The Red Plan
The Red Plan is a quick reference in the event of a spill of a Hazardous Material (HM) or
Hazardous Waste (HW), to include POL, at installations of USAG Bavaria. This Red Plan serves as an immediate action tool to initiate the correct response at the earliest possible time.
The Red Plan is only to be used in the early stages of a spill. All further action will be based on the entire Spill Prevention and Response Plan (SPRP) after appropriate notifications and response actions are underway. The SPRP as the main document provides in-depth infor-mation on spill prevention, response, notification, and cleanup procedures. The SPRP is available at the USAG Bavaria DPW Environmental Division (ED).

If it is a minor spill, clean it up now!
A minor spill is contained within an impervious berm, on a nonporous surface, or inside a building. A minor spill does not enter or threaten waters, and does not pose a safety or environmental threat.
Any spill shall be reported to the Environmental Division and to the Fire Department.
If it is not a minor spill, do the following!
1. Report the Spill ►
Call Fire Control Desk (DSN: 112) if on-post (cantonment area), or call Range Control if on Training Area, or call German Police if off-post.
Report the following:
Initial responder name and location.
Need for emergency medical assistance.
Time and location.
Spilled substance and quantity
Type of spill (did the substance enter soil, a waterbody, or the sewer system?)
2. Determine Safe Actions►
What is it, how can it hurt me, and what can I safely do?
Check SDS for material spilled.
Take safe, no-contact simple actions that may help victims, help threatened people, or stop or contain the spill.
No safe actions may be possible.
3. Stop the Leak ► Do not contact or breathe vapors from material.
Close valves, stop pumps, shut down power, move containers.
4. Control and Contain ►
Keep the spill from spreading.
Close containment valves.
Place portable containments.
Apply absorbents.
