It is imperative to maintain accurate records and provide to the on-site OESS all grid maps detailing the non-cleared areas and a brief description on the reason. All units and quantities are for estimating purposes only during performance these quantities are subject to change per on-site instructions and/or direction of the G3-Range Operations. The decision to leave equipment downrange during a normal work week must be coordinated with range operations daily and done so at the risk to the contractor and not the US Army, the Corps of Engineers or Ft. Irwin. It is highly recommended not to leave any equipment downrange during breaks exceeding 24 hours in operations such as a weekend. Additionally the contractor will provide a two man team consisting of at least a UXO Tech III and a UXO Tech II to support the after-rotation cleanup of the ranges. This support will be to screen all metals being taken off the ranges that are not inspected and released by EOD and staged at the Hands Across the Desert (HAD) Holding Area. This may include trips to the QRP and Landfill to screen anything brought in that may not have been previously screened. The HAD operation normally operates during 4 days of the Regeneration Period after each Rotation, normally starting on Sunday. The support team will screen the HAD site at least twice daily, from Monday – Thursday and the QRP and Landfill Holding Areas when requested by Range Operations. It is envisioned that the support team will be detailed from the sweep teams or processing teams as needed and little or no additional cost incurred.
All MEC will be marked and reported to EOD through Range Operations and all MD will be properly inspected, certified and transported to the contractor’s processing point as needed. No MD will be released to the QRP or Landfill from this contract.
3.2.3 Perform Munitions Debris (MD) Processing. The contractor shall furnish all necessary personnel and equipment to inspect, transport, demilitarize, disfigure, process for sale all recovered inert munitions and munitions debris to a local recycler/scrap dealer or directly to a smelter. All sales will be sold by the contractor as per the contract SOW/PWS to a local recycler/scrap dealer or if required by a modification, through the local Defense Logistic Agency (DLA). Also, if required by modification, all recovered expended small arms cartridge cases (ESACC) will be turned in to the installation QRP, as required by law and regulation.
The contractor shall complete a DD Form 1348-1a as turn-in documentation with all sales and QRP.
Instructions for completing this form are contained in EM 385-1-97. The contractor will provide a certified means for weighing MD up to 500 lbs within the compound in partial, daily grid lots. All weights must be witnessed by the on-site OESS. Any weights expected to exceed 500 lbs or too bulky for the small scale must be transported to the Installation Transportation Weight Scales for weighting unless it’s able to be broken down into smaller lots without significant costs. All 1348-1 certifications will be signed by the Senior UXO Supervisor (SUXOS) and all verifications will be signed by the UXO Quality Control Officer (UXOQC). Any items suspected or are listed as possible hazardous waste should be moved to the Hazardous Waste Area in the compound. If it is a new item, notification should be made to the installation hazardous waste contractor for testing or future pickup. Pickups are generally done once a month. Known hazardous waste are expended smoke grenades, 2.75” rocket motor nozzles and the contractor’s oil filters and oil cans and oil contaminated items.
C-6
3.2.3.1 The contractor shall propose a detailed inspection process within the Basic Work Plan to guarantee only material determined as safe (MDAS) is documented, transported and processed through every phase up to and including final sale to a recycler or smelter. These procedures will have special emphases during contract proposal evaluations.
3.2.3.2 Inert munition items or items that still resemble a live munition shall be segregated from other types of munition debris. Inert munition items or items that still resemble a live munition will be demilitarized using DoD 4160.28 as a guide, with definitive procedures approved by the Contracting Officer’s Representative or authorized representative. It is a requirement of the LA District to have all items that resemble live munitions be disfigured and to no longer look like live items prior to release as scrap. All items with internal voids must be opened to expose the void. The contractor shall identify and appropriately demilitarize/disfigure these items and outline the procedures in the Work Plan. The contractor is authorized to maintain a limited amount of each inert item as a training aid and will be recorded and accounted as detailed in the contractor’s work plan. These items will not leave the compound unless authorized by the on-site OESS for training purposes within Ft. Irwin and hand receipted as necessary.
3.2.3.3 The contractor shall propose to the Government an innovative method of disposing of all scrap metal without any Government involvement and all funds generated by those sales will be used to offset the contract.
a. The contractor shall maintain accurate source document records of transactions involving the sale of the recyclable material described in the contract to include:
1) Weight Tickets from the Receiving Recycler
2) Receipts of Payment
3) MDAS Certification Documents and other inspection documents with signatures
b. When submitting a public voucher, the contractor shall:
1) Subtract the total amount of all funds received from recyclable material sales from the total amount invoiced, submitting copies of all source documents listed above with the voucher.
2) Upon approval of the submitted voucher as indicated by payment of the remaining balance, receive as payment in kind the exact dollar amount subtracted from the total invoice, thus reducing the balance of funds held from recycling to zero, and being made whole the total amount invoiced for work performed.
c. For each subsequent voucher, the contractor shall:
1) Subtract the total amount of all funds received from recyclable material sales since the previous voucher from the total amount invoiced, submitting copies of all source documents listed above with the voucher.
2) Upon approval of the submitted voucher as indicated by payment of the remaining balance, receive as payment in kind the exact dollar amount subtracted from the total invoice, C-7 thus reducing the balance of funds held from recycling to zero, and being made whole the total amount invoiced for work performed.
d. Prior to the completion of the base year or option year if exercised, the Government will complete a modification for a final quantity adjustment for the year in which there were recycle funds received and complete a credit back for those funds. It is the intent to immediately convert the credit-back into additional range maintenance activities unless requested by the customer to return those funds.
3.2.3.4 The contractor will coordinate with designated sources during preparation of the Work Plan, to determine specific turn-in requirements.
3.2.4 Other MEC Support Activities. The contractor may be required during the performance of the contract by contract modification issued under this contract to perform the following activities.
3.2.4.1 Other UXO Support. If required, the contractor will provide standby MEC construction support IAW EM 385-1-97 or provide UXO Escort and/or MEC anomaly avoidance, location, identification and safety training/briefing support for Ft. Irwin. Some examples of support activities may be Archeological, Biological or Ft. Irwin Contractor UXO Munitions Recognition and Safety Training as requested. It is assumed that this task will be conducted during the normal operations and personnel from the on-site crews will be used to conduct this service, however, if the time is not in conjunction with the normal operations or the task is too extensive and may possibly cause production issues, then a mobilization cost would be required and individual sent from off-site, with only one vehicle required for all individuals needed.
