Contractor Questions & USACE Responses
1. Can you provide a schedule of trains that could affect the north and south gate entrances or furnish contact info for owner/operation of that track?
The schedule and POC for operation of the track will not be provided. Any coordination needed for construction of this project will be performed by the COR.
2. Ref. Section 13 30 25 par. 2.2 – Does this paragraph take precedence over FAR 52.225-11 and FAR 52.225-12?
The statement "All manufacturing shall be done in the United States using domestic materials" is in compliance with the FAR Clauses. These clauses state that only US or US Trade Agreement country materials are to be used unless a waiver is given by the Contracting Officer.
3. Ref. drawing sheet C-204 Table of Existing Utilities and Amendment 2, Answer to Question 69: The required removal, relocation and/or replacement of existing electrical power lines will result in major disruptions (shutdowns) of service to the main district, day care and maintenance buildings:
a. To understand the magnitude of these shutdowns, are any of these main distribution or transmission lines feeding the entire physical plant? and office & daycare complex?
The work under this contract will not impact the electrical or telecommunication supply distribution to the Main Office Building, Child Care Facility, or Shops Building.
Refer to Sheets E-101, E-102 and E-103 to determine facilities that will be impacted.
b. Can you provide an allowable timeframe or duration of required shutdowns?
Timeframe and duration of outage to be coordinated with the COR.
c. What about for fiber optic communication lines as well?
See response to question 3a above.
4. Ref. Amendment No. 2, Answer to Question 55 – Please more clearly define “minimum reinforcement” Minimum reinforcement is defined per ACI.
5. Ref. Amendment No. 2, Answer to Question 75 – Approximately, how many non-secure offices are in the main building?
The contractor will be escorted at all times and should assume the entire 400,000 sq ft campus, including 6 major buildings, will be videotaped with the exception of a small number of restricted access areas.
6. Please provide details of electronic bid submission. Are documents simply to be scanned and emailed to the government POC?
Electronic bidding instructions were provided in solicitation W912P820B0042, Section 0800 - Special Instructions. No, documents are not simply to be scanned and emailed to the government POC, but submitted as instructed in Section 0800 - Special Instructions of solicitation.

7. Drawings do not provide the sizes, depths or material of construction of the water and sewer lines that are required to be relocated. From the responses to questions released on 6/30/20, it appears that the government does not have that information. We recommend that an allowance be provided for this item, as it is impossible for contractors to accurately estimate the cost to relocate lines when we do not know the size, depth or pipe material involved.
Contractor shall assume all sewer pipes are 6 to 8 –inch diameter and all water lines are 4-inch diameter.
Sprinkler mains (W-14) are 8-inch diameter. All other water lines are assumed to be 4-inch diameter.
8. Paragraph 2.2 under specification 13 30 25 for the Deployable Flood Wall states “All manufacturing shall be done in the United States using only domestic materials.” This requirement conflicts with FAR 52.225-12, Notice of Buy American Requirement – Construction Materials Under Trade Agreements, that is included in the solicitation. Please clarify.
The statement "All manufacturing shall be done in the United States using domestic materials" is in compliance with the FAR Clauses. These clauses state that only US or US Trade Agreement country materials are to be used unless a waiver is given by the Contracting Officer.
9. Note 3 for the Sequencing and Phasing requirements listed on drawing C-103 states that the parking spot impacts should not be any greater than what is shown in Note 2 at any one time. The largest impact at any one time is 93 parking spots. Please confirm that 93 parking spots being impacted during a single phase is what he contractor can base its construction sequencing plan on. If this is not correct, then please provide additional guidance for contractor planning as the parking spot impacts shown in Note 2 vary widely based on the proposed sequencing.
93 spots during a single phase is correct. However, location of sequencing and ability to maintain traffic flow across the district will more than likely dictate the number of parking spots impacted.
10. For contractor construction sequencing, what is the minimum distance that pile installation operations must be from concrete installation operations?
See Spec 31 41 16.00 12, Para 3.1.1.2, for driving of sheet piling, and Spec 31 62 16.00 12, Para 3.2 for H-piling.
