4. Is there a floor plan or door schedule that provides door sizes, hand swings, door elevations, frame details, etc.?
Response: The Control Room door swing is shown on Drawing S-127. Door details are provided on Drawing S- 522.
5. Please provide what the blast requirements are for this project? The current blast specifications appear to be generic.
Response: No blast requirements for the project. Spec and plan sheet S-522 will be amended accordingly.
6. Unable to determine what is so explosive near the doors and need confirmation if the requirement is to install hurricane or tornado resistant doors?
Response: No blast requirements for the project. Spec and plan sheet S-522 will be amended accordingly.
7. For the Small Business Plan, can the Company Address and DUNS be deleted from the table or will USACE allowed a smaller font than 10 Times New Roman? For example, our first contract that we have to list has 29 separate SB concerns.
Response: Offerors may use additional forms where necessary to provide complete responses to the Factor 4, Small Business Commitment Document Proposal.
8. What caused the change from 5/16” fillets to CJP on the intercostal to skin plate welds? Will the government consider changing back? There is a significant increase in welding cost and distortion issues with the increased weld required.
Response: No. Project shall be bid according to the plans and specifications.
9. Is the intent for the entire bid package (Volume I and Volume II) to be submitted, or are we to only submit the items that were not submitted during phase I.
Response: Do not duplicate what has been submitted for Volume 1.
10. The paint specifications appear to contradict. Please confirm the coating system to be used. Section 3.5 of 09 97 02 calls for a 4 coat system 6-A-Z, while section Para 3.3 of section 05 59 20 refers to Para 3.5 of Section 09 97 02.01 which calls for a 2 coat system 6.
Response: Sector Gate and Needle Girders shall be painted following Para 3.5 of specification Section 09 97 02 – Painting: Hydraulic Structures. Section references in 05 59 20 will be corrected by amendment.
11. Based on the number of changes from 80% plans can the deadline to questions be extended by 1 week to 7/28/22?
More time is needed to get answers and question from Vendors for ability to roll the members to you tolerances as shown.
Response: No.
12. Based on the number of changes from 80% and the bid currently being due the week of a holiday will the government extend the bid due date by 1 week?
Response: The Proposal Due Date has been extended to 18 July 2022 by this Amendment.
13. What is the schedule for relocation of W1 and W2 waterlines shown on sheet R-101? The TRS cannot be installed until these are relocated.
Response: The Contractor should contact the utility owners for questions on utility relocation coordination in accordance with Specification 01100, paragraph 9.
14. Will follow up questions based on answers to these be allowed?
Response: No.
15. What is driving the true plane tolerance of 1/8” on the skin plate after welding? This tolerance in addition to the CJP weld to the intercostal seems both unnecessary and very costly. Removal of this tolerance be acceptable to the government provided all sealing requirements and gate operating tolerances are met?
Response: Project shall be bid according to the plans and specifications.
16. Will Peening of welds CJP per permitted for distortion of control?
Response: Peening shall comply with AWS D1.5 and shall be submitted for approval.
17. Can the answer to question 39 from previous Q&A be incorporated in the contract specs? Specs for pipe pile and H-pile contradict the answer.
Response: This will be changed by Amendment P00008.
18. There is a note in Detail B7 on Sheet M-500 stating that the machined rack support plate shall be field-milled “with gate in place to obtain true radius +/- 0.015”at center of plate…” This radius in question is more than 40’ and temperature changes due to sun exposure or just ambient temperature are expected to cause up to ¼” or larger changes in the gate radius daily. A) What is the critical radius to be held? B) Wouldn’t the engagement of the pinion and rack in Detail B1 control over this, and thus be able to omit the note in Detail B7?
Response: The critical radius to be held is the rack pitch line as shown on M-104 A2 & A6. It is noted that the true radius of the gate will vary with thermal expansion, however this does not alleviate the need to ensure consistency in radius throughout the full gate swing. Variations due to thermal expansion are addressed by the temperature factor incorporate in the equation noted on the drawings for setting of the pitch line. However, a consistent radius is required to achieve this throughout the gate swing. If adequate tolerance is not achieved in setting the interface radius, adequate tolerance will not be achieved in uniformly setting the rack/pinion pitch line offset.
