13) "Considering that all Italian Firms, in accordance with Article 4 of the national collective labor agreement
(CCNL abbreviated) Custodial Service, Integrated Services and Multiservice, are obliged to hire the whole workforce currently performing the services, we kindly ask to know the exact number of employees actually performing the services and the amount of hours worked monthly. This could be extremely helpful to properly estimate labor costs and accurately estimate how PWS standards are to be met. Moreover, the knowledge of monthly worked hours will guarantee equal access to information and equal opportunities to all perspectives contractors."
R13: see response to Q1 above.
14) Can you please specify the difference between interior glasses and windows? Are Windows considered as interior glasses? How often are windows to be cleaned interiorly and exteriorly?

16) comparing point 4.16 and point 6.3 of the PWS it is not clear what supplies the Contractor has to furnish.
Can you please specify exactly if toilet seat covers and sanitary napkins are to be supplied by the
Contractor or if the Contractor has the sole responsibility of resupplying such dispensers?
R16: They do not have to be provided. Statement has been removed from paragraph 4.16 of the PWS.

Building Services d)Installation Administrative &Community Facility Services.
R17: This information is not available.
18) Can you please clarify for the task "Clean/supply Kitchens & Breakrooms" if the contractor services include cleaning kitchens equipments ( intended as Kitchens appliances, ovens, fridges, horizontal surfaces) or if it does also include cleaning crockery and cutlery, trays etc?
R18: This task include the cleaning of tables and all other horizontal surfaces in these areas, contractor is not responsible to clean any appliances/equipment.
Q19: In the RFQ and in its attachment we find specifications and wordings that create us a little bit of confusion:
4 Paragraph 4.20 Interior Glass, page 77 of 118 of the RFQ
5 Paragraph 4.21 Windows (exterior/interior) page 77 of 118 of the RFQ
6 Wash Interior Glass, Technical_Exhibit_1_and_2
7 Wash Exterior Glass of Technical_Exhibit_1_and_2
At first we thought that for INTERIOR GLASS Paragraph 4.20 page 77 of 118 of the RFQ, you meant all the interior glass, for example glass in doors, partitions, walls, display cases, directory boards, excluding the exterior/interior glass windows surfaces that are described in Paragraph 4.21 Windows (exterior/interior) page
77 of 118 of the RFQ.
However, a more careful reading has revealed to us that paragraph 4.20 INTERIOR GLASS also includes windows and, at this point, we don’t understand to which typology of windows the RFQ refers.
The uncertainty has increased when the attachment Technical_Exhibit_1_and_2 has introduced a new type of service, namely “WASH EXTERIOR GLASS”.
At this point, we are unclear what your agency require as set out in your solicitation; for this reason, we seek the following clarification.
a) For “WASH INTERIOR GLASS” do you mean all the glass in a certain building INCLUDING the interior glass surface of the windows (for window we mean an opening in external walls of a building for admission of light and air that is closed by casements or sashes containing transparent material such as glass)?
R19a) See response to Q14 and 15 above.
b) For “WASH EXTERIOR GLASS” do you mean ONLY the exterior glass surface of the windows (for window we mean an opening in external walls of a building for admission of light and air that is closed by casements or sashes containing transparent material such as glass)?
R19b) See response to Q14 and 15 above.
20: VOLUME II - FACTOR I: TECHNICAL EXPERIENCE
The solicitation requires offeror to demonstrate that they have experience in providing relevant projects that are similar to the size, scope, and complexity of the project in this solicitation.
Could you provide more details about what your agency considers a project relevant? For example by indicating an amount equal or greater than €……..
R20: see amended Addendum to 52.212-1, B2, VOLUME II - FACTOR I: TECHNICAL EXPERIENCE, paragraph 1.
21: The RFQ states that “the Technical Exhibit 1 and 2 provide a list of the buildings by different facility categories and the related footage per building”; however, we don’t find the related footage per building. Can you provide it?
R21: See TAB Technical Exhibit 2.
22: Technical_Exhibit_1_and_2 states “The Contractor shall provide at least one employee dedicated to the CYS facilities during hours of operation in each facility”.
Do you mean Monday through Friday between 08:00 to 19:00, including Italian holidays in Child
Development Center, School Age and Middle School and Teen?
