About this file
This is a Standard Form 30 (SF 30) amendment to solicitation W912PF26QA024, issued April 1, 2026, by the U.S. Army Corps of Engineers' Directorate of Contracting in Vicenza, Italy. The amendment addresses industry questions and updates pricing guidance, technical specifications, and contract clauses for the maintenance and repair of dining facility (DFAC) and mensa kitchen equipment at Caserma Ederle, Del Din DFAC, and Camp Darby in Italy.
The solicitation is a hybrid Firm Fixed Price and Time and Material contract for unscheduled repair and maintenance services of food service equipment. CLINs 0006, 0007, 1006, 1007, 2006, and 2007 were modified with notes clarifying that ceiling prices equal total labor rates and estimated materials quoted in Technical Exhibit #3 "T&M Price List." Key amendments include updates to FAR 52.212-1 and 52.212-2 evaluation criteria, FAR 52.217-9 contract extension provisions (limiting total duration to 36 months with a potential six-month extension option), and technical requirements. Quoters must submit pricing in EUROS only and provide mandatory documentation including Chamber of Commerce certificates, DURC (social security compliance), anti-mafia certifications, worker safety training (16 hours for high-risk maintenance), technical electrical qualifications (PES/PAV/PEI), F-Gas refrigeration certification, and evidence of relevant experience on similar contracts valued at approximately EUR70,000 annually within the past three years. The Government will conduct price analysis per FAR 12.204 for fairness and reasonableness, with award based on lowest price. Quotation packages must be submitted via email to FRANCESCA.CANDIA.LN@ARMY.MIL and ANDREA.MORSOLETTO2.LN@ARMY.MIL by the solicitation closing date. Foreign companies may participate as prime contractors with subcontracting limited to 50 percent of total services. No A.T.I. (Temporary Joint Ventures) or Scarl businesses are permitted; only individual firms or Consorzi may participate.

Addendum to Contract Clauses
Additional Information/Notes
The following clauses were modified:
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Tailored) Feb 2026 hereby reads as follows:
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate quotes:
FACTOR 1: PRICE
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(End of provision)
ADDENDUM TO 52.212-2
A. This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 12.201-1 Simplified Procedures and as supplemented by agency.
Basis for Award: Price Only. The award will be made to the responsible quoter whose quote conforming to the solicitation provides for the lowest price. No additional merit is given for quotes that exceed the minimum criteria.
Quoters are put on notice that:
a. The term "Quoter" means an individual firm or a Consorzio. No A.T.I., or Scarl businesses may participate in this solicitation.
b. Tradeoffs are not permitted.
c. The quoters must provide all required information or the quote may not be considered. Quoters may be asked to clarify some issues regarding their submission to enhance U.S. Government understanding of them. The Government may enter into negotiations in order to cure quote deficiencies or material omissions, and/or otherwise revise the quote.
d. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful quoter complies with the requirements of FAR subpart 9.104.
e. The Government intends to enforce all of the solicitation/quote submission requirements outlined in Addendum to 52.212-1. Failure to comply with the solicitation requirements may result in a quoter's quote being rejected. All quote information is subject to verification by the Government. Exceptions to the terms, conditions, and/or provisions of this solicitation or assumptions within the quote will result in a determination that a quoter is ineligible to be considered for award.
f. Quoters are cautioned that while the Government will not evaluate every Performance Work Statement (PWS) requirement for the purposes of the source selection evaluation, the awardee will be required to comply with the Base PWS requirements during contract performance. The Government may determine, at its discretion, that quoter's quote is unacceptable if the quote indicates that: it cannot or will not meet any of the Base PWS requirements. Unacceptable quotes may be rejected.
g. The following factor shall be used to evaluate quotes:
FACTOR I - PRICE (SOLICITATION/CONTRACT)
1. The contract will be a hybrid with Firm Fixed Price and Time and Material CLINs.
2. The Government will evaluate quotes using price analysis described in FAR 12.204 to ensure the price is fair and reasonable. Priced quotes should support the proposed Factors and will be evaluated for total price, completeness, and reasonableness. The Quoter whose price is determined to be incomplete or unreasonable will not be considered for award.
3. The price quote will be evaluated but not rated. The quote will be reviewed to determine the reasonableness of price and the quoter's understanding of the work and ability to perform the PWS requirement.
Completeness: Pricing will be reviewed to determine if all price information requested by the solicitation has been submitted.
Reasonableness: The total evaluated price will be evaluated for reasonableness, defined as the degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar service.
4. A price reasonableness approach will be utilized by the Government to determine that the proposed prices quoted are fair and reasonable and that a "buy-in" or unbalanced pricing between CLINs or option periods are not occurring.
5. The base period and all option periods shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of "buy-in"), this will be considered a performance risk and may be deemed ineligible for contract award.
6. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. To evaluate price for the option period(s) possible under FAR 52.217-8, the Government will calculate this price by dividing the proposed total of the last Option Period by two. The total evaluated price will be calculated as a sum of the Quoter's proposed prices for all CLINs, for the two option periods, and a six-month extension of
. services
7. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Quoters are required to price the two option periods. Quoters shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of the option period or at the end of the contract.
52.217-9 Option to Extend the Term of the Contract. Mar 2000 hereby reads as follows:
Option to Extend the Term of the Contract (Mar 2000)
The Government may extend the term of this contract by written notice to the Contractor prior (a) to contract expiration date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend . The preliminary notice does prior to contract expiration date not commit the Government to an extension.
If the Government exercises this option, the extended contract shall be considered to include (b) this option clause.
The total duration of this contract, including the exercise of any options under this clause, shall (c) not exceed months._36_
(End of clause)
