About this file
This document contains an amendment to a solicitation for a multiple award task order contract to provide construction services for Mississippi River levee projects in Louisiana. Key details include:
-
The solicitation is a 100% small business set-aside for a MATOC to furnish labor, materials, and equipment for excavation, embankment construction, clearing, geotextile placement, seepage cut-offs, and groundwater relief wells for levees in the New Orleans District of the Corps of Engineers. The magnitude of construction is estimated between $25-100 million over the life of the contracts.
-
Offerors must be registered in SAM.gov and meet the $39.5 million small business size standard under NAICS code 237990. Performance and payment bonds and notices to proceed will be required at the task order level.
-
The amendment provides corrected pricing schedules for the sample task order and binding prices, updates points of contact for proposal submission, and includes evaluation criteria for subline items. Proposals were due by August 7, 2020 following an industry question period ending July 30, 2020.

TOTAL $
Offers shall complete the Binding Prices Bidding Schedule. The prices will be binding for the term of the contract, as a maximum price, that may be proposed on any task order under this contract.
These prices may be negotiated downward, with award of individual task orders, but may never exceed the maximum.
In addition to evaluating the price for award of the basic MATOC, the Binding Prices will also be evaluated for fairness and reasonableness.
NOTE 1: Offerors shall furnish unit prices for Item Nos. 0001 thru 0012 and their subline items. If the offeror fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF AN OFFEROR
OMITS BOTH THE UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY
ITEM, ITS PROPOSAL SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE
FOR AWARD.
NOTE 2: Any proposal may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of proposal, but the price for individual line items as well. Any proposal may be rejected if the prices for any line items or subline items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 3: The successful offeror is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. Each subsequent Task Order under this MATOC will also have a bid bond and performance and payment bond requirement. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.
NOTE 4: The MATOC Pricing Schedule estimated quantities are for MRL seepage projects. It is anticipated that multiple Task Orders will be required for the MRL work and the work for these estimated quantities will not be complete under one contract.
NOTE 5: Base Year is defined as an ordering period beginning on the date of award for a duration of 365 calendar days. This applies to all contracts awarded to the MATOC pool.
NOTE 6: RAPID VENDOR PAYMENT: Web based instructions for the submission of invoices;