How many buildings are there? What is the related footage per building? This information is required to properly estimate the cost to perform the service.
R22: An employee shall be available for each of the buildings listed under Technical Exhibit 1, Column A
“CDC and Youth Facilities Services” during the hours of operations indicated in the same column. All the information about buildings and footage is provided under Technical Exhibit 2.
23: 5.1 Child Development Center (CDC), Youth Centers and Gymnasiums. PWS states: “The Contractor shall provide additional cleaning after normal operating hours to ensure facilities are in a state of cleanliness prior to opening the following day”. How many buildings are there? What is the related footage per building? This information is required to properly estimate the cost to perform the service.
R23: See Technical Exhibit 2.
24: Row 36 in the Technical_Exhibit_1_and_2 excel spreadsheet reports inaccurate data and should be deleted. Do you agree?
R24: Yes; row has been deleted.
25: Does paragraph 1.6.6.6 System Design, Implementation, System Administration and Information Assurance at page 70 of 118 apply to this RFQ?
R25: No, it doesn’t. Paragraph has been removed.
26: Under which CLIN the offeror may request payment for the services required by paragraph 4.22 Post Theater
Special Service (theater seats, about 464 each, shall be steam cleaned)?
R26: Under CLINs 0010(1010, 2010, 3010, 4010) EDERLE Unscheduled Cleaning : Unscheduled Cleaning services of EDERLE Buildings in strict accordance with attached PWS, paragraphs 4.24 and 4.24.3 and TE
#1 and TE #2.
27: We do not understand exactly the remedies that the Government intends to adopt as Corrective
Measures/Remedies in case of deficiencies/complaints. You read:
a) PERFORMANCE OBJECTIVE - PRS #1. Facility Cleaning Services
- "Re-performance within 2 hours of notification during normal business hours. No more than five (5) valid deficiencies/complaints (see paragraph 7.1.4) per month per task”. We read in the PWS the that the Government prefers timely re-performance of nonconforming work as a remedy for deficient performance over the remedy of taking deduction from the contract price for defective work. However, why is there a limit of five (5) valid deficiencies/complaints per month per task? What happens if for example the Contractor exceeds the five (5) valid deficiencies / complaints per month for task (i.e., Measures/Remedies)?
- “The non-compliance will be documented in the file and the related invoice will not be approved until the performance standard is met”. The total amount of the invoice or only the part relating to the service not performed or performed incorrectly? In the case of a disagreement about the task that the COR deems not performed or performed incorrectly, not to approve the amount of the invoice not in dispute pending the final decision of the CO would be very penalizing for the company.
R27 a) See part 7.1.1 Government Quality Assurance and PRS #1 (Corrective measures/remedies).
Only the amount relating to the service not performed or performed incorrectly will be withheld.
b) PERFORMANCE OBJECTIVE - PRS #2. Special Category Cleaning Services (Child
DevelopmentCenters and Youth Centers)
– "Re-performance within 2 hours of notification during normal business hours. No more than one (1) valid deficiency/complaint (see paragraph 7.1.4) per month per task”. We read in the PWS the that the Government prefers timely re-performance of nonconforming work as a remedy for deficient performance over the remedy of taking deduction from the contract price for defective work. However, why is there a limit of one (1) valid deficiency/complaint per month per task? What happens if for example the Contractor exceeds the one (1) valid deficiency/complaint per month for task (i.e., Measures/Remedies)?
- “The non-compliance will be documented in the file and the related invoice will not be approved until the performance standard is met”. The total amount of the invoice or only the part relating to the service not performed or performed incorrectly? In the case of a disagreement about the task that the COR deems not performed or performed incorrectly, not to approve the amount of the invoice not in dispute pending the final decision of the CO would be very penalizing for the company.
R27b): See response to Q27a) above.
28: Making reference to the sentence in Technical Exhibits 1 & 2 which states "above provision shall apply to an increase or decrease of facilities at any geographic location within USAG-Vicenza including Caserme Ederle, Longare, Lerino/Torri, Del Din, and Poggio Renatico". In order to properly estimate the contingencies in the performance of this service, we need the following clarifications:
a) Does the above provision mean that:
• The Government during the life of the contract and at its own discretion, may add in each of the four categories any additional building; this change will not constitute ground for an equitable adjustment if the area of the building added in any given category doesn't not exceed the 10% of the area of that given category? For example, the Government, may add a building of estimated 800 square meters in the CDC AND YOUTH
FACILITIES SERVICES CATEGORY; this increase will not result in an equitable adjustment to the contract price because the increase, estimated 800 square meters, is within the 10% of the area of the CDC AND
YOUTH FACILITIES SERVICES CATEGORY, which is estimated 9.190 square meter. Is our example correct?
