Sheet piling shall meet the requirements in Section 31 41 16.00 12
2. Can you please provide drawing C-202 for referenced project? Drawing C-202 is listed in index, but not included in drawings posted on Sam.gov.
Drawing will be provided via amendment.
3. S-103 has a detail labeled M44-M52. This detail shows sheet pile tip to be 6.25. S-108 has a detail for the same monoliths (M44-M51) with a tip of 7.25. And S-109 has a detail for M52 with a sheet pile tip of 5.75.
Please clarify.
S-103 is M15-M16 only, references to M44-M52 shall be removed. S-108 is correct. S-109 is correct.
4. S-114- PI4 is the sheet pile tip and top elevations accurate. Based on these elevations the sheet length comes to 9’, where it appears most other sheets are 10’ long.
PI4 as shown on S-114 is correct.
5. Sheet C-202 is missing from the plan set.
6. Specification section 01 57 23.00 12, page 7, paragraph 1.9.2.1 states that silt fence is to be installed at the locations shown on the drawings and that it shall also be attached to all safety fences. Is the silt fence required to be attached to all safety fences measured and paid under bid item 0004 “Silt Fences”?
No. Last sentence of Paragraph 3g of section 01100 (page 01100-5) states “Payment for all work associated with the safety fence shall be distributed amongst the existing bid items.”
7. The curb section shown on drawing S-103 differs from those shown on drawing C-500. Please clarify.
The curb section shown on S-103 is for the drainage swales as shown on H-002 and H-003. The curbs shown on C-500 are for the roadway and parking areas.
8. Are all curb sections and the chamfer included in bid item 0018 “Curbs and Gutters”?
Yes, for replacement along roadways and green areas.
9. Please provide a more specific detail showing the concrete curb limits. Using the proposed typical sections on drawing C-506 and/or the monolith plan and section detail for drawing S-103 curbs, produces a greater quantity than provided on the bid item schedule.
Curbs for S-103 are not included in the bid item. These curbs should be included in the base slab concrete bid item.
10. Please provide the Deployable Floodwall manufacturers the Government contacted during the project design.
The requested information will not be provided.
11. Monoliths M44-M50 and M51 are detailed on drawing S-103 and S-108. Please clarify.

13. No detail has been provided for waterstop in the deployable floodwall bases and columns. Is waterstop required at these locations? Please provide detail if so.
Water stops are required at all expansion joints. Water stops for deployable monoliths base slabs shall be same as shown on Sht S-500. Waterstop shall terminate at the top of base slab where deployable panels bear on the base slab.
Joints between permanent T-walls and columns shall be the same as shown on Shts S-500 and S-501.
14. Can sheet piles and h-piles be unloaded from the river at the Government docking facilities?
No.
15. Is the fence noted to be removed and replaced on drawing C-100 and C-101 replaced under bid item 0020 “Chain Link Fencing”?
Removal is under Demolition Spec 02 41 00 Para. 3.1.2 and Replacement is under Chain Link Fencing Item Spec 32 31 13
16. Specification section 01100, page 19, paragraph 16 limits all pile driving and excavation operations to a river levee below elevation +11.0. Are there any requirements to backfill the wall trench that may be open when the river exceeds +11.0 as this is not a breach or opening in existing protection?
The requirement to fill any existing excavation when the river exceeds +11.0 will be determine at that time.
17. Is the contractor limited to the amount of wall trench that can be excavated at any one time?
The Contractor is limited to the amount of parking and impacts to district traffic that can out of service at one time, as stated on Sht C-103.
18. Please provide the thickness of the stone base course to be placed.
Stone base course is 6 inches thick. C-505 will be revised accordingly.
19. Specification section 32 11 23.00 09, page 3, paragraph 2.1.1 states crushed stone or recycled portland cement concrete may be used for the base course. Drawing C-505 calls out stone base course. Can recycled Portland cement concrete be used for base course material?
The requirements for Stone Base Course are identified in paragraph 2.1.1 of Section 32 11 23.00 09.
