About this file
This is Amendment 0001 to a Combined Synopsis/Solicitation (CSS) for a federal contract opportunity issued to address industry questions.
The solicitation (W912PF27QA003) is for Housing Support Services in the Poggio Renatico Area, Italy, issued by the U.S. Army's Directorate of Contracting (W912PF). This is a Request for Quote (RFQ) for commercial items under FAR Subpart 12.6, with an applicable NAICS code of 541930 (Translation and Interpreting Services). The acquisition is unrestricted and falls under the Simplified Acquisition Threshold of $350,000. The contract will be Firm Fixed Price and includes three CLINs: one for a twelve-month base period beginning November 3, 2026, and two twelve-month option periods. The contractor must provide all personnel, supplies, transportation, supervision, and services necessary to perform housing support services as defined in the Performance Work Statement, including taxi and interpreter services. All work must comply with applicable U.S. and Italian laws and regulations, whichever is more restrictive, and contractors must provide evidence of experience in translation and interpreting activities, with required certifications by authorized Italian technicians under UNI-CEE regulations. Quotes must be submitted electronically in Microsoft Word or PDF format to L.C.THAMES.CIV@ARMY.MIL and ANDREA.MORSOLETTO2.LN@ARMY.MIL no later than 10:00 AM Central European Summer Time (CEST) on October 13, 2026. Questions must be submitted by 05:00 PM CEST on October 8, 2026, with answers posted on www.sam.gov. The amendment includes four sets of Questions and Answers addressing contractor eligibility, NAICS code restrictions, incumbent information, Italian labor requirements (occupational physician, safety representative, DUVRI documentation), form completion requirements, and project history. The solicitation clarifies that this is a recurring requirement with similar services provided since 2011, though incumbent contractor information is not being disclosed.

QUESTIONS & ANSWERS - 08 October 2026
Q1. Vendor Question: Is a company whose primary business is taxi/transportation (NAICS 485310) eligible to compete for this requirement?
A1. Government Answer: The applicable NAICS code for this solicitation is 541930, Translation and Interpretation Services. The NAICS code identifies the principal purpose of the acquisition; it does not, by itself, limit competition to firms whose primary business is identified under that NAICS code. This acquisition is unrestricted. Any offeror may submit a quote provided it can meet all solicitation requirements, including the required housing-support, transportation, translation /interpreting, personnel-qualification, and applicable Host Nation legal requirements. Quotes will be evaluated in accordance with the solicitation.
Q2. Vendor Question: Is Solicitation W912PF27QA003 a new requirement, or is there/was there an incumbent? If not new, please provide the current/previous contract number.
A2. Government Answer: This solicitation is for a recurring housing-support requirement. The PWS states that similar taxi-interpreter housing support services have supported personnel in the Poggio Renatico area since 2011. The solicitation includes estimated and historical workload information for offerors' use in preparing quotes. The Government is not providing incumbent contractor identity or predecessor contract-number information as part of this solicitation. Offerors shall prepare their quotes using the solicitation, PWS, attachments, amendments, and other information formally issued through SAM.gov.

Q3A. Vendor Question: If the DVR does not identify an obligation to appoint an occupational physician, how should we proceed?
A3A. Government Answer: Solicitation and PWS do not impose a separate contractual requirement to appoint an occupational physician, and no separate documentation concerning appointment of an occupational physician is required with the quote. Each offeror and contractor remains responsible for determining and complying with all applicable Italian labor, occupational-health, and safety requirements associated with its proposed workforce and performance approach.
Q3B. Vendor Question: We do not see a need to appoint a safety and coordination representative since this is intellectual work. Please clarify.
A3B. Government Answer: The solicitation and PWS do not impose a separate contractual requirement to appoint a safety and coordination representative, and no separate submission concerning such appointment is required with the quote. The contractor remains responsible for determining and complying with all applicable Host Nation safety and labor requirements associated with its proposed performance approach, personnel, vehicles, and services.
Q3C. Vendor Question: The RFQ states we must complete only Blocks A and B1, but sections B2 and B3 are flagged. Do we need to complete these sections?
A3C. Government Answer: Offerors shall complete only Blocks A and B1, as instructed in the solicitation. Blocks B2 and B3 are not required for this solicitation. The markings appearing in Blocks B2 and B3 do not create an additional submission requirement.
Q3D. Vendor Question: Do we need to prepare a DUVRI? How should we handle the work schedule since this is intellectual work?
A3D. Government Answer: The solicitation and PWS do not require submission of a DUVRI with the quote. Contractors shall provide support during the contractor support hours identified in PWS paragraph 1.7.3: 0800-1700, Monday through Friday, except Italian holidays and Government-directed facility closures identified in the PWS. The contractor remains responsible for determining and complying with all applicable Host Nation legal and safety requirements associated with its proposed performance approach. No additional schedule document is required with the quote.
Q3E. Vendor Question: The attached form refers to "works (lavori)" and completion of a commissioned project. How should we complete this form, since the engagement involves services?
A3E. Government Answer: This solicitation is for services, not construction works. Offerors shall complete the form accurately based on the services solicited under Solicitation W912PF27QA003, Housing Support Services. Offerors shall not alter the substance of the form or make any inaccurate certification or representation. If a field cannot be completed accurately using the solicitation information, the offeror shall identify the specific field and request clarification from the Government before quote submission.
Q4. Vendor Question: Is this a brand-new project? If not, is there an incumbent or previous award number? Did the customer acquire similar services in the past?
A4. Government Answer: This solicitation is for a recurring housing-support requirement. The PWS states that similar taxi-interpreter housing support services have supported personnel in the
Poggio Renatico area since 2011.
