D. CONTRACTOR INQUIRIES
By this Amendment 0002, the Chicago District, USACE provides its responses to contractor inquiries:
Q3. Spec Section 133419, 2.2.5 Fasteners:
Q1a. This section of the specifications indicates that there cannot be any fasteners at the ridge, gable trim, or eave with parapet. Please advise if a PEMB manufacturers standard fastener requirements for the roof system can be followed as long as the warranty specified for the roof system as specified in spec section 133419 is provided?
USACE answer Q3a: A PEMB manufacturers standard fastener requirements can be applied as long as the warranty can be provided per the spec 13 34 19 – 1.8.
Q1b. If a PEMB manufacturers standard fastener requirements are not acceptable, then this project is essentially a single source project for Butler Buildings and will eliminate any competitive bidding on the project (Butler Buildings is the only manufacturer we know of that does not have ridge cap or gable trim fasteners). Please advise if this is the intent of the project so we can update our bidding status accordingly.
USACE answer Q3b: The spec 13 34 19 – 2.2.5 is updated to provide a general fasteners requirements for all PEMB manufacturers.
Q4. Please clarify the clear height required for the building. Drawing A-101 general notes #1 indicate 16’ clear height while the specifications indicate 18’ clear height.
USACE answer Q4: The perimeter wall height is 18 feet; the building has a 16 feet minimum clear height.
Q5. Please clarify the deflection requirements for the building. Drawing S-001 under Pre-engineered metal building notes #5 lists different requirements than spec section 133419.
USACE answer Q5: The deflections limits in the drawing and spec now match, see revised S-001.
Q6. Please clarify the wall panels on the building. Drawing A-101 general notes #1 indicate an insulated metal sandwich panel while the specs indicate a single skin metal panel with 6” fiberglass batt insulation.
USACE answer Q6: Use a single skin metal panel with 6” fiberglass batt insulation. Drawing A-101 has been updated.
Q7. Please clarify if there is a collateral load required for the building and what this is (i.e. 5 psf, etc.)?
USACE answer Q7: The collateral load for the building is 5 psf per specs 13 34 19 – Paragraph 1.2.1.8.
Q8. Please clarify if professional liability insurance is required on this project since structural design of the building is part of the PEMB scope of work? Please also clarify the required limits and the amount of time the policy must remain active?
USACE answer Q8: The insurance requirements are outlined in Section 01 00 00 para. 1.13. Professional liability insurance is not required. Per FAR 52.228-5, “The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract.” These insurance requirements must be included in any subcontracts.
Q9. The building deflection limits as shown on the chart on S-001 – General Notes – Pre-Engineered Building – Item 5 are considerably strict and do NOT match what is called out in the Specifications 13 34 19 - 1.2.1.9 (which are still slightly strict for the building end-use). How should we proceed?
DRAWINGS:
SPECIFICATIONS:
USACE answer Q9: Refer to the answer to question 5.
Q10. Under the roof specification 13 34 19 2.2.3 on items f. g. h. and k., they call out that “field drilling fasteners” (item k.) and that the secondary needs to be pre-punched. We will NOT have pre-punched secondary and ALL of our screws will be self-drillers!. Is this acceptable? I only know of (1) PEMB manufacturer that could provide this detail.
USACE answer Q10: The 13 34 19 - 2.2.3 on items f., g, h., and k. are updated to provide permission for any method of Self-Drilling Fasteners.
Q11. They again call out “factory punched holes in secondary” on item 2.2.5 Fasteners. Again, we will NOT have pre-punched secondary.
USACE answer Q11: The requirement of “factory punched holes in secondary” in 13 34 19 - 2.2.5 is removed.
Q12. Under 2.2.5 they call out “Zero (0) per linear foot” on items e. and g. for the gable trim and ridge. Our standard details would include screws at (2) per lineal foot. Would the USACE have a detail they have used in the past that we could review? Can we follow our standard detailing?
USACE answer Q12: The requirements from “a to h” in 13 34 19 - 2.2.5 are removed. You may follow your standard detailing.
Q13. The insulation thicknesses provided in 2.4 Insulation for the roof and walls would NOT meet the current energy code for the state of Illinois. Should we continue to follow the specification?