20. The limit of new pavement is unclear. The first proposed typical section on drawing C-506 shows the new pavement limit at the edge of the structural excavation/backfill. The next proposed typical section on the same drawing shows the new pavement limit at a point outside of the structural excavation/backfill edge.
Please clarify the limits of new paving so we can determine the amount of base course required.
“New Pavement” is for areas of the parking lot/roadway impacted by structural excavation. The areas outside of the limits of excavation are shown as “New Asphalt” for areas that may be disturbed from construction equipment.
21. Referencing bid item 0015 “Asphalt Concrete – Binder Course”. Please more clearly define the area of new pavement on the drawings that will be measured and paid under this item?
Adequate information is presented in the drawings to determine the limits for the binder course.

See response to Q #25.
36. FAR 52.236-27, Site Visit, has the Lafayette Area Office listed for scheduling site visits for this project located at the New Orleans District headquarters. Please clarify if this is the correct POC for scheduling site visits.
Addressed in Amendment No. 0001.
37. Paragraph 16, High River Work Restrictions, under Specification Section 01100 states that all pile driving and excavation shall cease if the Mississippi River Carrolton Gauge is at or above elevation +11.0 until the river subsides below elevation +11.0. The lowest footing elevation for the floodwall is at elevation +15.0. Please clarify if the river elevation restriction requiring work to stop can be raised to a higher river elevation.
Restriction apply to both pile driving and excavations. Waivers may be considered based on river projections and current construction phasing.
38. Paragraph 16, High River Work Restrictions, under Specification Section 01100 states that all pile driving and excavation shall cease if the Mississippi River Carrolton Gauge is at or above elevation +11.0 and cannot resume until the river subsides below elevation +11.0. The river has exceeded elevation +11.0 during the last 5 years. In 2019, the duration above elevation +11.0 lasted for more than 6 months.
a. Does the contract duration of 530 calendar days and the Monthly Anticipated Weather Delay days in the contract include the anticipated High River Work Restrictions delays?
b. If not, can the USACE provide a Bid Item for costs associated with the High River Work Restrictions delays so that contractors have an equitable means of being compensated for this restriction as the duration of the yearly delay is unpredictable and cannot be estimated?
Per Para 16 of Section 01100, “Delays to the Contractor's operations from ceasing work when the Mississippi River elevation is above +11.0 feet at the Carrolton gage will be subject to the provisions of Section 00700 Contract Clause entitled "DEFAULT
(FIXED-PRICE CONSTRUCTION) (FAR 52.249-10)"”
39. Paragraph 21.d, Site Access, states that the Government may deny the contractor access to the site without compensation during some high levels of security. This is not something that the contractor can estimate.
Please provide an estimated number of days for the contractor to include in its bid that the contractor will not be able to work due to this provision. Alternatively, please provide compensation for these events under the Changes clause.
As stated in Para 21.d, contract time will be adjusted accordingly. Delay costs will not be compensated.
40. Paragraph 25, Security Requirements, under specification section 01100 lists a number of requirements under subparagraphs a thru i. Some of these requirements do not appear applicable to this contract. Please clarify which security requirements and training will be required for contractor personnel at the construction site on this contract.
All requirements are applicable with the exception of any requirement for a Common Access Card (CAC).
Contractor is not required to have a CAC card.
41. Is the contractor required to provide a field office for government personnel on this contract? If so, please provide details for this requirement.
Not required for this contract.
42. Are electricity and water available for the contractor’s use for its field offices at Staging Area 1?
Addressed in amendment. Added FAR 52.236-14 AVAILABILITY AND USE OF UTILITY SERVICES (APRIL 1984)
43. Drawings S-504 and S-505 indicate that fabricated utility sleeves are required at utility penetrations thru the floodwall SSP. The Electrical Drawings indicate that utility penetrations thru the floodwall are to be located 1 foot below the base of floodwall slab. The dimensions of pipe penetrations require more than 1 foot of clearance per the details on S-540 and S-505. Please clarify the elevations, or depths below floodwall, for the utility penetration sleeves to be installed at.
Electrical line depth will be approximately 1-ft, or more to accommodate the sleeve.
