About this file
This document contains a series of questions and answers related to a federal contract solicitation, specifically addressing vendor inquiries about technical requirements, certifications, and performance details for a water valve maintenance and repair contract. Key amendments include the removal of specific certification requirements (ISO 9001, SOA certification, Chamber of Commerce Letter B) from the original solicitation, which provides more flexibility for potential vendors.
The Q&A addresses technical nuances such as leak inspection scope (focused on water valves and exposed connection parts), training requirements for backflow prevention assembly testers (University of Florida certification), and clarification on performing services in confined spaces through specialized subcontractors. The solicitation involves maintenance and repair of backflow valves across multiple line items, with separation based on building locations and funding considerations. Vendors are directed to check the amended solicitation on sam.gov and can access additional training information through a University of Florida link for backflow prevention certification.

Vendor’s Question #2
We have attempted to open the files B01-PWS MR Pot and Fire Water Grids_20250808.pdf and B01-Combined Synopsis_20250808.pdf following the procedure outlined in our meeting (login to sam.gov, use of the “All Words” search function, navigation to the solicitation page, and download of attachments). Unfortunately, upon opening the documents, we encountered the error screen attached. Could you please resend these files using DOT SAFE to ensure secure and reliable delivery?
Government’s Answer
The mentioned attachments have been uploaded through DOD Safe.
Vendor’s Question #3
“…Our company is not authorized to operate in environments classified as confined spaces...”.
The confined space could be considered as a specialized qualification: based upon the Performance Work Statement, paragraph 5.2.1, the contractor is allowed to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor, therefore can be performed through a specialized Sub-Contractor.
Vendor’s Question #4
…”Why the maintenance and repair of backflow valves has been split in 5 different instances, those being 0003, 0004, 0005, 0006, 0007...”
Government’s Answer
The reason why line items are separated is due to the location of buildings and relating works, and due to internal reasons relating to the nature of funds utilized.
The type of performance, and the works to be executed, are the same.
Vendor’s Question #5 https://usg01.safelinks.protection.office365.us/?url=http%3A%2F%2Fsam.gov%2F&data=05%7C02%7Celisa.orsini2.ln%40army.mil%7C05d99df375c643c91f2508dde545764c%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638918808685043460%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=WgOqHXE%2FV9%2Br82%2BqeXDcRqwuUbmjJ6ww%2FNj9OjlKll0%3D&reserved=0
“…1) With reference to the 6-Months maintenance services described in paragraphs 5.2.1.2 and 5.2.1.3, the item "Check for water leaks from pipes, valves, joints, etc..." does the check for leaks on pipes and joints refer only to the exposed pipes at the valve connection point, or does it refer to the entire water distribution network, including the underground sections?
2) Regarding the course, Backflow Prevention Assembly Tester Training & Backflow Prevention Assembly Repair and Maintenance Training and Certification for personnel working under par.
5.2.1.4 and repairs under par. 5.3 (Training provider University of Florida Office of Professional and Workforce Development or Equivalent - Re-Certification required every two (2) years) is it possible to have more details?...”
Government’s Answer
1)Object of this service is the water valve, as primary element. Therefore the "Check for water leaks from pipes, valves, joints, etc..." has to be intended to the equipment composing this element (the valve), and related exposed connection parts.
2) University of Florida is the main provider for this training, released on demand thru local instructors. Additional info can be found at the link https://treeo.ufl.edu/backflow/
Vendor’s Question #6
Request for information regarding the possibility to provide specific attachments mentioned on page 35 of the Performance Work Statement: attachments 3, 4, and 5.
The mentioned section of the Performance Work Statement makes reference to paragraphs and/or attachments currently not applicable and/or reserved.
