About this file

This document provides an amendment to a solicitation for a multiple award task order contract for Mississippi River levee construction work. The amendment responds to four industry questions, providing clarification on proposal submission requirements, the evaluation factors and basis for award, pricing terms, and ensuring all required information is included in proposals. The solicitation seeks proposals for excavation, earthwork, clearing, geotextiles, seepage cut-offs, and groundwater relief well installation between $25-100 million. The NAICS code is 237990 and small business size standard is $39.5 million. Proposals were due by August 7, 2020. The contract will have binding unit prices for task orders issued over its duration, with individual task order periods of performance potentially extending beyond the base contract term.

AMENDMENT 0022

25 SEP 2020 Government Responses to Industry Questions for the:

Mississippi River Levee Project Solicitation #: W912P8-20-R-0021 Amendment 0022

(1) INDUSTRY QUESTION: Reference Proposal Submission instructions under Section L of the solicitation.

Under Sub-factor A – Experience, the first paragraph of this section states that the offeror is to submit 3 to 5 contracts demonstrating relevant experience. The second paragraph under Sub-factor A – Experience begins with “Additionally” and states that if there will be any significant subcontractors then the offeror is to submit 1 to 3 contracts for the significant subcontractor demonstrating their relevant experience. Under Volume II – Factor II – Past Performance, the first paragraph states offerors shall submit up to 5 contracts for the prime offeror and up to 3 contracts for each significant subcontractor. Please clarify how many contracts total can be submitted under Sub-factor A – Experience for the prime offeror and significant subcontractors.

GOVERNMENT RESPONSE: Past performance is how well you performed, while relevant experience is the type of work you performed – two fundamentally different evaluations. A rating in one factor does not automatically result in the same rating under the other. If there will be a subcontractor performing significant amounts of work, a proposal may contain 1-3 subcontractors, and demonstrate their relevant experience.

(2) INDUSTRY QUESTION: Reference Evaluation Factors under Section M of the solicitation. The Basis for Award section states that award will be made based on the Best Value – Tradeoff process. However, the matrix titled Relative Order of Importance of Factors indicates that Price is approximately equal to all the non-priced factors. Please clarify the basis of award and whether the Order of Importance matrix is accurate.

GOVERNMENT RESPONSE: The basis of award matrix is accurate. Review the Relative Importance to Other Factors. Technical Approach is more important the factor II, Past Performance. Past Performance is more important than factor III.

Section M - 1. Basis for Award describes the consideration given to the evaluation factors.

(3) INDUSTRY QUESTION: The sample project. We are only submitting prices for the bid form that is shown based on these numbers. No where will we be required or requested to honor the prices for this project due to the task orders being specific to quantities and plans that will be issued at that given time.

GOVERNMENT RESPONSE: Please review Section L (iii) Volume III - Factor III Price:

(iii) VOLUME III – FACTOR III – PRICE:

Offerors shall submit the Price proposal in the following format:

W912P820R0021

A cover sheet with the offeror’s name, the volume number, and the solicitation number. The second sheet shall be an index/table of contents.

Price proposals shall consist of the following basic components:

• Price Proposal for Sample Task Order – Section 00010 – Schedule of Prices

• BINDING IDIQ Unit Prices – Section 00010 – Schedule of Prices

Volume IV shall consist of all information required to support the offered price. Certified cost and pricing data are not currently required, however, the Government reserves the right to request such data prior to award. No pricing information shall be contained in any other volume of this proposal.

And also

Section M - C. Factor III - Price

Attachment 2 – BINDING IDIQ Unit Prices submitted by the offeror in Section 00010 of the solicitation will be binding, as indicated, throughout the contract period.

Price Proposal for Sample Task Order: The purpose of this price analysis is to ensure that prices are realistic for work to be performed, reflect a clear understanding of the requirements, and are consistent with the efforts described in the sample project. An excessively high or low price proposal will be considered an indication of a limited understanding of the requirement or an inefficient organization and may render the offeror as non-responsive.

(4) INDUSTRY QUESTION: Can a complete list of the required information for returnables be given in one document? I am in fear that we will be leaving something out and be disqualified.

GOVERNMENT RESPONSE: Please review Section L - 1. Proposal Submission Requirements

All documents required along with the page limitations, format, etc. is included in this section.