44. Will the USACE require a TRS for excavation and installation of the utility penetration sleeves?
Requirement for a TRS or shoring will be determine by the Contractor.
45. It is unclear how many fabricated utility penetration sleeves the contractor will be required to install. Please clarify the quantity and location of the fabricated utility penetration sleeves to be installed under the contract.
Refer to Shts C-208 thru C-220 regarding penetrations.
46. Can the floodwall excavation material be reutilized for floodwall backfill?
Refer to Para 2.1.1 of Section 31 23 16.16 12.
47. Please clarify which backfill activities will be paid for under Bid Item 0010, Embankment, Compacted Fill?
Refer to Para 1.1 of Section 31 24 00.00 12.
48. Paragraph 1.8, Submittals, under specification section 31 41 16.00 12 states that vibratory hammers are not allowed when the river elevation exceeds Carrollton Gauge +11.0. Are impact hammers allowed to be used when the river elevation is between +11.0 and +17.0 at Carrollton Gauge?
Per Para 16 of Section 01100, no pile driving will be allowed when the river is above +11.0 at the Carrollton gauge.
49. Drawing M-101 shows a proposed sewer line that runs from the new lift station approximately 600LF to the south. There are no details shown for this sewer line. Please clarify if the proposed sewer line is part of this contract and if so, please provide details.
Trench details will be provided on Sht M-102.
50. Sequencing Note 4 on Drawing C-103 states that the contractor must complete each section in its entirety before continuing to the next section, with the exception that at least 50% of asphalt paving must be complete. This note refers to Specification 32 11 23.00 09 for additional information. We could not locate additional information regarding sequencing and paving in this section. Please clarify.
Spec section is for stone base course, which can be used as a temporary parking surface, as identified in Para
1.1 and 1.2 of Section 32 11 23.00 09.
51. Sequencing Note 6 on Drawing C-103 prohibits heavy equipment and cranes on the flood side of monoliths PI- 4 thru PI-5 and PI8 thru PI-11. Can the contractor utilize the flood side access road for material deliveries and truck access?
Yes. Access will be limited only by the contractor’s construction activity in the area.
52. We are concerned that there is not enough time to complete the work within the current contract duration of 530 calendar days given the sequencing requirements and USACE allowance of 30 days for submittal review.
We are requesting that additional time be added to the contract duration or the contractor be allowed to work in multiple sections simultaneously.
Contract duration is as stated in the specifications. Contractor phasing shall be submitted for government approval, provided all contract requirements are met.
53. The traffic control notes on Drawing C-103 indicate a requirement for flagmen when conditions require them.
Please clarify when flagmen will be required under the contract.
Contractor shall determine if flagmen will be needed when large trucks are entering and existing the district.
54. What are the weight restrictions on the truck loads for the roadways and parking areas within the USACE facility?
Truck loadings shall not exceed an HS-20 (72,000 lbs) for all roadways and parking areas. Areas along the river bank will be determined on a case-by-case scenario, depending on the specific loading criteria.
55. Reference Details 1 and 2 on Drawing S-103. This curb detail is indicated at multiple monoliths. Please clarify if the curb concrete is continuous throughout the monoliths where shown and if the curb contains any reinforcing steel.
Detail 2 is being removed. Detail 1 is continuous along the monolith. Minimum reinforcement is required.
56. Reference paragraph 2.1.1.1. under specification 03 11 14.00 12. Please clarify if steel faced forms will be allowed for the Class A concrete finishes.
Forms shall be per specification.
57. With a bid date of July 7th, why are questions due on June 15th? This restricts the ability for contractors to get an understanding of a project before the question deadline. Please allow questions to be submitted up to 3 business days before the bid, this will allow contractors to assemble their most competitive bid.
The standard deadline for submission on questions on construction project is two weeks from issuance of the solicitation.
58. Plan sheet C-103 note 1 states: “The contractor shall submit construction sequencing which displays construction phases with impacted parking spots for approval. The suggested phasing displayed on sheets C- 103 thru C-109 are for bidding purposes only.” Can the bidders assume that phases can be combined or reduced to less phases as long as the parking spaces impacted do not exceed those listed in note #2 Sheet C- 103?