• The Government during the life of the contract and at its own discretion, may move a building from one category to another category which may require more frequencies. This change will not constitute ground for an equitable adjustment if the area of the building moved from the old category to the new category doesn't not exceed the 10% of the area of the new category? For example, the Government, may move a building of estimated 2.000 square meters listed in the INSTALLATION ADMINISTRATIVE & SERVICES CATEGORY to the PUBLIC BUILDING SERVICES CATEGORY which requires a higher frequency of the service; this change will not result in an equitable adjustment to the contract price because the change, estimated 2.000 square meters, is within the 10% of the area of the PUBLIC BUILDING SERVICES CATEGORY, which is estimated 30.316 square meter. Is our example correct?
b) Under the aegis of the provision indicated above, are there other changes of similar nature that the
Government may make at no additional cost to it?
R28a) The example is correct; for any deduction and / or addition of less than 10 % no adjustments will apply.
R28 b) No, there are not.
29: Reference is made to the Technical_Exhibits_1&2 (Excel format):
a) Shall the offeror enter the unit price for each task, then multiply the unit price for the monthly frequencies for each category, and then sum up all these amounts to determine the monthly price for each CLIN (of course adding also the non-recurring services)?
R29a): No, the offeror shall enter only the unit price per each task.
b) Can you provide the monthly quantities so that anyone will be at the same level?
R29b) Monthly quantities are not provided; the offeror may compute them by multiplying the number of each service required by the number of services required per week multiplied by the number of weeks for the base and each option year.
c) CDC AND YOUTH FACILITIES SERVICES CATEGORY - We find it difficult and misleading to provide a unit price per service because in some buildings (and we do not know how many) we must provide dedicated employees during hours of operation in each facility. This is a fixed monthly cost. How do we spread the costs of this staff into the unit price for each task?
R29c): This is the offeror’s decision on how to develop and spread the overall prices.
30: Reference is made to the Technical_Exhibits_1&2 (Excel format):
What do you mean for “HIGH LEVEL CLEANING”? What do you expect the Contractor to perform under this task? This task is only required for INSTALLATION ADMINISTRATIVE & SERVICES CATEGORY;
however, we don’t find any description of the service in the PWS.
R30: High Cleaning has been hereby deleted from Technical Exhibit 1.
31: What is the correct due in date for the offers? At page 1 you read 23 July 2019, at page 94 22 July 2019.
R31: In accordance with Amendment 01, the solicitation closing date has been extended through 25 July
2019 at 10.00 C.E.T.
32: Are toilet tissue dispensers, towel dispensers, soap dispensers, toilet seat cover dispensers, and sanitary napkin dispensers already installed?
R32: Toilet tissue dispensers, towel dispensers, soap dispensers are already installed. There are not toilet seat cover dispensers and sanitary napkins (see also response to Q16 above).
33: In accordance with Article 4 of the national collective labor agreement (CCNL abbreviated) Custodial Service, Integrated Services and Multiservice, and in compliance with paragraph c of FAR clause 52.237-3 CONTINUITY
OF SERVICES (JAN 1991) incorporated in full text under the RFQ, the successor contractor shall hire all the existing employees with the exception of the key personnel. Therefore, in order to properly estimate the cost to perform the service, we request to be provided with the composition of the current staff employed under the contract with indication of level and number of hours
R33: See response to Q1 above.
34: we would like to know if a permanent cleaner is requested during duty hour (800-1700) at CDC Facilities?
R34: See response to Q22 above.
The following have been modified:

ADDENDUM TO 52.212-2
ADDENDUM TO 52.212-2
A. This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 13.5
Simplified Procedures for Certain Commercial Items and as supplemented by agency.
The award will be made to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced quote that meets or exceeds all the minimum mandatory criteria in the solicitation evaluation factors. No additional merit is given for quotes that exceed the minimum criteria.
