CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES
1. With pricing assumed to be a second submittal down the road, how are we to enter the $ figures required with the small business paperwork?
Response: See revision to SECTION 00130 in this Amendment.
2. Without quantities to price, how are bidders supposed to generate the required Small Business Commitment
Document required for Volume I submittal?
a. Similarly, how are bidders supposed to generate an accurate schedule?
3. Per the Instructions to Bidders from the RFP, only the Volume I of the proposal is due February 14, 2022. It is our opinion that some of the requested information for Volume I cannot be provided until the 100% plans and specifications are released and the pricing for Volume II is completed. The Technical Approach, Small
Business Commitment, and Letters of Commitment of Key Subcontractors cannot be completed until means and methods are identified, and solicitation and selection of subcontractors is completed, which will not be known until the pricing is put together in Volume II. We request that Volume I be limited to Past Performance and Key Personnel and Project Management Plan, and that the remainder of the items requested in Volume I be due with Volume.
4. Can you confirm that what is due on February 14th is only the Volume I package consisting of :
1. Past Performance
2. Technical Approach
3. Key Personnel and Project Management Plan
4. Small Business Commitment Document
5. Will there be an evaluation of these documents and then “qualified” contractors selected or is it simply that we must submit Volume I first?
Response: Per SECTION 00130 para. 1.7.2, any proposal that receives an ‘Unacceptable’ rating is not eligible for award.
6. Do we submit only the Small Business commitment document or do we submit the small business plan as well?
Response: The Small Business Commitment Document is required from all Offerors at time of proposal submission.
5. Will a separate questions period be allowed during the pricing phase?
Response: An Offeror may submit additional questions; however, there is no a guarantee of a response before the bid submission date.
6. Please provide a summary of what is to be included in proposal to meet the requirements of Phase I submittal. It refers to different requirements in different section of the specs.
7. Can the question period be extended as well as the bid date to clarify any answers that may come from Contractors?
Response: An Offeror may submit additional questions; however, there is no guarantee of a response before the bid submission date.
8. 00130-10. Are 11x17 (Tabloid) size pages allowed for graphics (i.e., Project-specific Organizational Chart
(Factor 3), construction sequencing (Factor 2), etc.)? If so, will an 11x17 count as 1-page or 2-pages?
Response: One page.
9. 00130-10. Regardless of size (8.5x111 or 11x17), will the Corps consider eliminating the Project-specific
Organizational Chart from the page-count?
Response: No.
10. 00130-13. The RFP requests a copy of the Offerors Summary Subcontracting Report (SSR) (SF295). Would you please consider excluding the SSR (SF295) from the page count?
11. 00130-13. The RFP requests that the Offeror include “Small business utilization for each of the projects submitted under Factor 1, Past Performance.“ Would you consider excluding the requested Small Business Utilization information from the page limitation.
12. 00130-12 and 00130-15. Would you please consider excluding the Small Business Commitment Document
(Attachment 2) from the page limitation?
13. 00130-12 and 00130-15. Would you please consider excluding the Letters of Commitment of Key
Subcontractors (Attachment 3) from the page limitation?
14. Will USACE consider excluding Factor 4 from the 35-page page-count?
