Department of the Army U.S. Army Corps of Engineers Los Angeles District

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Agency: The contracting agency responsible for this procurement action is the U.S. Army Corps of engineers, South Pacific Division, Los Angeles District (CESPL), Los Angeles, CA.

2. Description of Action: A new competitive firm fixed price construction contract which includes “brand name only” components listed below as their standard.

3. Description of Supplies/Services: Construct a new Community Living Center at the Tibor Rubin VA Medical Center (VALB MC), Long Beach, CA. This new construction includes the “Brand Name” component:

Schlage Primus Large Format IC (Interchangeable core locks) is the Medical Center’s standard for the core/door hardware used throughout the facility. The current government estimated direct material cost of the brand name component listed is $ .

4. Authority Cited: 10 U.S.C. 2304(c)(1) and FAR 6.302-1 and 11.105. Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: VAMC Long Beach has established or received accreditation for the item listed above as their standard for the use on the Medical Center campus.

Schlage Primus Large Format IC (Interchangeable core locks) is the standard hardware for the facility. For security and inventory purposes the door hardware system is to remain uniform and in compliance with the existing key system.

Key control is a major security issue and consistency in hardware is of great concern to campus police as well as the employees. Conformity with the existing hardware system will allow for spare parts inventory to remain manageable and cost effective.

6. The Solicitation being issued will be an unrestricted competitive RFP. The brand name components represent a small portion of the overall construction project that is being competed.

7. Actions to Increase Competition: See Paragraph 6 above.

8. Market Research: Non-compatible door lock hardware and security and fire alarm systems that have been installed at the VA Long Beach Medical Center have had to been replaced in the past thus wasting Government funds. It is imperative that these compatible systems are properly specified in future specifications to avoid waste of government funds. This has been the experience of the VALB MC.

Having numerous master keys in lieu of one master key is not acceptable for security requirements.

An internet search was completed and there are other door hardware brands that could be used; however, they would not be compatible with the hardware and locks which the VALB MC currently uses. The VALB MC spare parts inventory will remain manageable with all systems of the same brand name.
