SUMMARY OF CHANGES

(End of Summary of Changes)

The following items are applicable to this modification:

Carrollton Phase III: District Floodwall Solicitation W912P820-B-0042

Contractor Questions & USACE Responses

1. Staging Area 1 shown on Drawing C-100 has a significant slope that may make it unsuitable for field office use.

The slope at Staging Area 1 may also limit materials that can be stored at Staging Area 1 as the slope is unsuitable for crane operations. Staging Area 2 shown on Drawing C-101 indicates that it is for “Materials Storage Only”. Please clarify if field offices can be located at Staging Area 2. Alternatively, please provide a suitable location for field offices at the project site.

Staging Areas 1 or 2 will be available for field office use.

2. What is the frequency of use of the Helipad located near Staging Area 1?

The helipad is used sparingly outside of hurricane season. Government will coordinate with Contractor when the helipad is to be used and what actions need to take place.

3. What is the voltage of the high-voltage electric lines running adjacent to Staging Area 1?

13.8kV 3 Phase

4. After viewing the construction site, there are numerous trees and other landscape features that will need to be removed for construction. Paragraph 3.1.2 under specification 01 57 20.00 12, Environmental Protection, requires the contractor to replace landscape features damaged during construction utilizing the services of a licensed arborist. There are no landscape plans included in the solicitation. Please clarify if the contractor will be required to replace any of the trees, shrubs, or other landscape features (other than Seeding and Mulching under the Bid Schedule) that will be affected by construction. If so, please provide a landscape plan and schedule.

The Contractor shall replace any trees, shrubs or landscape features damaged by his activity beyond what is required to be removed for the construction of the floodwall. Per paragraph 3.1.2., the Contractor shall coordinate with the New Orleans' District Landscape Architect and secure the services of a licensed arborist to assess any damage to trees that occur as a result of construction activities. This project will not address replacement of landscaping that was removed as a result of the construction of the floodwall.

5. Will a licensed arborist be required for the tree removal and tree trimming required for overhead access and construction of the new floodwall?

Yes, as stated in Paragraph 3.1.2 under specification 01 57 20.00 12

6. Note 6 under Sequencing and Recommended Construction Section Notes on Drawing C-103 states that heavy equipment and crane placement for construction is not permitted on the flood side of the monoliths between PI- 4 thru PI-5 and PI-8 thru PI-11. However, at monoliths DM29 thru DM31 (in front of the main building entrance roundabout) there are walls, a flagpole, and other landscape features/structures prohibiting construction operations on the land side of the monoliths. Additionally, a 4 – 5 feet excavation is required in this area for the floodwall construction that will impact some of these land side landscape features. If the structures and landscape features are to be demolished for access at this location and reconstructed afterwards, please provide details of structures so contractors can estimate the cost of this work. It is not apparent how deep the walls and other concrete structures extend, or if they contain footings or foundations. Alternatively, please provide details regarding construction and construction access at this location.

Landside features will be removed and restored to their original location, such as the flagpole and bell statue.

Contractor shall minimize the amount of walls to be removed for the construction of the floodwall.

Unfortunately there are no as-built plans for the walls around the flagpoles. Contractor shall assume these walls are soil-founded with a 1-ft thick x 5-ft wide base, buried 1-ft under the ground line.

7. Note 6 under Sequencing and Recommended Construction Section Notes on Drawing C-103 states that heavy equipment and crane placement for construction is not permitted on the flood side of monoliths between PI-4 thru PI-5 and PI-8 thru PI-11. However, at monoliths DM53 thru DM55 there is a building less than 20’ from the land side edge of these monoliths. Additionally, a 4 – 5 feet excavation is required at this location for floodwall construction which will not provide adequate landside access and may encroach on the building foundation. Please provide details regarding construction and construction access at this location. Likewise, there are no details of the building or building foundation included in the plans. Please provide details regarding excavation and any shoring requirements in the area adjacent to the existing building.

Contractor shall be allowed to drive piling from the riverside of monoliths DM53 thru DM70 at the approval of the government. The Contractor shall be allowed to work in this area only when the river is between elevations

6.0 and 11.0 at the Carrollton Gage. Contractor shall submit anticipated crane loadings and measures that can be taken to reduce the loading surface pressures for government approval.

8. The existing building located adjacent to monoliths DM53 thru DM55 is very close to the floodwall piling.

Please clarify how the piling will be installed in this area if the vibrations at the building exceed those listed in paragraph 19 under specification section 01100.

Vibration monitoring and subsequent adjustments to the pile driving operation if the limits are exceeded is the responsibility of the Contractor.

9. Amendment 0001 states that the bid opening date of 07 July 2020 at 11:00am local time remains unchanged.

However, the original solicitation indicates a bid opening time of 1:00pm. Please clarify.

A new bid opening date was established in amendment 004.

10. 13 30 25, 1.8 Warranty. The section reads “Warrant the deployable floodwall system for a period of 5 years, and warrant materials for 3 years.” Can you clarify the difference between these two warranty coverages?”

Section 1.8 has been revised per current amendment.