19. The paint system and painting limits for H-pile and sheet pile is specified in Section 09 97 02.01 12 Paragraph 3.5 but we cannot find if pipe pile is to be coated. Is there a specification or plans sheet that details what system to use and the extents of pipe piles to be coated?
Response: The Pipe Piles are uncoated.
20. Please confirm bid date is Friday 7/8/2022 and Monday was transcribed in error in item 9 (B) for the “Attention to Offerors Letter/”.
Response: Per this Amendment the Proposal Submission Date is 18 July 2022
21. Does the bid submission documentation for Phase I need to be resubmitted with required documentation for Phase 2?
Response: No. See answer to question 9.
22. Please confirm the small business commitment is supposed to be submitted in Volume 2?
Response: The Offerors Proposal for the Small Business Commitment Evaluation Factor shall be submitted with Volume II.
23. Section 02 41 00 “Demolition” does not mention the removal of the existing sector gates; however, it is stated as a scope item in the past performance assessment questionnaire letter. Are the sector gates to be removed in this scope of work?
Response: Demolition consists of removal of existing dolphins only at this time. The sector gates are under an historical evaluation and their removal will be determined at a later time. The existing gate structure is to remain and not be disturbed.
24. Can the government provide the St. Mary’s Parish Davis bacon wages?
Response: St. Mary’s Parish wage determination has been added to this amendment P00008.
25. It appears the dimension line for the pile embedment shown on S-305 was drawn in error. Please advise.
Response: The 32” dimension line for the pile embedment should point to the top of the pile at the centerline. This will be corrected by amendment.
26. It is understood that the design of the temporary retaining structure is the responsibility of the contractor as stated on drawing S-002; however, is it at the discretion of the contractor to determine if the cofferdam berm is required or not?
Response: The Contractor shall design, install, maintain and remove the temporary Retaining Structure (TRS) as required by Section 01 53 00.02 12 of the specifications.
27. What is the riprap size required on the riverside of the gatebay monolith shown on C-203 and C-204?
Response: Please see Specification Section 35 31 19.04 12.
28. As it pertains to Section 01 53 00.02 12 Item 3.2.1, will bentonite slurry be required for the cofferdam after it is removed since the specifications state that the area inside the cofferdam needs to be rewatered prior to removal?
Response: Bentonite slurry will not be required for sections of the Temporary Retaining Structure (TRS) that are beneath the surface of the water after rewatering.
29. Will H-pile splice kits and pipe pile chill rings be allowed for splicing of the piles?
Response: The piles shall be spliced in accordance with the drawings and specifications.
30. Is it the intent for the dynamic pile tests described in Section 31 62 14.00 12 to determine the length of piles or just the blow count criteria?
Response: The dynamic test will be used to verify the design capacity of the piles. No length adjustment is anticipated.
31. Will the contractor be allowed to use the existing needle girders to create a dry excavation as detailed on drawing
SH-100?
Response: No the Contractor may not use the existing girders, but the Contractor may fabricate needle girders and use the existing slots.
32. Can the government provide its estimated quantities to include a pile schedule?
Response: Yes, government can provide quantities as outlined in paragraph 52.236-4 (e). A pile schedule will not be provided.
33. Can the government provide the CAD and point files?
Response: No. Electronic data will be provided to the awarded Contractor.
