QUESTIONS AND ANSWERS
Question 1: Looking to the excel file "Price Book_NEW", it seems that there is a mistake in the formula:
if we insert our percentage of discount in the green cells, the price offered in column H is the amount of the discount, not the reduced price. For example: CLIN0001 (0,07 ) - entering 20% as proposed discount on cell G4, in cell H4 is shown 0,01 and not 0,06 . Can we proceed to modify the formula in column H to show the correct proposed prices?
Answer 1: a revised version of the old file "W912PF26QA001-0001_Attachment 2_GroundMaintenancePriceBook_NEW" has been included in Amendment 002. The name of the revised file is W912PF26QA001-0002_Attachment 2_GroundMaintenancePriceBook_NEW. The previous file versions "W912PF26QA001_Attachment 2_GroundMaintenancePriceBook" and "W912PF26QA001- 0001_Attachment 2_GroundMaintenancePriceBook_NEW" shall not be used by offerors.
Question 2: In the Volume IV, as Mandatory documentation, under paragraph C.4.d.vii of the Instruction to Offerors, is required to submit the qualification of "Manutentore del verde" for the company's Owner or one other persons of the staff; however, as per the "Accordo Stato-Regioni 2018" if you have a diploma in agriculture and/or if you are registered with a professional association in the agricultural and forestry sector, you are exempt from having the required certification (ref paragraph 7, point d and e).
Professional registration will be provided as part of the solicitation documentation. Please confirm.
Answer 2: Exemptions may be granted in accordance with Veneto Region website: https://www.regione.
veneto.it/web/rete-degli-urp-del-veneto/manutentore-verde
Question 3: Regarding SAM Registration: In Volume IV, "Mandatory Documentation," paragraph ii, it is stated that our company's registration on the SAM is required. Please confirm if a separate formal declaration is needed to prove our company's registration.
Answer 3: A document showing that an active SAM registration exists is required. A screenshot of SAM registration from SAM website is sufficient.
Question 4: Regarding Commercial Certifications: In Volume IV, "Mandatory Documentation," under "Offeror Representations and Certifications," please confirm if this certification document is required to be submitted with our offer even if the information is already included in our SAM registration.
Answer 4: See RFQ W912PF26QA001, Addendum to 52.212-1, VOLUME IV - MANDATORY DOCUMENTATION, Paragraph ii (a).
Question 5: Regarding Conflicting Price Lists: In Amendment 00001, we have identified two separate attachments for the offer that show conflicting information for the price of CLIN 0030, Extra Services.
One shows a price, and the other does not. Please advise which document should be used for our final submission.
Answer 5: See answer 1 above.
Question 6: Regarding Extra Offer Pricing: When an Extra offer is requested, which price list should be utilized? Could the authority, Asso Verde, please provide confirmation on this matter?
Answer 6: The Government utilizes the price book that provides the most detailed description of the service required. ASSOVERDE will be the primary reference. However "Prezziario Verde" may be used or consulted for comparison. Notably pricing in both reference is generally aligned.
Question 7: Regarding Discount Confirmation: For CLIN 0030, Extra Services, a price of EUR 75,000 is indicated in the "Total" column. Please confirm if this means that no discount is required or expected for this specific item.
Answer 7: the description of CLINs 0030/1030/2030/3030/4030 was changed from "SUPPLEMENTAL USAG-ITALY VMC GROUNDS MAINTENANCE SERVICES" to "SUPPLEMENTAL USAG- ITALY VMC GROUNDS MAINTENANCE SERVICES - services or tasks for any work other than what is in the above Items to be ordered from "Prezziario Verde" or "Assoverde" as per PWS. The contractor will be paid a unit or lump sum price shown in the "Prezziario Verde" or "Assoverde" minus the percentage of discount indicated by the offeror in the revised file "W912PF26QA001- 0002_Attachment 2_GroundMaintenancePriceBook_NEW" and evaluated at the time of award.
Maximum amount which can be ordered in each ordering period is EUR 75,000.00 ''. The offeror shall put the percentage of discount offered in the green cell of the CLINs 0030/1030/2030/3030/4030 of the file "W912PF26QA001-0002_Attachment 2_GroundMaintenancePriceBook_NEW".
Question 8: Is Cao Malnisio (Pordenone) part of this contract or is a typo? Please, see PSW, General
Answer 8: Cao Malnisio may be part of the contract if future needs arise; however, it is not part of the regular maintenance scope. Regular services are listed in the PWS and the Price book and do not include Cao Malnisio. In the General section, Cao Malnisio is referenced solely as part of the Governments' installations under VMC responsibility.
Question 9: Is it acceptable for the Primary PM to also perform the duties of Alternate Quality Control Manager if he or she has the skills required by the PWS to perform both roles?
Answer 9: The Government takes no exceptions provided that all requirements outlined in the Performance Work Statement (PWS) are met and the individual proposed possesses the necessary qualifications to fulfill the specified roles
Question 10: Is it acceptable for the Alternate PM to also perform the duties of Primary Quality Control Manager if he or she has the skills required by the PWS to perform both roles?
Answer 10: See Answer 9 above.
We would like to knoQuestion 11: w the current number of personnel employed for this contract and their labor category.
Answer 11: The approximate number of current personnel is 9 people, as follows:
- N. 1 Contract Manager
- N. 1 Alternate Contract Manager
- N. 1 Administrative Assistant
- N. 1 Team Leader
- N. 1 Alternate Leader (part of the workers)
- N. 5 Workers
Please note that the Alternate Leader is also part of the workers. This is not indicative of the new solicitation requirement and personnel may be reduced or increased based on the contractor's operational needs related to the service execution.
Question 12: with the present we would like to know in reference to: ENCLOSURE 4: CONTRACTOR SUITABILITY paragraph:
B2) Documentazione necessaria per redazione DUVRI and
B3) Documentazione da fornire prima dell'inizio lavori
If those documents will be attached at the volumes delivered for the response of solicitation's letter, or those documents will be prepared after this phase, before start services.
Answer 12: In accordance with Addendum to 52.212-1, paragraph 4v Mandatory Documentation, the quoter shall provide Attachment 4 "Suitability of Contractor", blocks A and B1 completely filled out.
