The following have been added by full text:
AMENDMENT 0010
1. All in regards to the response to Question #13 from Phase 1 of the Solicitation:
a. Please clarify the 72,000lb load limit provided for the levee. Is this the load limit for the temporary access bridge support on the levee, or is this the axel load limit for haul vehicles?
Does this load limit only apply at the temporary access to the borrow? Construction of the gate structure will require equipment well in excess of the 72,000lbs.
Response: The 72,000 pound load limit refers to a HS-20 44 truck loading and is the maximum design load for the existing bridge and access route. Truck loads in excess of this limit for other areas of the job site will require approval of the Contracting Officer.
b. Will soil stabilization of the levee be permitted in order to support crane and equipment loadings for construction of the gate structures?
Response: The Contractor is responsible for demonstrating that his means and methods will not be detrimental to the work, subject to the approval of the Contracting Officer.
c. Is the load limit of the bridge across the existing structure due to the condition of the span or due to concerns with the condition of the walls/foundations the span is on?
Response: It is due to both.
2. Paragraph 3.3.7 of Spec Section 03 31 00.00 12 states that all T-walls, bases, and stems, and gatebay monolith require special thermal treatment, treating these structures as mass concrete. Some of these sections are as thin as 2 ft, whereas the LADOTD defines mass concrete as “a structural concrete placement having a least dimension of 48 inches or greater.” Will the Government consider revising this requirement so that it is only applicable to structures that have a minimum dimension of 48 inches or greater?
Response: No. Thermal analysis of the mix design will determine if controls are required
3. Is all embedded material to Hot Dip Galv. Coated, including Pipe Pile Tension Connectors & HP Tension Pile Connectors? General Note, Line 8.
Response: The pile tension connectors are not required to be galvanized.
4. Is the vertical rolled corner protection embeds CRS? See S-514, detail B5.
Response: Items designated as CRS shall be furnished as CRS, all other embedded metals shall be hot dip galvanized as per Steel Notes No. 8 on Sheet S-001.
5. Is all L 6 x 6 x 5/8 embed angle and L3 x 2 1/2 x 3/8 embed frame CRS? See S-517.
Response: Items designated as CRS shall be furnished as CRS, all other embedded metals shall be hot dip galvanized as per Steel Notes No. 8 on Sheet S-001.
6. Is Embedded plates in section A1 & A3 on S-517 CRS material?
Response: Items designated as CRS shall be furnished as CRS, all other embedded metals shall be hot dip galvanized as per Steel Notes No. 8 on Sheet S-001.
7. HP Piles are to be driven on a pitch and the drawings show the tension connectors to follow suit. Is this the case? If so, what is the degree or pitch on the piles?
Response: All non-vertical piles shall be installed at the batters shown on the drawings.
8. Equipment Cover Embeds shown as CRS with aluminum checker plate covers, is this correct?
Response: Yes, this is correct.
9. Per Section 05 59 20_Fabrication of Hydraulic Steel Structures Subsection 1.7.3, the assembly of the sector gate onsite shall be by the same fabricator that fabricated the gate offsite. Would the USACE allow the fabricator that fabricated the gate offsite to instead provide a certified supervisor to oversee the assembly of the gate by another contractor onsite rather than assemble the gate onsite themselves? It has been very hard trying to find a fabricator with the required certifications to do the offsite fabrication and the onsite assembly.
Additionally, per the same section, the gate fabricator must be certified under AISC in either of the two categories: Major Bridge Fabrication, having AISC fracture critical endorsement or Metal Hydraulic Fabrication. Is the certification Major Bridge the same as Bridge Fabricator – Advanced or Bridge Fabricator – Intermediate? A list of the AISC certifications are listed below. There are no Bridge Fabricator – Advanced in Louisiana and very few in the surrounding states that include the fracture control endorsement.
Response: As stated in Section 05 59 20, Section 1.7.3, AISC certification is required for both shop and field fabrication. This is necessary to comply with AWS and USACE requirements for fabrication of hydraulic steel structures and fracture critical members.
AISC is in the process of updating their certification categories. Fabricators may be certified as either IBR, Certified Bridge Fabricator – Intermediate with facture critical endorsement or ABR – Certified Bridge Fabricator – Advanced with fracture critical endorsement.
10. It calls for the contractor to fill the pipe pile with concrete to the mudline. Can you provide the anticipated depth of the pipe pile mudline in order for all contractors to bid the same depth?
Response: For consistency in bidding, contractors shall assume the top 10-ft of the pipe pile shall be filled with concrete. The remainder of the void (mudline to concrete) shall be filled with sand. All costs associated with filling the pipe pile shall be included in the applicable contract unit price and/or job price for which the work is incidental thereto.
