PROCUREMENT NOTES:
1. The contract type is an indefinite delivery (IDC) contract pursuant to FAR Part 16, which will consist of Firm-Fixed-Price Task Orders.
2. Each Task Order will consist of individual tasks from CLINs 0007 - 0015 as detailed in the individual task order performance work statement (PWS). A task order will be awarded upon award of the contract and a new task order will be awarded annually to coincide with each option year, if optioned. Each task order will have pre-negotiated rates as per this contract to include escalation if applicable. Once the total funding is available, the task order will be negotiated for CLIN amounts and awarded accordingly. The total price of the task order is the maximum amount authorized without a modification. The normal task order amount is expected to be between $2,500,000.00 and $5,000,000.00. All units of issue will be Estimated Quantities and during performance these quantities are subject to change per on-site instructions and/or direction of the G3-Range Operations. The Contractor must maintain operations throughout the performance period of the task order, normally 365 days unless modified.
3. The Offerors unit price per Grid/each/pound or event shall include all costs, direct and indirect, to perform the required work.
• CLIN 0007 Initial Mobilization; The Offeror will propose a one-time cost for equipment and office trailers, if desired, to be mobilized, retained and secured onsite. The equipment, some or all may be included in the general cost per task order instead of this initial cost. This Initial Mobilization will, also, include the writing of the Basic Work Plans, Standard Operating Procedures (SOP) and all future changes appendices and amendments to plans, to include attending and supporting meetings with the Los Angeles District and Ft Irwin officials as well as official DOD, DA, Federal, State and local investigators, as necessary. Provide a complete detailed breakdown of the cost for the Work Plans, SOPs, equipment and property that will be purchased as part of detailed cost proposal. Refer to Section C for more details.
• CLIN 0008 - 0013 will be used for pricing the cost of each grid cleared as detailed below. Refer to
Section C for more details. Travel, per diem or other TDY costs are not authorized on the contract unless authorized/directed by a task order for specific reasons.
o CLIN 0008 will be used for pricing the cost for each grid cleared that contain less than 1 pound of munitions debris (MD) or was required not to remove any MD.
o CLIN 0009 will be used for pricing the cost for each grid cleared that contains 1 to 100 pounds of munitions debris (MD) per grid.
o CLIN 0010 will be used for pricing the cost for each grid cleared that contains 101 to 500 pounds of munitions debris (MD) per grid.
o CLIN 0011 will be used for pricing the cost for each grid cleared that contains 501 to
1,000 pounds of munitions debris (MD) per grid.
o CLIN 0012 will be used for pricing the cost for each grid cleared that contains 1,001 to
5,000 pounds of munitions debris (MD) per grid.
B-6 o CLIN 0013 will be used for pricing the cost for each grid cleared that contains greater than 5,000 pounds of munitions debris (MD) per grid.
o Sub-CLINS ending with A and B for CLINS 0008 - 0013 are explained below. Refer to section for more details.
A. The cost to sweep military grids (1,000m x 1,000m), identify and mark using standard UXO signs munitions and explosives of concern (MEC) which includes unexploded ordnance (UXO) and discarded military munitions (DMM) and hazardous munitions components, recover, inspect and certify munitions debris (MD) greater than 6 inches in any dimension prior to transport from the range, provide reports, attend meetings and provide authorized escorts into your area of operations, etc.
All MEC will be marked and reported to EOD through Range Operations. If a grid is not 100% cleared due to any reason such as safety, terrain, weather, training mission issues, range operations, etc. then the Contractor will be reimbursed for only that percent that was completed. It is imperative to maintain accurate records and provide to the on-site OESS all grid maps detailing the non-cleared areas and a brief description on the reason. All units and quantities are for estimating purposes only during performance these quantities are subject to change per on-site instructions and/or direction of the G3-Range Operations. The decision to leave equipment downrange during a normal work week must be coordinated with range operations daily and done so at the risk to the Contractor and not the US Army, the Corps of Engineers or Ft. Irwin. It is highly recommended not to leave any equipment downrange during breaks exceeding 24 hours in operations such as a weekend. Additionally the Contractor will provide a two man team consisting of at least a UXO Tech III and a UXO Tech II to support the after-rotation cleanup of the ranges. This support will be to screen all metals being taken off the ranges that are not inspected and released by EOD and staged at the Hands Across the Desert (HAD) Holding Area. This may include trips to the QRP and Landfill to screen anything brought in that may not have been previously screened. The HAD operation normally operates during 4 days of the Regeneration Period after each Rotation, normally starting on Sunday. The support team will screen the HAD site at least twice daily, from Monday – Thursday and the QRP and Landfill when requested by Range Operations. It is envisioned that the support team will be detailed from the sweep teams or processing teams as needed and little or no additional cost incurred. All MEC will be marked and reported to EOD through Range Operations and all MD will be properly inspected, certified and transported to the processing point as needed. No MD will be released to the QRP or Landfill from this contract.
