BIDDER QUESTIONS AND GOVERNMENT

RESPONSES

Q1. Please provide quantities for Lump Sum (Job) items in the contract.

A1. Estimates of quantities involved in certain items of work for which bids are being solicited on a lump sum or job basis have been made for the use of the Government. It is expressly understood that the accuracy of these estimates is in no way warranted and that the furnishing of this information to a bidder will not relieve him/her of his/her responsibility to estimate the quantities involved.

Clearing and Grubbing – 44 acres.

Clearing – 104 acres.

Safety fense – 14,775 lf.

Access Road and Staging – 94,375 SY in total.

48’ CMP Pipe = 240 LF.

All other “JOB” quantities are contractor design/build such as mob/demob, video, traffic control, wash rack… that we don’t give quantities for.

Q2. Specification 31 00 00 – Testing – page 8 – paragraph 2 states that control compaction curves need to be performed at every 1000’ of fill placed. Does the 1000’ of fill placed pertain to a completed section of fill to grade or for every lift of fill placed?

A2. Testing should be done per 1000’ for every lift placed.

Q3. Specification section 35 20 18 – Is there a flap gate manufacturer that the engineer prefers?

A3. No.

Q4. Drawing C-10 Notes for the South and North stockpiles state that the adjacent contractor is stockpiling from STA 283+39 to STA 291+00 on the North and STA 272+00 to STA 291+00 on the South end of the project. Are they going to be completed prior to Comite River Reach 2 start?

A4. No, the adjacent projects have not been advertised.

Q5. Drawing C-13 shows cross section 290+00 in the very bottom. No stockpiles either north or south are shown. The detail on drawing C-10 STA 283+39 to STA 291+00 shows stockpiles on both North and South ends of the canal.

A5. The required compacted fill portion of the stockpile embankment is shown. The maximum allowable stockpile embankment is not shown as this portion is to be determined and completed by Highway 964 Contractor.

Q6. Drawing G-03; General Note #8 indicates that the “Channel Reach 2A Contractor may be restricted to one access road during phases of the HWY 964 Project. Contractor shall coordinate with the adjacent contractor to reduce impacts and delays.” Has a contractor been selected for the 964 Highway work? If so, is there a proposed schedule from said contractor that bidders would be able to review, to determine timing of project access impacts? Is there a point of contact of HWY Contractor to discuss construction coordination? Is there any determination as to what access road would be impacted? North access road or South access road?

A6. No. Advertisement for the Highway 964 contract has been delayed. This is a La DOTD project.

Q7. Drawing C-01 illustrates that there are two Stock Pile areas that are to be constructed by the HWY 964 Contractor. Is the Comite River Phase 2A Contractor to install the access roads (north and south) prior to the HWY 964 Contractor constructing these Stockpile Areas? Will the HWY 964 Contractor be required to complete the tree clearing located within these Stockpile Areas?

A7. The Comite Channel Reach 2A Contractor shall clear trees within the limits of the access roads. Coordination between the Contractors shall be required.

Q8. For the site access roads, will the HWY 964 Contractor be utilizing the access roads throughout the Comite River Phase 2A project? If so, will the HWY 964 Contractor be managing any dirt or mud tracked onto the highway from their operations. Will there be a requirement for separate wash stations for each contractor?

A8 . It is likely that the Contractors will be sharing the access roads at some point. All contracts should have the same language requiring truck wash-down racks and street cleaning.

Q9. Specification page 3 of 71 to page 13 of 71 – Does the completed solicitation contract form for items on these pages need to be included with the bid package?

A9. The format of those pages have been revised.

Q10. Block 14 of Amendment 001 states that the bid date did not change, however, the Q/A states that is has been changed to Aug 30. Will the USACOE issue a modification to Amendment 001 stating the Aug 30 bid opening date?

A10. The bid opening date is 30 August 2021 at 11:00am local time.