USACE answer Q13: Follow the specs; the insulation specification matches the IECC (2018) guidelines for metal buildings, reference Chapter 4 -table C402.1.3.
Scope Comments:
The following is by Others: All interior and exterior personnel doors, wall louvers, overhead doors (see 2.3.4 Accessories), COAT BASE PLATE, ANCHOR BOLTS AND COLUMN BELOW SLAB ON GRADE WITH AN APPROVED ASPHALTIC PAINT; Any architectural drawings; Any structural drawings other than what is provided by the PEMB Pre-punched secondary will NOT be provided and ALL screws will be self-drillers!
Specification for wall panel finish 13 34 19 2.3.2 g. calls out a “wall panel color shall be comparable”. We will be using a standard color in their standard color offering.
Specification 13 34 19 2.3.3 a. and b. “torx-head” screws are called out. We will be using hex-head screws.
USACE ANSWER: There are no additional architectural drawings or structural drawings other than what is provided.
The following questions 14–40 are regarding the metal building system:
Q14. Info on liner panel needed. (profile, gauge, finish, etc.)
USACE answer Q14: Liner panel is removed, see updated note 2 sheet A-101.
Q15. Is the liner panel to be attached horizontally or vertically? If vertically, fasteners will not be uniform.
USACE answer Q15: Metal liner panels have been removed, see updated note 2 sheet A-101.
Q16. The ceiling is to have a liner in the four rooms?
USACE answer Q16: No, refer to updated note 12 sheet A-101.
Q17. Drawings say insulated liner in ceiling. How do you do that if drywall is going on first?
USACE answer Q17: Metal liner panels removed, see updated note 12 sheet A-101.
Q18. Assuming you require union labor, do you want union ironworkers to install the liner panel, or we just provide the material and others install it, or we don’t furnish or install the liner panel?
USACE answer Q18: Metal liner panels removed, see updated note 12 sheet A-101.
Q19. This is from Note 12 on A-101: “CEILING IN MAIN BOAT DOCK AREA SHALL BE EXPOSED TO STRUCTURE ABOVE AND PAINTED TO MATCH EXISTING WALLS “. Not that we are painting, but the ceiling will be an insulation “fabric” with a white polypropylene facing. What gets painted?
USACE answer Q19: See revised note 12 sheet A-101.
Q20. Are the overhead doors 12’ wide or 13’ wide? Conflicting info. How wide should the framed openings be?
USACE answer Q20: Overhead door shall have 12-foot openings (clearance).
Q21. What is the clear height? Drawings say 16’, specs say 18’.
USACE answer Q21: See answer to question 4.
Q22. Do you need the clear height under the rafter beams, or just between the frames?
USACE answer Q22: Clear height shall be 16 feet. Nothing should be between the floor and 16 feet, unless otherwise shown in the drawings. Variations may be submitted during the course of work, but there is no guarantee for acceptance.
Q23. What the weights of the mechanical equipment the building is to support?
USACE answer Q23: Mechanical equipment weight will vary based on the contractor submittals. Per market research, average weight of unit heaters may be 50lbs, and average duct heater attached to duct may be 300lbs. The contractor will determine the exact unit, and thus the exact weight for the equipment.
Q24. What are the sizes of the openings in the walls for the mechanical equipment?
USACE answer Q24: In-wall equipment shall be installed in a hole that is flush to the equipment.
Contractor’s shall determine the size of the hole they need to install the equipment into. The duct heater connecting to the wall has a measurement of 1 FT X 1 FT. The contract drawings specify where equipment will go on sheet M-101.
Q25. Will a Galvalume substrate be okay for the roof panel?
USACE answer Q25: Follow the specs, material must be equal or exceed the requirements.
Q26. The MBMA uses SSPC Paint 15 or 20 not 25. Will this be okay?
USACE answer Q26: Follow the specs, may submit as variants but cannot guarantee acceptance.
Q27. Standard Weather Tightness warranty is for 20 years. Is this acceptable?
USACE answer Q27: Follow the specs.
Q28. Will G60 secondary be acceptable in lieu of acrylic coated G30, or does the secondary even need to be galvanized if the primary steel isn’t?