B. Cost to properly inspect, certify and document as material determined to be safe (MDAS) for explosives and hazards, transport from downrange, inspect, demilitarize in accordance with established requirements, disfigurement, mutilation and proper disposal, including documentation and possible sale of all munitions debris (MD). All items that are intact and/or resemble a live piece of ordnance must be disfigured and mutilated in such a way as to no longer resemble a munition prior to Governmental Quality Assurance Acceptance. All items with internal voids must be opened to expose the void. The Contractor will provide a means for weighting MD up to 500 lbs within the compound in partial, daily grid lots. All weights must be witnessed by the on-site OESS. Any weights expected to exceed 500 lbs or too bulky for the small scale must be transported to the Installation Transportation Weight Scales for weighting unless it’s able to be broken down into smaller lots without significant costs.
o CLIN 0014 will be used for pricing support to other UXO Support requested by Range
Operations. The Contractor will provide standby MEC construction support or provide UXO Escort and/or MEC anomaly avoidance, location, identification and safety training and briefing support for Ft.
B-7
Irwin personnel and its contractors. Some examples of support activities may be Archeological, Biological or Ft Irwin Contractor UXO Munitions Recognition and Safety Training as requested. It is assumed that this task will be conducted during the normal daily operations and personnel from the on-site crews will be used to conduct this service, however, if the time is not in conjunction with the normal activities or the task is too extensive and may possibly cause production issues, then a mobilization and travel costs would be required and individuals sent from off-site, with only one vehicle required for all individuals needed. The cost for CLIN 0014A will include a vehicle, safety equipment and schonstedt or like instrument, if required. CLIN 0014C and 0014E will include safety equipment and a schonstedt or like instrument also per person, if required.
o CLIN 0015 will be used for pricing target or target debris removal that is located in MEC contaminated areas, within the training areas of Ft Irwin. The Contractor will mark all UXO for disposal, consolidate if possible and certify all debris hazards free, prior to leaving the site. The Contractor will institute a method IAW DODM 4160.28, to demilitarize and remove target debris directly from the location for final disposition. The Contractor will prepare and submit a separate addendum to their work plan and specific site safety and health plan for this activity, if optioned, describing how the effort will be safely accomplished, including an equipment list and personnel requirements to be utilized for approval.
Light will normally be soft target, light vehicles and trucks. Medium will be heavy trucks, APCs and like vehicles. Heavy will be Tanks and other like vehicles.

Contractor will provide target or target debris removal that is located in MEC contaminated areas, within the training areas of Ft. Irwin. The contractor will mark all UXO for disposal, consolidate if possible and certify all debris hazards free, prior to leaving the site. The contractor will institute a method IAW DODM 4160.28, to demilitarize and remove target debris directly from the location for final disposition. The scrap will be sold as detailed in paragraph 3.2.3 above. The contractor will prepare and submit a separate addendum to their work plan and specific site safety and health plan for this activity, if optioned, describing how the effort will be safely accomplished, including an equipment list and personnel requirements to be utilized for approval. Light will normally be soft targets, light vehicles and trucks. Medium will be heavy trucks, APCs and like vehicles.
Heavy will be Tanks and other like vehicles.
3.2.4.3 UXO Disposals. Currently EOD conducts all UXO Disposals, however, this may change at any time and the contractor will be required to perform UXO Disposals. If required by task order or separate modification the requirement to perform UXO Disposals maybe authorized.

3.3 TRANSITION PERIOD (Continuity of Services). It is the goal to provide a transition period of 30 days from date of Notice to Proceed for transition to the follow-on contract. The work to be included during the transition period is as follows, 1) initial mobilization, 2) site familiarization and 3) development of work plans and standard operating procedures (SOP). During this period the contractor will also be required to attend briefings for range access, military police checks, vehicle and personnel access to the installation establishment of vendors, etc. All contractor personnel will be required to obtain a Ft. Irwin contractor’s Identification Card, which requires a background check. The contractor will be allowed to accompanying incumbent contractor on limited field operations as coordinated with the USACE onsite Ordnance and Explosive Safety Specialist (OESS). An escorted field observation will be authorized to assist in the preparation of the Work Plan (WP).
During the transition period for any field activities, particular attention shall be directed to environmentally sensitive areas and concerns, i.e. Desert Tortoise habitats and Shrub re-growth areas, which shall be explicitly addressed in the Work Plan. No munition/explosive handling or intrusive activities shall be conducted during the transition period. The transition teams shall include, at minimum, the Project Manager (PM) or Project Superintendent (PS), Senior UXO Supervisor (SUXOS), and UXO Safety Officer (UXOSO) who will be assigned to the MEC range maintenance effort under subsequent task orders.
