Specification Section 31 24 00.00 12, Paragraph 3.2.1 requires the first or bottom lift of embankment to be placed in a 6 inch lift prior to compaction. The levee will be constructed in areas containing standing water and highly saturated soils, making the placement and/or compaction of the first lift impossible. In addition, the first sentence of this section states "Compacted fill shall not be placed in water". Can a provision be added to this section which would allow the contractor to place an uncompacted "brige lift" in areas containing standing water or saturated soils?

On: Apr 08 2016.

Government Response. . Section 31 24 00.00 12, Paragraph 3.2.1 will be revised and language added by amendment to address this comment. Amendment forthcoming. On: Apr 26 2016 Current Request Status: Request Closed

6470961 Engineering Support Construction Control Manual Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In Chapter 2 "Soils", Paragraph 8 of the Construction Control Manual, you are requiring a Soil Electronic Conductivity and Total Soluable Salt Analysis to determine the total salinity of the embankment soils. Samples obtained to conduct these test shall be 12,500 grams or roughly 27.5 pounds taken from 5 separate representative 2,500 gram samples. Testing laboratories typically require only 2 pounds of material to conduct these test. Please consider reducing the sample size to 5 pounds or less.

On: Apr 08 2016.

Government Response. . The specification requiring sample size will not change. Our objective with 12,500 gram sample is to essentially get a 5 gallon bucket of material. This will ensure that we are obtaining a representative sample of material that can be processed and spilt correctly prior to testing.

There may be a concern about shipping the 5 gallons of material for testing.

Incorporated by Amendment 0004

The contractors QC Lab could sample and process the embankment material.

After the material is processed thru the #4 sieve a representative portion (minimum 200 gram) could be collected as specified. That sample could be shipped to the lab for salinity testing.

In the past we have been collecting small zip lock bags of embankment material. This does not provide a representative sample. On: Apr 26 2016 Current Request Status: Request Closed

Specification Section 33 40 01.00 12, Paragraph 3.1.4 requires the pipe to be backfilled with granular material on both sides and to 1 foot above the pipe. This requirement is typical when pipe is to be installed in a trench. However, Drawing C-13, Section A shows the pipe to placed in the newly excavated ditch and then backfilled with compacted fill, the same material used to construct the ramp. If granular backfill is required, please provide us with a detail of how it is to be placed around the pipe.

6493354 Construction Phasing 01100 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In Specification Section 01100, Paragraph 21 "Construction Sequence", the Government requires in Sub-Section 1 under the heading "Levee" that the contractor expedites placement of Phase 1 embankment in two locations (which are on both sides of the pipeline). Since this work is located in the northern portion of the project, the contractor will concentrate his efforts and likely complete the levee embankment and all other features of work on northern half of the project first. However, under the heading "New Ditch", the contractor is required to excavate and complete the southern ditch prior to excavating the northern ditch. Should the construction sequence described in the specifications remain as stated, the northern half or 5,000 linear feet of the project within the right of way limits will be cleared and grubbed for levee construction along with the entire length of the southern ditch to a width necessary to perform the excavation. Since these ditches don't appear to connect to any outside drainage feature, why is the order they are excavated important to the project? Additionally, where is the existing parish pump station that shall remain operational as stated in Sub-Section 3 under heading "New Ditch"?

On: Apr 25 2016.

Government Response. . The construction sequence for the excavation of the "New Ditch" was mandated by our CEMVN-ED-H office and will not be altered. The existing pump station in question is the parish's West Pointe a Hache P.S. located in close proximity to the job site. Additional clarification spec language regarding this will be included in "01100-21 New Ditch Item 3" portion by amendment. On: Apr 27 Current Request Status: Request Closed

6496036 Cost Engineering C-15 Benching 31 24 00.00 12 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification Section 31 24 00.00 12, Paragraph 3.2.2 added by Amendment No. 1 clearly states that benching into the levee will be required during Phase 2 Compacted Fill placement. The detail shown on Drawing C-15 furture describes the procedure. With control testing (density, classification, etc.) required separately on each slope of the levee, the contractor will perform twice the amount of testing during Phase 2 construction as compared to Phase 1 construction. Since as little as one foot (or less) of embankment will be added to the levee during Phase 2 construction, can the frequency of testing be changed or the requirement for benching eliminated completely?

On: Apr 27 2016.

Page 5 of 9ProjNet: Logged In User

Government Response. . CEMVN-ED anticipates two (2) feet of settlement between Phase I and Phase II levee lifts. Cross Section Dwgs C-28 thru C-52 reflect this anticipated 2 ft settlement. Therefore, benching will not be eliminated in Phase II. On: Apr 28 2016 Current Request Status: Request Closed

During the 1 year wait period, please expand on the contractor obligations. Are trailers and associated services (gov and contractor) to remain on site? Is mowing of grass required for the duration? If so, what frequency? Is QC/Superintendent required to be committed to the job? Can additional line items be added to the option items for these purposes?

On: May 02 2016.

Government Response. . The Govt does not anticipate that there will be any significant interruption of work in satisfying the 1 year wait between completion of a specific reach of Phase I and initiation of the same reach of Phase II levee. The one year wait applies to specific reaches of levee as described in Section 01100-21 CONSTRUCTION SEQUENCE. The Contractor may choose what to do with the Contractor's trailer but the Govt trailer must be on site for the duration of the contract work. Grass mowing shall continue as specified in Section 32 92 19.04 12, paragraph 3.7. Contractor QC, Superintendent, and SSHO personnel shall be on site whenever work is performed. No additional line items will be added to the bid schedule. See Amendment 0003 for clarification to NOTE 6 beneath the SECTION 00010 BIDDING SCHEDULE. On: May 02 2016.

Government Response. . It is intended that measurement for the surfacing material will be made by the cubic yard in approved vehicles at the site of work and that, obviously, only that material which is satisfactorily placed in the work will be eligible for payment. 1.3.1.1- Phase I Compacted Fill Measurement- states that cross sections will be taken "PRIOR" to Phase I clearing, grubbing and vegetation removal.

We understand this is the typical way of measuring for embankment on USACE projects. However, a significant amount of this project is in marsh and wet areas (unlike a typical levee enlargement). The contractor has no way to determine how deep to base his clearing and incidental fill qtys on in these marsh/wet areas. This places a significant amount of risk on the contractor to determine the incidental fill. We would suggest measurement should be

Page 6 of 9ProjNet: Logged In User based on taking cross sections "AFTER" clearing and grubbing. This alternate specification was used on similar adjacent reaches.

On: May 03 2016.

Government Response. . The procedure of measurement type cross sections taken "prior to clearing, grubbing and vegetation removal" is standard practice for numerous contracts in our area. The Contractor is required to clear and grub the foundation as specified and the Govt is aware that some base material will be removed as a part of this operation. The "risk" associated with this operation is across the board amongst all the bidders and should be so reflected in their bid price. Para 1.3.1.1 will remain as specified, however, the Govt did determine that Para 1.3.1.1 conflicts with 31 11 00.00 12-3.2.3. Therefore, amendment 0004 will delete Para 3.2.3 in its entirety.