USACE answer Q28: This is a technical question that can only be answered upon review of submittals.
Q29. Page 16, item 2.2.3 k. states no self-drilling fasteners for roof panel. These are needed where there are exposed fasteners.
USACE answer Q29: See response to question 10.
Q30. The specs are written based on Butler Manufacturing. Many of the items called out are proprietary or standard for them, i.e., pre-punching purlins and girts and panels, acrylic coated galvanized secondary, hemmed wall panel sidelaps, miter cuts at the top of the wall panels, etc. These things are not necessary and actually make the building more costly. Other manufacturers such as Ceco, Kirby, American, Nucor don’t do these things. Are they only accepting a Butler building? If not, please revise the specs that fit the other companies.
USACE answer Q30: The specifications provided by this amendment are revised to make it general for all manufactures.
Q31. The Insulation R values specified will not meet IECC 2018. Are we to still use them?
USACE answer Q31: Refer to response for question 13.
Q32. Do we use the deflections in the specs or on the drawings?
USACE answer Q32: Refer to response for question 5.
Q33. Do the drawings and specs reflect the UFC modifications to the building code or can we just go by the code?
USACE answer Q33: Follow the specs and drawings.
Q34. Spec section 1.5.1 should be removed from the metal building spec.
USACE answer Q34: Follow the specs; paragraph 1.5.1 has been updated.
Q35. Spec section 1.5.1.6 should be removed from the metal building spec.
USACE answer Q35: Concur, has been removed from 13 34 19. This requirement is included in Section 26 51 00, Interior Lighting.
Q36. Spec section 2.6 should be removed from the metal building spec.
USACE answer Q36: Follow the specs, this Section will remain.
Q37. Spec section 3.9, 2nd paragraph should be removed from the metal building spec.
USACE answer Q37: Follow the specs, the Section will remain.
Q38. Spec section 3.9.4 should be removed from the metal building spec.
USACE answer Q38: Liquid densifier is required to make the concrete surface less permeable to the liquids, fill the pores, and increasing surface density. This requirement has been moved from the metal building spec to the Section 03 30 00, Concrete, paragraph 3.8.
Q39. Section 3.3 – Grout is furnished and installed by the concrete contractor USACE answer Q39: Follow the specs, means and methods are determined by the contractor.
Q40. Metal building manufacturers do not design anchor bolts/rods. They will give the diameter and projection only.
Foundation engineer will need to design the length.
USACE answer Q40: USACE will provide a design of anchor bolts/rods upon submission of the final reactions at the base by the metal building manufacturer.
Q41. Note 3 on drawing S-502 – is this correct? It is highly unusual.
USACE answer Q41: This note is not applicable to the project, note 3 is removed from sheet S-502.
Q42. Note 10 on A-101, slope should 1:12, correct?
USACE answer Q42: See updated note 10 sheet A-101.

Q44. Specifications 13 34 19 - 1.2.1.9 conflict with the notes on the plans. How should we proceed?
USACE answer Q44: Refer to response to question 9.
USACE answer Q45: Refer to response to question 10.
Q46. They again call out “factory punched holes in secondary” on item 2.2.5 Fasteners. Again, we will NOT have pre-punched secondary.
USACE answer Q46: Refer to response to question 11.
Q47. Under 2.2.5 they call out “Zero (0) per linear foot” on items e. and g. for the gable trim and ridge. Our standard details would include screws at (2) per lineal foot. Would the USACE have a detail they have used in the past that we could review? Can we follow our standard detailing?
USACE answer Q47: Refer to response to question 12.
Q48. The insulation thicknesses provided in 2.4 Insulation for the roof and walls would NOT meet the current energy code for the state of Illinois. Should we continue to follow the specification?
USACE answer Q48: Refer to response to question 13.
Q49. Will the USACE accept our umbrella coverage to sit over the required insurance limits in order to meet these requirements?
USACE answer Q49: No, insurance must be as per specifications, see 01 10 00 as provided by Amendment 0001.
Q50. When is the deadline to submit any questions/RFIs for the bid?
