AMEND. 0008 CONT. PAGE

02 SEP 2020 Government Responses to Industry Questions for the:

Mississippi River Levee Project Solicitation #: W912P8-20-R-0021 Amendment 0008

1) Industry Question: What do you fill out on the bid form? As the amendments should be sequential, do we just put the number and voided as the date?

Government Response: Please write Amendment 0005 in the Amendment Box, below it in the Date box, please write VOID.

2) Industry Question: The sample project that the offeror is required to price is from a solicitation that was issued in 2018. Prior to Government receiving bids in 2018, numerous questions were asked which resulted in many changes to both the drawings and specifications by amendment. Since the changes made are not currently included in the sample project, are we to ask the same questions again are can the Government make the necessary changes to the Drawings and specifications by amendment to the MATOC Solicitation?

Government Response: The specifications for the sample project have had the previous changes incorporated prior to solicitation and are considered biddable as is. There are 3 revised drawings that will be replaced by amendment.

3) Industry Question: Sample Project - Please provide estimated quantities for lump sum items for the sample project.

Government Response: Estimated quantities are attached.

4) Industry Question: Sample Project - Can the degraded material from the existing levee be used in the construction of the new levee?

Government Response: For the purposes the Sample Project, use of degraded material from the existing levee for construction of the new levee will not be considered. On task order specific projects, degraded material may be used only if the material meets the requirements in the Embankment specifications.

5) Industry Question: Sample Project - Are new American made sheet piles required for the sample project or can used sheets be considered?

Government Response:

As per the specifications, new sheet pile are required.

All sheet pile shall comply with the Buy American Act.

6) Industry Question: Specification section 00010 – Solicitation Contract Form. Please reference the attached forms to answer the following question as I believe your answer in Amendment 4 (Question 8) and Amendment 6 (Questions 4 and 6) reference the correlation between the SAMPLE PROJECT BID FORM and the solicitation BINDING PRICES BID FORM found on page 12 of 129.

7) Industry Question: There are 6 bid items for IDIQ however there are no descriptions of what needs to be supplied – Page 1 to Page 5. Please advise.

Government Response: there is no requirement for the 6 bid items on pages 3-5

8) Industry Question: There is no direct correlation between the attached forms and the binding prices bid schedule, nor there is a correlation between the attached forms and the bid schedule in the sample project. Please advise.

Government Response: there is no requirement for the 6 bid items on pages 3-5. The 6 bids items are not part of the bid schedule for either the sample project or the binding prices.

9) Industry Question: What do the NET AMOUNTS constitute? Example: Item 0001 on the attached forms – Is the NET AMOUNT the sum of all of the YEAR 1 pricing from the Binding Prices Form? Silt Fence Year 1 + Lime Year1 + Sulfur Year 1, etc….

Government Response: there is no requirement for the 6 bid items on pages 3-5.

10) Industry Question: Please explain Item 0006 OPTION TO EXTEND THE CONTRACT on the attached forms. What do you expect us to place at the AMOUNT and NET AMOUNT for this item? This CLIN is not quantifiable given the information in the solicitation. Please advise.

Government Response: there is no requirement for the 6 bid items on pages 3-5