34. The Sector Gate tolerances given on sheet SC-001B seem excessively tight for this project. Given the fabrication steps required for this fabrication, these tolerances could force the contractor into over-sizing members and machining the entire gate. The skin plate must be rolled parallel to the rolling direction – which will require step braking rather rolling as plate rollers are not wider than 13ft. Further, all roller/former companies contacted hold to AISC code of Standard Practice tolerances of ± ⅛”. After step-braking of the skin plate, the intercostals (with ±¼” ASTM A6 tolerance) must be CJP welded to the skin plate, causing significant heat input and distortion of the skin plate. This must then be fit to the rolled W27 girder, which would also be rolled to AISC Code of standard Practice tolerance of ± ⅛”. This accumulation of tolerances make meeting dimensional tolerances on Sheet SC-001B impractical without forcing the contract to machine the entire gate. Is the intent of the Corps to have the full gate machined in order to meet these tolerances? If not, could tolerances be revised to meet AISC Code of Standard Practice and ensure final seal?
Response: No, it is not the intent to have the full gate machined. Any variances to tolerances shall be submitted for approval.
35. Specification section 0110 09.e calls for the relocation of waterline “W2” to a new permanent location near C/L Sta.
102+30 with a new pipe diameter of 12 inches. Plan sheet R-101 shows waterline “W3” crossing the levee at this stationing with a diameter of 10 inches. Can it be confirmed that the relocated “W2” pipe is 12 inches in diameter and crossing the levee at C/L Sta 102+30?
Response: The new relocated W2 pipe is to be 14” in diameter. This will be changed in the P&S by amendment.
36. Rip rap is added to the scope in the Plans, but no pay item was added for Rip Rap. Will the Government please add a pay item for rip rap with a unit quantity?
Response: Please see Specification Section 35 31 19.04 12.
37. In regards to the response to Question #13 from Phase 1 of the Solicitation: Please clarify the 72,000lb load limit provided for the levee. Is this the load limit for the temporary access bridge support on the levee, or is this the axel load limit for haul vehicles? Does this load limit only apply at the temporary access to the borrow? Construction of the gate structure will require equipment well in excess of the 72,000lbs.
Response: This is the load limit for the crown of the levee. This only applies to areas outside of the construction limits.
38. In regards to the response to Question #13 from Phase 1 of the Solicitation: Will soil stabilization of the levee be permitted in order to support crane and equipment loadings for construction of the gate structure?
Response: Any support plan for equipment shall be submitted for approval. This plan shall address any impacts to the existing structure and/or the proposed structure.
39. Is the load limit of the bridge across the existing structure due to the condition of the span or due to concerns with the condition of the walls/foundations the span is on?
Response: It is due to both.
40. Paragraph 3.3.7 of Spec Section 03 31 00.00 12 states that all T-walls, bases, and stems, and gatebay monolith require special thermal treatment, treating these structures as mass concrete. Some of these sections are as thin as 2 ft, whereas the LADOTD defines mass concrete as “a structural concrete placement having a least dimensions of 48 inches or greater.” Will the Government consider revising this requirement so that it is only applicable to structures that have a minimum dimension of 48 inches or greater?
Response: No. Thermal analysis of the mix design will determine if controls are required

EVALUATION OF SUBDIVIDED ITEMS.
Item No. 0033 is subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its sub-items.
(End of Clause)
VARIATIONS IN ESTIMATED QUANTITIES - SUBDIVIDED ITEMS.
The Variations in Estimated Quantities Subdivided Items clause is applicable only in Item No. 0033.
a. Variations from the estimated quantity in the actual work performed under any second or subsequent sub-item or elimination of all work under such a second or subsequent sub-item will not be the basis for an adjustment in contract unit price.
b. Where the actual quantity of work performed for Item No. 0033 is less than 85% of the quantity of the first sub-item listed under such items, the Contractor will be paid at the contract unit price for that sub-item for the actual quantity of work performed and, in addition, an equitable adjustment in contract price shall be made in accordance with the clause FAR 52.211-18, Variation in Estimated Quantity .
c. If the quantity of work performed under Item No. 0033 exceeds 115% or is less than 85% of the total estimated quantity of the sub-items under that item, and/or if the quantity of work performed under the second sub-item or any subsequent sub-item under Item No. NONE exceeds 115% or is less than 85% of the estimated quantity of any such sub-item, and if such variation causes an increase or a decrease in the time required for performance of this contract, the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, Variation in Estimated Quantity.