Offerors are put on notice that:
a. The non-price factors will be evaluated on an “acceptable/unacceptable” basis.
b. The non-price factors are evaluated for acceptability and not ranked.
c. The term “Offeror” means an individual firm or a Consorzio. No A.T.I., Joint Ventures or Scarl businesses may participate in this solicitation.
d. Tradeoffs are not permitted.
e. The offerors must provide all required information or the quote will not be considered.
f. In order to be eligible for an award, a quote shall be rated “acceptable” on all non-price factors.
g. Offerors may be asked to clarify some issues regarding the non-price factors to enhance U.S. Government understanding of them. The Government may enter into discussions in order to cure quote deficiencies or material omissions, and/or otherwise revise the quote.
h. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful offeror complies with the requirements of FAR subpart 9.104.
i. The following factors shall be used to evaluate quotes:
Factor I – Technical Experience
Factor II – Past Performance
Factor III – Price (SOLICITATION/CONTRACT/STANDARD FORM 1449)
B. EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:
Rating Description
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirements of the solicitation
FACTOR I: TECHNICAL EXPERIENCE
To be determined acceptable in this factor the offeror shall provide all of the following:
1. The offeror must demonstrate that they have experience in providing relevant projects that are similar to the work of this solicitation, and completed within 3 years before the date of the solicitation. The offerors must provide contract information of at least one (1) but not more than three (3) relevant projects currently being performed, completed or performed within three (3) years of the solicitation release date. The project submitted shall include a description of the scope, the amount, an explanation of similarity to this project, the completion date, and a client’s point of contact. Consorzio firms may submit past experience for the firms which have performed work under their consorzio. Similar in scope means that the contract must be for the custodial services in residential/commercial areas or communities.
2. It is the offeror’s responsibility to clearly explain and demonstrate to the Government how its work experience
(and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this solicitation.
3. The offeror shall provide a current copy of ISO 9001/2008 (Quality of Service) and ISO 14001/2004
(Environmental Management) certifications.
4. The offeror shall provide a resume (in English) for the Project Manager, Alternate, and Quality Control (QC)
Manager. The resume shall show evidence that the Project Manager/Alternate and QC Manager has a minimum of five (5) years of experience in the same position for custodial services in commercial or residential areas or communities. In the event that an offeror is selected for award of a contract, there will be no substitutions of the
Project Manager/ Alternate and QC Manager without the authorization of the Contracting Officer. The contractor shall not remove or replace the Project Manager/Alternate and QC Manager for this contract without the written concurrence of the Contracting Officer.
FACTOR II – PAST PERFORMANCE
Evaluation: Past performance will be evaluated to determine if the offeror and any major subcontractors have performed favorably for previous contracts of a similar size and complexity as the services required in this solicitation. The Government will evaluate an offeror’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The offeror’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Offeror(s) must demonstrate successful past performance of the offeror and any major subcontractors or partnerships as evidenced by information gathered concerning NO MORE than three (3) contracts and subcontracts completed or ongoing within three (3) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation, which are similar to the services requested in this solicitation.
Offeror(s) must submit the information as per Attachment 2 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the
Prime. Consorzio firms may submit past performance for the firms which have performed work under their consorzio.
Past performance will be rated on an acceptable/unacceptable basis using the following ratings:
Rating Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is known (see note below).
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
1. The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance
Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System
(FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.
2. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
FACTOR III: PRICE (SOLICITATION/CONTRACT/STANDARD FORM 1449)
1. The contract will be a Firm Fixed Price contract. The Government will evaluate price reasonableness for this requirement. The price factor will be evaluated separately from the non-price factors.
2. The price for the Phase-in period (CLIN 0012), will be evaluated as part of the overall contract price.
3. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.
4. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
5. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause
52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price.
An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Offerors are required to price the base and option periods.
Offerors shall not submit a price for the potential six (6) month extension of services period. The
Government may choose to exercise the extension of services at the end of any performance period
(base or option periods).
6. In evaluating price reasonableness, other than cost and pricing data shall be utilized.
C. Mandatory Documentation:
In addition to the Evaluation factors listed above the Government will review if all the required mandatory documentation in accordance with Addendum to 52.212-1 have been submitted.