That is correct.
59. Spec section 1100-9 paragraph 8 indicates all existing utilities will be removed, modified or relocated by local interests or utility companies. Please provide a complete list of utility providers and contact information for each.
See Para 8(f) of Section 01100.
60. Spec section 01100-9 indicates or eludes that all public utilities are to be moved/relocated by the utility provider unless the contractor is directed by the USACE otherwise. With the number of utility relocations, this could make it very difficult to schedule the construction work activities. As such, we ask that the USACE will coordinate with the utility companies to adjust utilities or make an equitable adjustment to the contract.
See Para 8(f) of Section 01100 for the District Utility POC.
61. Are there any specific federal, state or local licensing requirements for plumbing, electrical, sewer or various other utility subcontractors?
All federal, state and local codes and licensing must be followed.
62. Contract drawing phase 8 is located directly in front of a maintenance building that appears to be part of the USACE fleet maintenance. Are there any specific requirements for USACE access to this building or that part of the facility while the contract work is being installed at that location?
Yes. Contractor shall provide a minimum of 30-ft between Shops building and phasing boundary. Contractor shall also provide a 50-ft access corridor to the facilities on the riverside of the wall line. These notes will be added to Sht C-108.
63. The tension connector weld symbols on Sheet S-306 conflict with each other. We’ve attached a marked up drawing of this. Please clarify if it is the intent of the drawing to have a field weld placed behind the bent bars to the H-Pile where there is no access to make a quality weld. Also understand that there will already be a weld here as the bars are all-around welded to the baseplate in the shop.
Sheet S-306 has been revised accordingly.
64. The requirements of paragraph 1.5.2 of section 13 30 25 to specifically have installed two floodwalls integrated with larger permanent floodwalls is unnecessarily restrictive. Can this paragraph be deleted? We have performed numerous stoplog slot modifications or replacements on major locks and dams that are much more complicated than this system.
This requirement cannot be removed.
65. Spec Section 05 50 03.00 12, paragraph 3.2.1.4 Welding Procedure Specification (WPS states that “The test welding and specimen testing must be witnessed and the test report document signed by a representative of the Contracting Officer”. Will we be able to use WPS’s that we currently have (required weld testing was witnessed by someone other than Contracting Officer) or will all new weld tests have to be witnessed by the Contracting Officer for this project?
Spec Section 05 50 03.00 12, paragraph 3.2.1.4 also states "Properly documented evidence of compliance with all requirements of these specifications for previous qualification tests shall establish the joint welding procedure as prequalified."
66. Please provide Drawing Sheet C-202, which is missing from the plans posted on beta.SAM.gov.

83. Beginning on drawing C-103, the Government provides the # of parking spaces impacted per phase. The number of spaces provided do not match with the number of spaces shown within the Limits of Construction Phase 1 or 2. How are these numbers derived?
Phase 1 is adjacent to the Contractor’s staging area, which occupies all but 6 parking spots. Phase 2 parking is correct as stated.
84. Sheet S-103 and Sheet S-104 both identify Monoliths M16. Which is appropriate?
See response to Q#4.
85. Sheet S-104 identifies a DM23 monolith. Is this accurate?
Yes.
86. Monolith M52 is identified on sheet S-103 and S-109, which is accurate?
See response to Q#4.
87. Monoliths M44-M50 and M51are identified on sheet S-102 and S-108, which is accurate?
See response to Q#4.
88. Drawing C-206: What does the abbreviation “MBC” represent? It does not appear on the legend.
See response to Q #25.
89. Plans indicate that existing asphalt is to be removed on a line 20 feet to either side of the proposed floodwall.
This only allows for asphalt removal in the area that will be excavated. It seems that asphalt will need to be replaced for an additional area beyond that to allow for the operation of construction equipment, etc. Can the quantities for asphalt be increased accordingly?
Any increase to the quantity due to the damage from construction operations will be made under the Changes clause
90. Drawings do not indicate any bedding stone / subbase under the concrete seal slabs. Is this correct or will a stone subbase be needed?
No bedding or subbase is needed under the stabilization slab. The stabilization serves as a working surface to assist in the construction of the base slab.
