary with respect to this area. Area #4 - Pollock NPL Site covers 1653 acres in the southeastern part of the San Fernando Valley and is located in and adjacent to the citie Los Angeles and Glendale. Groundwater contamination in the SFVGWB is linked to prewar, postwar, and current industrialization in the San Fernando Valley. The primary contaminants concern are volatile organic compounds (VOCs), trichloroethylene (TCE), and tetracholoethylene (PCE), which have been and/or are being used in many San Fernando Valley industries such aeronautical, automotive, dry cleaning, and metal plating. These solvents have found their way to the groundwater basin as a result of both past and improper use, storage, and dis practices. The SFVGWB Superfund sites, added to the NPL in 1986, are areas where groundwater from wells have been found to contain VOCs above the state and federal drinking wa standards. Groundwater contamination at numerous wells have been so severe with TCE and PCE that these wells have essentially been put out of commission. Exposure of receptors contaminants can possibly occur through ingestion of contaminated drinking water, inhalation of vapors released from the contaminated water as in taking showers, and dermal exposure washing or bathing. However, with the strict regulatory control over water quality by the State's Department of Health, Office of Drinking Water (ODW), the RWQCB, and other agencies, residents are assured that the water they consume is safe and that no one is drinking water which contains concentrations of contaminants above regulatory standards. Federal, state, a local agencies have been conducting investigations and cleanup of contaminated groundwater in the SFVGWB since contamination was discovered in 1979. These activities involve measuring the extent of contamination, developing and implementing cleanup remedies, and identifying responsible parties. EPA provided oversight of the basinwide Remedial Investiga (RI). The RI objectives were to collect lithological and water quality data and information regarding basin operations for the eastern SF and Verdugo basins; develop a regional characterization of geology, hydrology, hydrogeology and the nature and extent of groundwater contamination within the eastern & Verdugo basins; study fate and transport of compound the environment; identify Applicable or Relevant and Appropriate Requirements (ARAR's); and evaluate the potential risk to human health and the environment. The Remedial Investigat the SFVGWB was divided into two phases:****

Site History

This Site is part of a 243-acre rail yard maintenance and storage facility. Routine maintenance and major diesel locomotive service and repairs have been conducted at this site for nearl years. Areas of concern include large holding ponds, several former aboveground and underground tank locations, maintenance and fueling areas, and other operational areas. Contam of concern are metals, volatile organic compounds (VOCs), oil, and diesel. Wastewater treatment ponds and rubbish piles are potential sources of groundwater contamination. Possible exposure pathways include direct contact, groundwater, and possible surface runoff into the Los Angeles River. There may also be potential environmental impacts to wetland areas adja to the Los Angeles River. This site is located within the San Fernando Groundwater basin and partially within the U.S. EPA Superfund site, San Fernando Valley - Area 4 (Pollock Well Fi The groundwater at the site has elevated concentrations of VOCs.

In April 1990, Union Pacific entered into an Enforceable Agreement with DTSC to ensure that the nature and extent of releases or threatened releases of hazardous substances are investigated and appropriate remedial actions are taken. The Enforceable Agreement permitted investigation and remedial work at Taylor Yard to proceed under separate phases. The fir phase consisted of an accelerated soil investigation and soil cleanup of a portion of the property referred to as Sale Parcel (approximately 175 acres). The Sale Parcel was investigated remediated, and in 1998, DTSC granted a partial closure for soil at the Sale Parcel. This portion of Taylor Yard was subdivided and sold to various entities.

The second phase included the remedial investigation of the remaining 69 acres referred to as the Active Yard or Parcel G which was used to support maintenance and locomotive fuelin operations. Parcel G was further subdivided into Parcel G1 (G1), which encompasses the northern 19-acre portion, and Parcel G2 (G2), which includes the remaining 42 acres. G1 was investigated and remediated to industrial-based standards and subsequently purchased by State Parks. The remaining G2 was investigated and a health risk assessment was prepared determine the appropriate remedial action. The Remedial Action Plan (RAP) describing the remediation alternatives for industrial use was approved by DTSC in February 2014.

In 2017, the City of Los Angeles (City) purchased G2 and in January 2018, the City entered into a California Land Reuse and Revitalization Act (CLRRA) Agreement with DTSC to furthe investigate and remediate the Site. DTSC approved the Remedial Investigation Workplan in June 2018 to determine the extent of soil and soil gas contamination. WSP, the City's consul and their sub-contractors conducted the investigation from June through September 2018. A work notice was distributed to adjacent residential complexes and nearby schools. The Repo Findings which described the investigation activities and presented the sampling results was approved on June 5, 2020. The Report identified areas that require further action.

The City plans to prepare a Response Plan to address the contamination. Currently, the City's consultant is preparing the design for the development which will provide information for Response Plan.