USACE answer Q50: There is no deadline for questions; however, please have all questions submitted as soon as possible so that the acquisition schedule is not delayed.
Q51. The insurance limits as stated in the solicitation are not possible for small businesses. Per insurance representatives, GL, Auto and Employer’s liability limits greater the $2,000,000 are not provided for small companies and reserved only for very large corporations. The existing insurance requirements are discriminatory against small businesses. Will insurance requirements be adjusted to allow small business participation?
USACE answer Q51: USACE has previously awarded contracts for work at the Barriers to small businesses to include women-owned small businesses with these same insurance requirements in the solicitations and contracts. This is the standard insurance requirement for the Barriers. The property at the Barriers site is owned by the Metropolitan Water Reclamation District of Greater Chicago. USACE has an easement with that agency to use the land for the Barriers; one of the terms of that easement specifies that the insurance as stated in the solicitation is required of contractors that are onsite under a USACE contract. The insurance requirements as included are not negotiable.
Q52. Is there a form we need to use for the bid bond?
USACE answer Q52: The bidder shall use Standard Form 24 (per the Federal Acquisition Regulation [FAR] 28.106-1(a) Bonds and bond-related forms). You may obtain a copy by visiting https://www.gsa.gov/forms-library/bid-bond (the current version is 08/2016).
Q53. Should the wall and roof panels be pre-insulated?
USACE answer Q53: This is means and methods, the contractor shall determine how to best fulfill specification requirements.
USACE answer Q54: Refer to response to question 9.
USACE answer Q55: Refer to response to question 10.
Q56. They again call out “factory punched holes in secondary” on item 2.2.5 Fasteners. Again, we will NOT have pre-punched secondary.
USACE answer Q56: Refer to response to question 11.
Q57. Under 2.2.5 they call out “Zero (0) per linear foot” on items e. and g. for the gable trim and ridge. Our standard details would include screws at (2) per lineal foot. Would the USACE have a detail they have used in the past that we could review? Can we follow our standard detailing?
USACE answer Q57: Refer to response to question 12.
Q58. The insulation thicknesses provided in 2.4 Insulation for the roof and walls would NOT meet the current energy code for the state of Illinois. Should we continue to follow the specification?
USACE answer Q58: Refer to response to question 13.
USACE answer Q59: Refer to response to Scope Comments above.
Q60. Concrete: Note 11/S-101 states the tie beams through the footings shall be monolithically cast. Is it acceptable to pour the bottom 1' 4" of the tie beams to match the elevations of the spread footings, then cap the top 4' 4" of the tie beam which would create a construction joint in the tie beam?
USACE answer Q60: Follow drawings, may submit as variants but cannot guarantee acceptance.
Q61. Are there any water lines or any water called out for the boat wash area?
USACE answer Q61: No water is called out for the boat wash area.
Q62. Excessive soils, to be left on-site or hauled off (testing?)?
USACE answer Q62: Excess spoils shall be wasted on site as directed by Contracting Officer.
Q63. Potable water tank supports? Structural detail for it? Design/build?
USACE answer Q63: Refer to Section, 33 11 00 Water Utility Distribution Piping, Paragraph 2.1.
Q64. Is rigid insulation is required for the foundation or under the slab on grade. Note 8/S-001 states to read the notes below and in specs, but we cannot find anything regarding rigid insulation for the foundation or under the slab on grade.
USACE answer Q64: This note is not applicable to the project, note 8 is removed from revised sheet S-001.
Q65. Does the new nonconductive fencing scope of work area also included the fencing on the west side of the canal, as shown on G-005? Is there existing roadway for access or do we need to put in the roadway (gravel)?
USACE answer Q65: There are options for nonconductive fence replacement on both the west and east side of the canal. There is roadway access to both locations; no gravel road is required to be installed at either location.
Q66. Regarding the addition of the railroad insurance (amendment 0001), is this requirement only for the fencing subcontractor who will be working near the tracks on the east side of the canal?
USACE answer Q66: Per FAR 52.228-5, the contractor itself is required to maintain the insurance required by Section 01 10 00 - Paragraph 1.13, as modified by Amendment 0001. Additionally, these insurance requirements must be included in all subcontracts under this contract.