91. Drawing S-304, Note 3 states that contractor is responsible for deployable floodwall design. Please clarify what is required here.
Refer to Spec Section 13 30 25 for the deployable floodwall design requirements.
92. We cannot find the thickness required for the Stone Base Course Layer shown on the New Pavement Typical Section on Sheet C-505. What is the required thickness for the Stone Base Course layer?
Stone base course is 6 inches thick. C-505 will be revised accordingly.
93. There are no dimensions given as far as the diameter and depth of the wet well. There is a scale shown on the drawings but it does not appear to be correct. Please provide/advise.
Revised Sht M-102 to clarify.
94. There is no foundation information shown (I.E.-as far as piles, setting on stone, if so, how thick is the stone).
Revised Sht M-102 to clarify.
95. Is the package station all fiberglass or is just the shell. It says it is a fiberglass station. If so we need depth and dimensions to determine pricing.
Revised Sht M-102 to clarify.
96. There are no elevations on the gravity sewer lines. This is required to ensure the depth of your wet well will work out with the gravity sewer.
Revised Sht M-102 to clarify.
97. Spec Section 13 30 25, 3.2.d, which states the “Maximum time for installation of floodwall shall not exceed 30 man-hours for a 3 man crew.” We interpret that as stating that the entire installation will require only 30 man-hours, which is quite impossible. Can you clarify if this is a misreading of the spec, or a typo or error?
The assembly requirement has been revised accordingly. See amended Section 13 30 25.
98. Under specification 13 30 25, will a galvanized steel midspan post that weighs roughly 250lbs be permitted for the deployable floodwall sections? Alternatively, will an aluminum midspan post under 200lbs with a diagonal kicker be permitted for the deployable floodwall sections?
Requirements for posts and panels shall be in accordance with Spec Section 13 30 25.
99. Bid Item 0014, Granular Base Course, for the stone base course under the new pavement sections is a lump sum bid item. However, Bid Items 0015 and 0016 for the new pavement binder and wearing courses are unit priced based on estimated quantities of work to be performed. We are requesting that Bid Item 0014 for the Granular Base Course be changed to a unit priced bid item with an estimated quantity so that this bid item will vary up or down with the quantity of pavement work.
Bid Item 0014 to be revised, see amended bid schedule.
100. I would like to request the Government’s quantities for the subject project.

“1.2 MEASUREMENT AND PAYMENT
Measurement for granular base course shall be by the cubic yard. Measurement will be made by the cubic yard in approved vehicles at the site of the work. Allowance will not be made for wastage or shrinkage during transportation from car or other point of loading. Approved vehicles for this purpose may be of any type acceptable to the Contracting Officer. The body shall be that of any shape that the actual delivered contents may be readily and accurately determined and will remain constant. Unless all approved vehicles for the work are of uniform capacity, each vehicle must bear a plainly legible identification mark indicating its approved capacity. The Government may reject all loads hauled in non-approved vehicles.
Upon delivery of each load at the jobsite and prior to the Contractor's measurement of each load, the Contractor shall "level-off" each load within the approved vehicles so that an accurate measurement of each load can be made. After leveling off the load, the Contractor's Quality Control personnel shall measure each load at the site of work. The Government will inspect each load, check its yardage and witness the Contractor's measurement of each load.
Payment will be made at the contract unit price per cubic yard for "Granular Base Course".
Price and payment shall constitute full compensation for furnishing all plant, labor, materials, and equipment required to prepare the subgrade and install the granular base course, including the base course for the repair of failed existing asphalt pavement, and installation and maintenance of temporary parking surfacing; all as specified herein and as shown on the drawings.”

*Denotes a change from the previous Bidding Schedule.
**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE
UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY
ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE
INELIGIBLE FOR AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the

EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).
Item Nos. 0014, 0016, and 0022 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.
(End of Clause)
VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
This variation in estimated quantities clause is applicable only to item Nos. 0014, 0016, and 0022.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item Nos. 0014, 0016, and 0022 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation
(FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item Nos. 0014, 0016, and 0022 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED
QUANTITY.
